About this file
This amendment modifies a solicitation for the project AK NPS KATM 10(4), Rehabilitate Valley of 10,000 Smokes Road Phase IV. The amendment revises special contract requirements to add parameters for contractor construction of temporary housing at an existing camp area. Utilities including electricity, water, sewer, and toilet facilities will be provided by the National Park Service at no cost until winter shutdown from October 1 to May 1, after which the contractor must provide diesel to power generators. The contractor must submit a plan detailing the housing, offices, and communications installations and connect to existing utility hookups, taking precautions to avoid system contamination.

107.08 Sanitation, Health, and Safety. Add the following after the first paragraph:
Submit an accident prevention plan for implementing safety and health standards at the Preconstruction Conference. Use the Government furnished Form WFLHD-28, Guide Outline of Contractor's Accident Prevention Plan.
107.08A Residential housing. (Added Subsection).
Provide a Contractor construction camp at Brook Camp designated housing area, at the location shown on the plans. The contractor camp is approximately 100-feet by 150-feet at the VRRA housing loop. The location will be identified by the CO. Tie into existing NPS utilities (water, sewer, and power) at the construction camp location. Install and maintain all connections to existing NPS utilities.
Construction of “soft-sided” housing is allowed if also protected at all times by temporary electric fencing. Temporary electric fencing is not required for “hard-sided” housing which incorporates walls of 8-foot minimum height. All construction camp kitchen and food storage facilities (including food, beverage, packaging, garbage, harvested fish, cooking equipment, and food storage containers) shall be in “hard-sided” building structures which incorporate walls of 8-foot minimum height and constructed from rigid building materials.
Prior to construction, submit a written narrative plan detailing means, methods, equipment, and facilities to be used for housing of contractor staff, field offices, and internet/telecommunications.
Specify the data on logistics, purpose for use, connection dates, and locations of installations on plan.
Provide sketches to clarify the intent.
There will be no cost or use charges for the following Government provided services:
(1) Electrical Service. Electricity will be provided by park service for free until the park scheduled winter shutdown (October 1 to May 1). During park shutdown, pay for the diesel to run the power generator at 77 gallons a day for electricity.
(2) Water Service. Water from existing NPS water system is available for use until the park scheduled winter shutdown (October 1 to May 1). Contractor shall provide their own utility tie-in to existing hookups. Take precautions to avoid contamination and comply with NPS policies when tying into existing water system. Notify the CO of intent to perform tie-in work 48 hours prior. NPS Park Staff shall be on-site during all water service tie-in work unless otherwise approved by the Contracting Officer.
(3) Sewer and Toilet Service. Sewer service from the existing sewer system is available for use until the park scheduled winter shutdown (October 1 to May 1). Provide utility tie-in to existing hookups. NPS Valley Road Administrative Area Bathhouse will be made available for Contractor use for restroom, shower, and laundry facilities at no additional charge. NPS will provide weekly waste removal service from Contractor provided portable toilet facilities. Contractors may install portable sanitary facilities at Moraine Pit as shown in the plans.
