About this file

This is Addendum #1 issued by Baltimore City Public Schools (BCPS) Office of Procurement for IFB-27045, a door and hardware replacement project at five school facilities. The addendum, dated October 19, 2026, modifies the original solicitation for door and hardware upgrades at Thomas G. Hayes Building #102, Paul Laurence Dunbar Middle School #133, Benjamin Franklin Building #239, Paul Laurence Dunbar High School #414, and Digital Harbor High School #416. A mandatory pre-bid meeting was held on October 19, 2026, at 10:00 a.m., and vendors are required to sign in at this meeting using the attached sign-in sheet. Bid responses are due November 16, 2026, at 1:00 p.m. via eMaryland Marketplace Advantage (eMMA), with bid opening scheduled for November 16, 2026, at 2:00 p.m. via MS Teams. The project encompasses installation of hollow metal doors, flush wood doors, aluminum framed entrances, and associated hardware including hinges, locks, exit devices, closers, and access control components. Work must be completed within twelve months from Purchase Order issuance and performed during non-school hours (4:00 p.m. to 12:00 a.m. Monday through Friday during the school year). The contractor must self-perform more than 51% of door and window work, hold a State of Maryland General Contractor license, and be prequalified by the Baltimore City Department of Public Works Contractors Qualification Committee.

All materials must meet specified standards including ANSI/SDI-100 for steel doors and frames, NFPA 80 and 252 for fire-rated assemblies, and ADA accessibility requirements, with hardware sourced from approved manufacturers such as Allegion, Assa Abloy, Mesker, and Metal Products, Inc. MBE participation goals are set at 15% for certified minority subcontractors and 7% for certified women-owned businesses, with all MBE firms requiring certification by the City of Baltimore Mayor's Office of Small, Minority Business Advocacy & Development. Sustainable design requirements mandate that 25% of total material costs comprise recycled-content materials and low-emitting adhesives, sealants, and coatings compliant with CARB 2020 and SCAQMD Rule 1168. Warranties include two-year coverage for most hardware, five years for locksets and exit devices, and ten years for surface closers and continuous hinges. A bid bond equal to 2% of the total lump sum bid price is required, along with performance and payment bonds, workers' compensation and liability insurance, prevailing wage and living wage compliance, and EPA Lead-Based Paint "Renovate Right" regulations compliance. This addendum requires vendors to acknowledge receipt and respond to all addenda on the Bid Proposal Form, with failure to do so potentially rendering the bid proposal non-responsive.
