About this file
This is an Invitation for Bid (IFB) document from Baltimore City Public Schools for door hardware replacement services at five school facilities under IFB-27045 Package 4. The project encompasses door and hardware replacement and modifications at Thomas G. Hayes Building #102, Dunbar Middle School #133, Benjamin Franklin Building #239, Paul Laurence Dunbar High School #414, and Digital Harbor High School #416 across Baltimore. The scope includes hollow metal doors, flush wood doors, aluminum framed entrances, hinges, locks, exit devices, closers, and access control components. A mandatory pre-bid meeting is scheduled for October 19, 2026, at 10:00 a.m., with written questions due October 26, 2026, at 4:00 p.m. Bids are due November 16, 2026, at 1:00 p.m. via eMaryland Marketplace Advantage (eMMA), with bid opening occurring the same day at 2:00 p.m. via MS Teams. The project must be completed within twelve months from issuance of the Purchase Order, with all work performed during non-school hours (4:00 p.m. to 12:00 a.m. Monday through Friday during the school year).
All materials must meet ANSI/SDI-100 for steel doors and frames, NFPA 80 and 252 for fire-rated assemblies, and ADA accessibility requirements, with hardware sourced from approved manufacturers including Allegion, Assa Abloy, Mesker, and Metal Products, Inc. Sustainable design requirements mandate that 25% of total material costs comprise recycled-content materials and low-emitting adhesives, sealants, and coatings compliant with CARB 2020 and SCAQMD Rule 1168. MBE participation goals are set at 15% for certified minority subcontractors and 7% for certified women-owned businesses, with all MBE firms requiring certification by the City of Baltimore Mayor's Office of Small, Minority Business Advocacy & Development. The successful contractor must self-perform the majority (>51%) of door and window work with its own employees and be prequalified by the Baltimore City Department of Public Works Contractors Qualification Committee with a State of Maryland General Contractor license in good standing. A bid bond equal to 2% of the total lump sum bid price is required, along with performance and payment bonds, workers' compensation and liability insurance, prevailing wage and living wage compliance, and EPA Lead-Based Paint "Renovate Right" regulations compliance. Warranties include two-year coverage for most hardware, five years for locksets and exit devices, and ten years for surface closers and continuous hinges. Two keying machines must be provided.
