About this file

This is an AHERA (Asbestos Hazard Emergency Response Act) Three-Year Re-Inspection Data Summary document prepared by Baltimore City Public Schools (BCPS) with environmental compliance managed by Sheila R. Howard. The report documents asbestos-containing building material (ACBM) inspections conducted during Winter 2025 at five school facilities: Benjamin Franklin High School at Masonville Cove (PS239), Digital Harbor High School (PS416), Paul Laurence Dunbar High School (PS414), National Academy Foundation High School (PS421) at Dunbar Middle School Building #133, and National Academy Foundation Middle School (PS421M) at Building #102. Inspections were performed by EPA-accredited inspectors including Sharon Thompson, Michael Jackson, and Dylan Gomez-Starnes between February 25 and March 14, 2025. The inspections identified assumed and tested positive ACBM materials including pipe insulation, thermal systems insulation, fire doors, floor tiles, ceiling tiles, cove base, mastics, grout, and terrazzo throughout the facilities. Multiple homogeneous materials were categorized and assessed for friability status and damage conditions.

The report identifies 12 materials requiring Abatement Required (AR) response actions across the five schools, including cove base adhesive with exposed areas in Benjamin Franklin High School stairwells and hallways, damaged ceiling tiles in the gymnasium, black mastic in stairwells, white and beige floor tiles with damaged sections in hallways and various rooms, and terrazzo tile damage at Paul Laurence Dunbar High School. The majority of identified ACBM materials are classified as Assessment Category 5 (ACBM with potential for damage) requiring continued Operations and Maintenance (O&M) surveillance. All facilities have confirmed 3-year re-inspections and 6-month surveillance protocols in place. New suspect ACBM materials were identified at Benjamin Franklin High School (ceiling tile spline) and Paul Laurence Dunbar High School (brown glue dots), while no new suspect materials were identified at the other three facilities. Management plans were originally developed by VERSAR, Inc. in 1989, with subsequent reinspection reports from KAYCO Environmental, KCI Environmental, and BATTA Environmental conducted between 2004 and 2021.
