About this file

This is a Scope of Work and Design Standards Specification document for the Baltimore City Public Schools (BCPS) Security Hardware Initiative, specifically for Package 4, which covers door and hardware replacement and modifications at five school facilities: Paul Laurence Dunbar High School (Building 414), Hayes Building housing the National Academy Foundation HS (Building 102), Dunbar Middle School (Building 133), Benjamin Franklin High School (Building 239), and Digital Harbor High School (Building 416). The project scope includes replacing doors and hardware at identified locations with compliant systems that allow interior locking during incidents and provide visual lock status indicators to room occupants. Two keying machines are to be provided for each package. All construction must comply with City Schools' Design Standards and Specifications, with contractors required to submit record drawings in PDF format, Building Maintenance Plan documents, and Operations and Maintenance Manuals upon project completion.

The specifications detail comprehensive requirements for hollow metal doors and frames, flush wood doors, aluminum framed entrances and storefronts, and hardware items including hinges, locks, exit devices, closers, and access control components. All materials must meet established standards including ANSI/SDI-100 for steel doors and frames, NFPA 80 and 252 for fire-rated assemblies, and ADA accessibility requirements. Sustainable design requirements mandate that 25% of total material costs comprise recycled content materials and that low-emitting adhesives, sealants, and coatings comply with CARB 2020 and SCAQMD Rule 1168 standards. Hardware must be sourced from approved manufacturers including Allegion, Assa Abloy, Mesker, and Metal Products, Inc., with all installations requiring coordination with electrical systems, pre-installation conferences, and factory inspection by certified representatives. Warranties include two-year coverage for most hardware items, with extended warranties of five years for locksets and exit devices and ten years for surface closers and continuous hinges.
