About this file

This is a Storm Water Pollution Prevention Plan (SWPPP) template for the AK FWS KNA 74525(1) Swan Lake Road project. The SWPPP outlines erosion and sediment control measures to be implemented during construction activities including raising the grade of an approximately 2,000 foot section of roadway, reconditioning ditches, clearing vegetation, and upgrading three culverts to provide aquatic organism passage. Control measures addressed include minimizing soil exposure, maintaining buffer areas, stabilizing slopes, installing inlet protection and sediment controls, designating vehicle access points, dust and track-out controls, stockpile management, non-stormwater discharges, dewatering, soil stabilization, treatment chemicals, good housekeeping, spills, and waste management. Inspection schedules and corrective action procedures are provided. The SWPPP also documents project details, discharge locations, permit eligibility related to TMDLs and endangered species, applicable local requirements, and post-authorization record keeping responsibilities.

ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION

2021 CONSTRUCTION GENERAL PERMIT

SWPPP TEMPLATE

Instructions

To help you develop the narrative section of your construction site SWPPP, the DEC has created this electronic SWPPP template, designed to guide you through the SWPPP development process and ensure your SWPPP addresses all the necessary elements stated in the Construction General Permit (CGP). You should use this template with the Alaska Storm Water Guide, available on the ADEC’s website at http://dec.alaska.gov/media/13246/akswguide.pdf.

This template covers the SWPPP elements required by Alaska’s construction general permit; however, you must customize this template to reflect the conditions at your site.

Using the SWPPP Template

Each section of this template includes “instructions” and space for “project information.” You should read the instructions for each section as you complete the project information. This template was developed in Word so you can easily add tables and additional text. Some sections may require only a brief description while others may require several pages of explanation.

Tips for completing the SWPPP template

If there is more than one construction operator for your project, consider coordinating development of your SWPPP with the other operators. Multiple operators may share the same SWPPP, but make sure responsibilities are clearly described.

Modify this SWPPP template so it meets the needs of your project. Consider adding permit citations in the SWPPP when you address a specific permit requirement.

3.2 Project Site Specific Conditions (5.3.3)

Instructions:

Briefly describe the existing site conditions, including:

• Mean annual precipitation based on nearest appropriate weather station (5.3.3.1). Precipitation data for Alaska weather-recording stations are available at the Western Regional Climate Center Internet website: https://xmacis.rcc-acis.org/.

• Soils, topography, drainage patterns, approximate growing season, and vegetation.

• Evidence of site contamination.

Mean annual precipitation based on nearest weather stations (inches):

25.42”

Soil Type(s) and Slopes (describe soil type(s) and current slopes; note any changes due to grading or fill activities):

Soils within the majority of the survey area are not mapped in the NRCS Web Soil Survey. Some historic published survey data for Alaska is available on the USGS STATSGO Soil Survey. According to NRCS 2006, the dominant soil orders in this MLRA are Spodosols, Histosols, Entisols, and Inceptisols. The soils in the area have a cryic soil temperature regime, a udic or aquic soil moisture regime, and dominantly mixed mineralogy.

Haplocryods (Estelle and Kenai series), Humicryods (Talkeetna series), Eutrocryepts (Bodenburg series), and Dystrocryepts (Smithfha series) on plains and hills formed in silty loess and volcanic ash over loamy, sandy, and gravelly glacial till and outwash. These soils generally are deep and well drained. Cryaquepts (Slikok and Disappear series) on plains and hills also formed in silty loess and volcanic ash over loamy, sandy, and gravelly glacial till and outwash. They are poorly drained or very poorly drained. Cryofibrists (Salamatof series) and Cryohemists (Starichkof series) in broad shallow basins and drainageways formed in thick deposits of organic material. These Histosols are poorly drained or very poorly drained. Cryofluvents (Niklason series) and Cryaquents (Killey series) on flood plains and stream terraces formed in stratified silty and sandy alluvium over gravelly alluvium. They generally are deep and range from well drained to very poorly drained. Miscellaneous (nonsoil) areas make up about 15 percent of this MLRA. The most common miscellaneous areas are beaches, riverwash, and water.

There will be minimal grading in culvert locations.

Landscape Topography:

The project occurs within the Natural Resource Conservation Service (NRCS), Land Resource Region (LRR) W1- Southern Alaska within the Major Land Resource Area 224 – Cook Inlet Lowlands. As detailed in NRCS 2006, MLRA 224 lies within the Coastal Trough Province of the Pacific Mountains System. The terrain is dominantly a broad expanse of gently sloping to rolling plains and low- or moderate-relief hills bordered by the lower slopes of the surrounding mountains. Depressions and shallow basins on plains are dotted with thousands of small and medium-size lakes and interconnecting wetlands. Lakes also are common in low areas between hills. Rivers have relatively high gradients, and braided flood plains and low to high stream terraces are common along the rivers.

The area includes the Caribou Hills, Mt. Susitna, Beluga Mountain, and the Yenlo Hills. These are isolated, low to moderately high, rounded mountains that protrude above the surrounding terrain. Coalescing alluvial fans are common on the lower mountain slopes. Elevation ranges from sea level to 4,396 feet (0 to 1,340 meters).

Drainage Patterns (describe current drainage patterns and note any changes due to grading or fill activities):

Currently, overland flow within existing gravel areas to vegetated surroundings. There are no expected adverse changes to drainage patterns.

Approximate Growing Season:

May 20th to August 20th

Type of Existing Vegetation:

As documented in NRCS 2006, this MLRA primarily includes the lower lying forested and subalpine zones. The vegetation on upland sites is dominated by white spruce, paper birch, and quaking aspen. Lutz spruce is dominant on the southern Kenai Peninsula. On flood plains and in seepage areas on mountain slopes, cottonwood and mixed cottonwood forests are common. Extensive lowlands and areas of peat support stunted white and black spruce, low scrub of ericaceous shrubs and willow, and a variety of sedge and grass meadows.

Halophytic sedge and sedge-grass meadows are along the coast of Cook Inlet. At the higher elevations in the subalpine zone, forest gradually gives way to grasslands of bluejoint reedgrass, tall alder scrub, and low willow scrub. Dwarf scrub and herbaceous communities characteristic of the alpine zone are above elevations of about 1,800 to 2,500 feet (550 to 760 meters) in the Caribou Hills on the southern Kenai Peninsula, on Mt. Susitna and the Yenlo Hills in the Susitna Valley, and along the boundary with the Cook Inlet Mountains (MLRA 223).

According to the 2009 KNWR CCP, over 90 exotic plant species have been recorded on the Kenai Peninsula, representing over 60 percent of the known exotic vascular plants in Alaska. Although relatively still pristine, Kenai Refuge hosts more than 300,000 annual visitors, is one of only two refuges in Alaska on the highway system, and has been the site of commercial oil and gas activities since the early 1960s. With 56 square miles of anthropogenic footprint, exotic flora are well established on certain areas of the Refuge. Most of the 62 exotic species documented are associated with roads, trails, seismic lines, utility right-of-ways, oil and gas infrastructure, campgrounds, and cabins. Several of the species are relatively invasive, including scotchbroom (Cytisus scoparius), white sweetclover (Melilotus alba), bird’s vetch (Viccia cracca), and reed canary grass (Phalaris arundinacea). Only three species of exotic vascular plants have been found on the Refuge, and these have been recorded on less than four percent of the Refuge. These species include Bigleaf lupine (Lupinus polyphyllus), Rough Meadowgrass (Poa trivialis), and common dandelion (Taraxacum officinale).
