E-48 DIVISION 150
Project: AK FWS KNA 74525(1), Swan Lake Road Project
(f) Commence temporary or permanent soil stabilization measures immediately, but no later than the end of the next day, if no further disturbance of an area of the site or stockpile is expected within the next 7 days in areas with a mean annual precipitation of 40 inches or greater; or within 14 days for those areas with a mean annual precipitation less than 40 inches.
Complete installation of temporary soil stabilization measures to disturbed sites or stockpiles within 14 days and installation of permanent soil stabilization measures within 7 days of last disturbance. Provide for temporary stabilization of all exposed soil prior to winter construction shut down.
(g) Construct and maintain perimeter protection and locate erodible stockpiles away from storm drain inlets, waterways, and drainage channels.
(h) Handle and dispose of all pollutants, including construction materials, waste materials, and construction debris, in a manner that does not cause contamination of storm water.
(i) Apply fertilizers and other chemicals in a manner and at application rates that will not result in loss of chemicals to storm water runoff. Follow manufacturers label requirements except as otherwise required by the contract
(j) Do not discharge concrete wastewater near or into waterways or wetlands. Submit proposed washout areas to the CO for approval.
157.10 Diversions. Add the following:
Dewater according to Subsection 208.07, in observance of all laws referenced in Subsection 107.01.
(a) Submittals. At least 14 calendar days prior to commencement of in-water work, submit detailed stream diversion plan drawings to the CO for review and approval according to Subsection 153.03 (b)104.03.
Include the following information:
(1) Drawings and written narrative showing the type, size, location, elevation, and method of installation and removal for the stream diversion, and means of access to waterways;
(2) The sequence and schedule for installing and removing the diversion;
(3) Best management practices used to ensure minimization of erosion or turbidity occurs to a stream channel;
(4) Discuss all construction stages;
(5) A list of on-site backup materials and equipment;
(6) If gravity system is used, provide capacity calculations and profile in HEC-RAS or other hydraulic modeling software approved by the CO.
E-49 DIVISION 150
Project: AK FWS KNA 74525(1), Swan Lake Road Project
This project is not required to maintain fish passage during construction.
(b) Fish capture and release. Fish capture operations are only to be conducted by or under the direct supervision of a fishery trained and experienced biologist. The Agency biologist will install block nets and remove fish and aquatic life from the in-water work areas. Allow the biologist access into the isolation work areas before and after installation of the temporary isolation and dewatering facilities as follows:
(1) Before installing temporary water management facilities, a qualified biologist will remove fish and aquatic life within the isolated work area.
(2) After installing temporary water management facilities begin reducing the water level through the isolated work area. The biologist will remove all fish and aquatic life as the water level is reduced. Do not de-water the isolation area until all fish and aquatic life have been removed.
(c) Diversion Installation. Divert stream flow as needed for completing channel debris removal, existing culvert removal, riprap placement, and new bridge culvert installation.
Maintain structures and systems as needed for ensuring design efficiency.
Flow diversion barriers must have a minimum elevation of 2 foot above what is needed for conveying the design discharge. Do not span the stream channel and floodplain completely.
Isolate one bank first for completing riprap installation at that bank. Finish riprap installation and final grading before removing flow diversion at that bank and starting second bank. Isolate second bank for completing riprap installation of that bank. Maintain at least half-width channel flow always. Minimize disturbance of channel bed as much as possible. Flow diversion barriers must be stable using the above listed velocities for parallel flow. Leakage through and under the barrier must be small enough to allow for proposed work.
Do not dewater downstream channels during dewatering. Maintain a downstream water flow rate of at least 90 percent of the upstream water flow rate.
Use non-erosive materials for diversions and barriers. Diversion sandbags can be filled with material mined from the floodplain as long as such material is replaced at end of project. Small amounts of in-stream material can be moved to help seal and secure diversion structures.
(d) Operation. Operate temporary water management as follows:
(1) Maintain and control water flow downstream of the isolated work area for the duration of the diversion to prevent downstream de-watering.
(2) Regularly inspect and clean coffer dams, culverts, or water-proof lined diversion ditches of excess debris or sediment accumulation.
(e) Site Specific Hydraulic Information. Install, operate, and remove diversions during the in-water work window according to Subsection 107.10(e)(1). Design diversions to provide 6 inches of freeboard and accommodate the 2-year peak flows at each site, as follows:
