About this file

This is Modification Number 2 to a Subgrant Agreement between the Florida Department of Commerce and the City of Orlando for the Small Cities Community Development Block Grant (CDBG) Program. The modification extends the agreement period through September 30, 2025, and revises the Activity Work Plan, Project Budget, Project Narrative, accomplishments, and beneficiaries. The City of Orlando will utilize CDBG-CV funds to conduct multiple activities including beautification grants in the Main Street and Market Street districts targeting low-to-moderate income census tracts; a device lending program offering laptops, hotspots, and tablets through 15 community facilities plus the Rise Employment Office and HOLA Office; academic support services providing at least 10,000 hours of instruction through qualified teachers at seven designated neighborhood centers; and decontamination training for public safety officers through 8-hour hybrid training and 2-day Train-the-Trainer programs. The original agreement was executed April 24, 2023, under Contract Number 22CV-E12 with FLAIR Contract Number H2469, with an effective date of March 1, 2022.

The total award amount is $1,586,717.00. Deliverables include Beautification Grants (up to six awardees receiving combined grants totaling $500,000); Academic Support Services Program implementation with recruitment of 22 part-time qualified teachers and an Academic Coordinator; Device Lending Program providing laptops to 100 eligible households and digital literacy training through at least 90 one-hour classes; and Decontamination Training for public safety officers with associated equipment and supplies. Cost shifting provisions allow modifications up to 10 percent of individual deliverable amounts with written approval from Commerce's Agreement Manager, with changes exceeding 10 percent requiring formal written amendment. The funding source is the Community Development Block Grant CARES (CDBG-CV) program, which imposes federal compliance requirements for contractors. The agreement permits reimbursement of allowable costs upon submission of required documentation including executed agreements, photographs, attendance sheets, recruitment proof, purchase orders, and training sign-in sheets.
