About this file

This is an amendment to an invitation to bid (ITB) issued by the Tennessee Department of Transportation (TDOT) for sign removal services under solicitation 40100-13901. The amendment updates the ITB schedule and provides state responses to contractor questions regarding project execution. The ITB seeks contractors to remove and dispose of illegal outdoor advertising devices located on private property within 660 feet of TDOT's right-of-way line across Tennessee. Services include dismantling vertical structures, removing sign faces, managing electrical disconnections, providing site security, creating temporary access, developing safety and traffic management plans, filling holes, replacing vegetation as needed, and disposing of all debris. A mandatory pre-response conference was held on May 22, 2026, at 10:00 a.m. Central Time. The questions and comments deadline was May 29, 2026, at 10:00 a.m. Central Time, and the ITB response deadline is June 17, 2026, at 10:00 a.m. Central Time. The contract term is 60 months, with multiple contractors to be awarded based on evaluated cost using a ranked methodology.

The state clarified several operational requirements in its responses to bidder questions. Contractors have full flexibility to structure rate cards and may differentiate pricing by region using TDOT's defined regional structure; however, the state will not award contracts by region. Contractors are responsible for obtaining all permits required for sign removal, with associated fees included in line-item pricing and not reimbursable separately. Electrical disconnection must comply with local code requirements at the nearest point to the sign, and any utility company fees must be incorporated into contractor pricing without separate reimbursement. Contractors are expected to coordinate with utility providers for safe removal and may propose subcontractors for work in regions where they lack coverage; however, subcontracting must comply with specification requirements. For removals requiring access from the state's right-of-way, the contractor must develop safety and traffic management plans meeting MUTCD and TDOT Work Zone Design Manual requirements and comply with the state's standard lane-closure process.

QUESTION / COMMENT STATE RESPONSE

1. How will site access be granted? It seems most sample signs are on private property and may lack clear road or drive access due to trees, fences, slopes, etc. The billboard in Memphis, TN looks to have minimal access.

The State evaluates available access options at locations identified for removal. In most cases, access will be coordinated by TDOT with property owners. If access is not granted, the State retains statutory authority to enter property and remove non-compliant signs and may use the appropriate enforcement or escalation measures to secure access when required. The State and the selected Contractor(s) will collaborate on access options during the pre-removal meetings.

2. The specs request for the electrical to be removed to the source. Will we disconnect from the meter? What if we can not find the meter? The disconnect at the meter may require utility company assistance with fees. If you want the Hardee's sign, will you require electrical to be disconnected from the breaker box and cables pulled out?

Reference Specifications Section B. Sign Removal and Disposal which requires “…proper disconnection or management of any associated electrical components.” The State expects the Contractor to adhere to all local code requirements when performing electrical disconnection, recognizing that the appropriate method may vary by jurisdiction. The State will accept code‑compliant disconnection at the nearest point to the non‑compliant sign. Any utility fees or costs necessary to complete the work shall be incorporated into the Contractor’s

QUESTION / COMMENT STATE RESPONSE

pricing and will not be reimbursed separately under F.2.

3. Would you consider different pricing for 3 regions (West, Middler, East) as construction prices in Nashville are much more than Memphis pricing?

Bidders have full flexibility to structure their rate cards as they see fit. A bidder may choose to differentiate pricing by region by adding a regional indicator to the applicable lines. The rate card shall reflect the resources, units, and rates needed to complete the work and ensure full coverage across all regions. For reference, TDOT’s regional structure can be found here:

https://www.tn.gov/tdot/about/county-outline-map.html

4. Would you consider splitting up the work by Region? My company can take care of West Tennessee. I will need subcontractors for Middle and East TN.

The State will not award contracts by region.

Subcontracting is permitted in accordance with Specifications Section E: Subcontractors.

5. Will the state require the contractor to pull the construction demolition permits or will the state pull the permits? The larger cities will require on larger signs especially if it has electrical.

The contractor is responsible for obtaining any permits required for sign removal. See updated Specifications Section A. Equipment/Labor. Any fees associated with obtaining permits shall be included in the Contractor’s line-item pricing and are not reimbursable under F.2.

6. With the electrical disconnect, will you accept a code enforcement compliant disconnect at the nearest point whether it be a light pole, utility pole, etc.?

See response to Question 2 above.

7. The example of the large billboard has utility lines running under it. From the pictures, it looks like the utility company will need to "relocate" the lines as they are too close.

We can work with the lower wire as it is low voltage. How should that be addressed?

Should we base our price on free and clear access and address when a work order is sent out?

The Contractor is expected to coordinate with utility providers as needed to ensure safe removal of signs. Any utility fees or costs necessary to complete the work shall be incorporated into the Contractor’s line-item pricing and will not be reimbursed separately under F.2.

8. For signs with busy highway or interstate access only, will TDOT provide escorts or signs during the removal. We should be on the shoulder depending on the location.

Reference Specifications Section A. Equipment Labor “Contractor shall furnish all labor, materials, equipment, permits, and vehicles necessary to satisfactorily perform the required work.” Most removals are expected to be completed from private property. If a removal requires access from the State’s right‑of‑way, the State must approve the access approach, and per the specifications, the Contractor will work with the State to develop any safety and traffic management plans needed to support it.

As applicable, the Contractor is responsible for complying with the State’s standard lane-closure process, which includes obtaining the appropriate permits and preparing traffic control plans that meet MUTCD and TDOT Work Zone Design Manual requirements.
