About this file
This is an Amendment No. 2 to the Special Conditions document for the Dream Canyon Project (GovTribe ID: dbfaf53361be230c367db4e9562fa877), issued by the state or local contracting authority on April 24, 2026, under project identifier DQ1 PKAA 2026*0355. The amendment incorporates clarifications and modifications from a Pre-Bid Meeting and updates the Feature Work List with revisions to eight specifications (363-GF002, 363-GF002a, 363-GF003, 363-GF005, 363-GF006, 363-GF008, 363-GF009, 363-GF013, and GF017). A new Item 10.0 has been added for the optional provision and installation of five cubic yards of road base for equipment access road improvements at unit cost. Feature 363-GF007 has been deleted from the project scope. The contract requires submission of a revised Bid Schedule acknowledging receipt and acceptance of the amendment.
Key clarifications from contractor questions address material vendor requirements, equipment registration procedures, inspection protocols, and project-specific conditions. MSHA certifications and contractor-provided rescue standby teams are not required. The project does not involve documented drainage hazards, contaminated materials, or noise restrictions, though contractors must coordinate with Boulder County regarding weight restrictions on county roads and plan for standard single-axle dump trucks for material deliveries. Rock rappelling certifications are not required, but contractors must provide a comprehensive Project Safety, Health and Environmental Action Plan addressing fall protection systems. Explosives use is prohibited. All contract terms remain unchanged except as explicitly modified by this amendment.

Special Conditions
Dream Canyon Project
Amendment No. 2 DQ1 PKAA 2026*0355
April 24, 2026
Thank you for your attendance at the Pre-Bid Meeting. The following clarifications and amendments should be noted and incorporated into the bid documents:
1. Contractor’s Submitted Questions:
● Do you have a list of foam [polyurethane foam] vendors that we can access that are already registered as a government vendor?
i. No, we do not have a list of vendors. The vendors providing materials are not required to have a government registration. The materials provided by the vendors must meet the requirements in the Special Conditions.
● We understand that all equipment must be on a government list and insured. Can we bring in a piece of equipment we were not planning on as long as we register it once work has commenced?
i. All equipment to be used on the project must be listed on the List of Equipment Offered. You do not need to update the list if another piece of equipment is used during construction.
● We assume we do not have to list supply vendors, but their products do have meet government specifications
i. Correct
● We can call for inspections and ask questions if we get the contract
i. Correct, the contractor who is awarded the contract will have open communication with the Project Manager throughout the duration of the contract.
● Are we able to ask protocol questions after the question due date/time as long as they are not related to the scope of this job?
i. If a question arises after the end of the question time period, please submit the question to the Single Point of Contact: Teresa Donaldson.
● Are Mine Safety and Health Administration (MSHA) certifications required for all personnel prior to mobilization?
i. MSHA certifications are NOT required for this work.
● Is there an expectation for contractor-provided rescue standby teams for work involving vertical shafts?
i. No.
● Are there documented drainage patterns or known flood risks that will impact erosion and sediment control planning.
i. No. The disturbed area during construction will be minimal and the sediment control best management practices (BMPs as outlined in the Special Conditions and the General Bid Specifications 2009 are adequate measures for sediment control.
● Are there project-specific noise or equipment emissions restrictions that must be adhered to?
i. No.
● Are there any known contaminated materials or hazardous waste conditions within the mine areas?
i. No.
● Are there weight or load restrictions for access roads or any privately owned access points?
i. Please reach out to Boulder County for specific weight restrictions on County Roads. I am not aware of weight restrictions on the private access roads. However, due to limited space within the project site, please plan on using a standard, single-axle dump truck for imported material deliveries.
● Is helicopter access anticipated or permitted for equipment transport to slope-side or otherwise inaccessible work areas.
i. If a contractor chooses to use a helicopter to deliver equipment/materials to the site, it is the responsibility of the contractor to determine feasibility, permits, and logistics (including
Page2of4 private property owner consent) associated with helicopter use. All sites within the project are accessible by foot if not equipment accessible.
● For Specification 363-GF009, are certifications required for personnel performing rock rappelling operations associated with rock wall drilling?
i. No.
● For Specification 363-GF009, what fall protection systems and standards are required for rock wall rappelling activities?
i. The awarded contractor will be required to provide a Project Safety, Health and Environmental Action Plan per Item 2.0 of the Special Conditions that specifically address fall protections, please see Item K of theStandard Work Specifications, Safety, Health & Environmental Action Plan Response Itemsin the Dream Canyon Special Conditions.
● Is the use of explosives anticipated or permitted for rock excavation or material displacement?
