About this file

This amendment clarifies the Corrosion Control Study RFP issued by Alaska Aerospace Corporation on May 5, 2026. The amendment addresses four key clarifications regarding the scope of work: thickness readings for Primary Structural Members must be recorded for both coatings plus metal thickness and metal thickness alone; the contractor must provide or rent equipment necessary to access all portions of the Launch Tower; sampling is limited to safely accessible areas, with the uppermost tower section potentially excluded from requirements; and coatings may be removed during sampling to ensure data accuracy, with repainting to be performed by Alaska Aerospace Corporation upon completion. The proposal deadline remains unchanged at 5:00 PM Alaska Standard Time on May 27, 2026, as these clarifications do not constitute substantial changes to the original RFP scope.

The Corrosion Control Study is a comprehensive assessment project for the Launch Tower at LP-1 and associated support equipment at the Pacific Spaceport Complex-Alaska in Kodiak, with all work to be completed by September 30, 2026. Inspections must be conducted by ASNT Level II or higher certified technicians following ASTM D610 and NACE/AMPP maritime standards. Contractors must demonstrate prior experience with large-scale structural corrosion assessments in maritime or high-salinity environments on aerospace or heavy industrial structures and maintain a valid Alaska business license. Evaluation criteria allocate 35 points for experience and qualifications, 20 points for methodology, 15 points for management plan, 10 points for project understanding, and 20 points for cost proposal, with an additional 5 points available for Alaska offeror preference. Contractors may propose either Firm Fixed Price or Cost Reimbursable structures, and must complete at least 60 percent of work internally. Professional liability insurance of $500,000 per claim is required for contracts under $100,000, and all travel costs must comply with Joint Travel Regulations.

May 8, 2026 Amendment #1: Corrosion Control Study RFP

SUBJECT: Clarification of the Corrosion Control Study RFP

On behalf of the Alaska Aerospace Corporation, I am issuing this Amendment to the Corrosion Control Study RFP, originally posted on May 5th, 2026. The following are clarifications based on questions received:

1. In the minimum sampling densities table under Sec. 2.02 Scope of Work, the Primary Structural Members row identifies 3 thickness readings per 10 linear feet. The thickness readings must be done with the coatings + metal thickness, and just the metal thickness.

2. The awardee will need to be able to bring or rent any equipment needed for full access of the Launch Tower.

3. Sampling will be limited to the portion of the tower that can be safely accessed. The very top portion of the tower above the final floor may not be accessible and would then not be included in the sampling requirement.

4. During the sampling process, coatings can and should be removed throughout the tower to obtain the most accurate data for the study. Any coatings that are removed will be repainted/covered by AAC after sampling has concluded.

As these are clarifications and don’t necessarily constitute a substantial change to the scope of the RFP, the Proposal Deadline will remain at 5:00pm on 5/27/2026, as identified in the RFP.

Respectfully, Duffy Goodner, PMP Contract Manager 907-413-2305 Duffy.goodner.ctr@akaerospace.gov Aurora Launch Services
