About this file

This is a Fiscal Impact Statement from the City of Orlando dated October 1, 2018, documenting the city's application for a $1,586,717 CDBG-CV (Community Development Block Grant - Coronavirus) grant administered by the Florida Department of Economic Opportunity with funding from the US Department of Housing & Urban Development. The grant is designed to prepare for, prevent, and respond to COVID-19 and represents a multi-department initiative that will impact the Minority Business Enterprise (MBE), Executive Offices, Facilities, Families Parks & Recreation, and Fire departments. The grant requires no personnel costs and allocates the full amount to operating/capital expenses for the current fiscal year with no estimated annualized costs thereafter.

The $1,586,717 in funding will not come from the departments' current year budgets but will be recognized in future Budget Resolution Committee (BRC) meetings. The revenue source is the non-recurring CDBG-CV grant, and expenses will be recorded across three funding sources within the 1130_F Grant Fund. The allocation breakdown includes $277,000 for Facilities and $250,000 for MBE (totaling $527,000), $600,000 for Executive Offices and $123,000 for the Office of Financial Development (totaling $723,000), and $336,717 for Families Parks & Recreation. All cost centers, projects, and grant details are marked as "to be determined" (TBD) at the time of this statement.
