ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION

2021 CONSTRUCTION GENERAL PERMIT

SWPPP TEMPLATE

Instructions

To help you develop the narrative section of your construction site SWPPP, the DEC has created this electronic SWPPP template, designed to guide you through the SWPPP development process and ensure your SWPPP addresses all the necessary elements stated in the Construction General Permit (CGP). You should use this template with the Alaska Storm Water Guide, available on the ADEC’s website at http://dec.alaska.gov/media/13246/akswguide.pdf.

This template covers the SWPPP elements required by Alaska’s construction general permit; however, you must customize this template to reflect the conditions at your site.

Using the SWPPP Template

Each section of this template includes “instructions” and space for “project information.” You should read the instructions for each section as you complete the project information. This template was developed in Word so you can easily add tables and additional text. Some sections may require only a brief description while others may require several pages of explanation.

Tips for completing the SWPPP template

If there is more than one construction operator for your project, consider coordinating development of your SWPPP with the other operators. Multiple operators may share the same SWPPP, but make sure responsibilities are clearly described.

Modify this SWPPP template so it meets the needs of your project. Consider adding permit citations in the SWPPP when you address a specific permit requirement.

3.0 PROJECT INFORMATION (5.3.3)

This section gathers all relevant site data together to assist with filing for permit coverage.

3.1 Project Information

Project Name:

3.2 Project Site Specific Conditions (5.3.3)

Instructions:

Briefly describe the existing site conditions, including:

• Mean annual precipitation based on nearest appropriate weather station (5.3.3.1). Precipitation data for Alaska weather-recording stations are available at the Western Regional Climate Center Internet website: https://xmacis.rcc-acis.org/.

• Soils, topography, drainage patterns, approximate growing season, and vegetation.

• Evidence of site contamination.

Mean annual precipitation based on nearest weather stations (inches): 19.49”

Soil Type(s) and Slopes (describe soil type(s) and current slopes; note any changes due to grading or fill activities): The soil profile in the project area displays three distinct strata: 1) an organic horizon composed primarily of fine roots, duff, and moderately decomposed organic matter; 2) a light yellowish-brown ash horizon containing discreet, small to large, yellowish-brown globular concentrations, primarily in the upper 10% of the volcanic ash horizon, and that did not appear to be associated with root channels; and, 3) a very dark grayish-brown sandy loam containing a minor ash fragment component. Slopes within project area include a mix of flat “lowlands” and steep terrain.

No changes anticipated to existing soils/slopes as a result of the Project are anticipated except for the existing Moraine (5-mile) Gravel Pit in which the Project would entail cut-and-fill 1 ½ to 1 slope for the backwall.

Landscape Topography: The Valley of 10,000 Smokes (VTTS) Road is a 22.5-mile road in Katmai on the northern Alaska Peninsula unconnected to any roads located outside of the Brooks Camp area. Katmai’s landscape includes two physiographic provinces - the Aleutian Range and the Nushagak-Bristol Bay Lowlands.

Drainage Patterns (describe current drainage patterns and note any changes due to grading or fill activities):

Overland flow within existing gravel areas (VTTS Road, Moraine Pit) to vegetated surroundings, no changes to drainage patterns anticipated as a result of the Project.

Approximate Growing Season: May to September

Type of Existing Vegetation: The VTTS Road traverses a forest dominated by white spruce (Picea glauca) with smaller amounts of Alaska birch (Betula neoalaskana), grayleaf willow (Salix glauca), Bebb’s willow (Salix https://xmacis.rcc-acis.org/

4.0 NATURE OF CONSTRUCTION ACTIVITY (5.3.4)

4.1 Scope of Work

Describe the general scope of work for the project, major phases of construction, etc.

• Two seasons: May 2023 – October 2023 and May 2024 – October 2024. Each season will generally follow the below phases:

o mobilization and erosion control o procure rock/crush aggregate from existing, on-site, National Park Service (NPS) Moraine Pit for project requirements and future NPS maintenance needs o install four drainage blankets along the Valley of 10,000 Smokes Road (100’ to 500’ long for three of the blankets, approximately 3,100’ long for the fourth). The drainage blankets would be constructed within low-lying road sections underneath the roadway prism to allow for water to exist and flow under the roadway through an assembled slate of materials which contain numerous empty spaces that could be filled by the presence of water o re-adjust a section of the road for ~150’ w/in existing roadway prism o improve existing vehicle pullouts (by re-graveling) o improve drainage by replacing damaged culverts and re-establishing ditches

Replace nine existing culverts, seven of which would remain the same length and width as the existing culvert. One culvert would be widened from 6 inches to 18 inches but remain the same length. One culvert would be lengthened 10 additional feet but remain the same width o demobilization and removal of temporary sediment/erosion control items after final stabilization has been reached
