About this file

This is a Questions and Answers document related to a DFAS microfiche scanner procurement. The Q&A addresses specifications and requirements for six microfiche scanners with auto-loading capability that must meet or exceed the salient characteristics of the MACH 7 scanner, which features dual cameras for pre-scan frame location and high-resolution image capture.

Key details include: the scanners must have USB ports available, require 2-hour maintenance response time from the vendor, and must include auto-loading capability as hand-fed scanners are currently insufficient for the workload. While throughput speed is a consideration, it is not the sole selection factor. The primary focus is on COM fiche format scanning, though the systems should support standard aperture cards and fiche types. This is not currently a digitization project, but rather a procurement for scanners with digitization capability. The scanners will be distributed one per team member, with six units being the minimum requirement to support additional departmental needs.

Q&A MICROFICHE SCANNER

1. When making the final decision on the solution for DFAS, will you be basing the selection with all the Specifications of the MACH 7 and the unique specifications of the MACH 7 like Two distinct and separate cameras: one for dedicated pre-scan frame location and another for high- resolution image capture Intelligent pre-scan: pre-scan camera recognizes all images, regardless of location, in one pass: intelligent image location recognition technology guides scanner to only scan where images are located; pre-scan takes less than 3 seconds, making the fiche immediately available and auto presented to the high resolution camera for capture?

The RFI is posted as brand name or equal to the MACH 7 salient characteristics to ensure the required characteristics, functionality, compatibility, durability and performance standards specified in the SOW to meet mission objectives.

2. A 200-ppm specification is less than half the speed of the slowest Flex Scan by nextScan. Would submitting a proposal with 3 faster Flex Scan by nextScan systems be acceptable? If so, what would be the total throughput for all scanners need to be in a fiche per hour scenario need to be?

The scanner selection is not based solely off throughput; however, it is a factor. Six machines are needed, one for each team member on staff. We also have additional departments making use of the scanners so six scanners are a minimum for our use.

3. In Section 2. Scope of Work COM fiche is the only format mentioned, but in Section 3.

General Requirements it states, "Supports all standard aperture card and fiche types". Can you clarify what specific formats other than COM fiche and aperture cards are expected?

The focus is purely COM fiche that is the bulk of our workload.

4. Clarification of the project size (inventory count of microfiche, microfilm & aperture cards) to digitize in what time frame?

This is not a digitization project as of right now we are only looking for scanners that have the capability to digitize the bulk of our archive. We do not have a set time frame.

5. Ratio of Auto Loading Fiche vs. hand feeding. Is an Auto Loader needed on all 6 systems?

The organization is currently using hand fed scanners, and they are not able to maintain the workload. The Auto Loaders are a requirement.

6. USB? Listed as a spec. In what regards?

The machine must have a USB port available.

7. 2-hour service response time. Can a spare system be kept on site to facilitate fast service call response?

This service time is for the maintenance of the scanners, so if one breaks or is not working properly the vendor has 2 hours to respond.
