Salmon Creek Campground Paving

SECTION 15251

WATERLINES AND APPURTENANCES

PART 1. GENERAL

1.01 SCOPE

This work shall include constructing a water distribution system in accordance with these specifications and as shown on the drawing. The work includes, but is not limited to, all pipe fittings, valves, valve boxes, connections, testing, and disinfection necessary to complete the water systems.

1.02 MEASUREMENT AND PAYMENT

MEASUREMENT and PAYMENT – Measurement of waterline will be the linear feet of actual length installed, including all fittings, testing, and appurtenances measured along centerline of the trench. No deductions will be made for length taken up by valves and fittings. Measurement will stop at the limits of water system structures and at points of service connections. Payment for thrust blocks and rip rap, if needed, will be incidental to the water line installation.

Payment will be made at the contract unit price for each item, measured as provided above, completed and accepted.

PART 2.

PRODUCTS

2.01 HIGH-DENSITY POLYETHYLENE (HDPE)

A. Materials: Black polyethylene materials used for the manufacture of polyethylene pipe and fittings shall be PE 3408 high density polyethylene meeting ASTM D 3350 cell classification 345464C and shall be listed in the name of the pipe and fitting Manufacturer in PPI (Plastics Pipe Institute) TR-4 with a standard grade HDB rating of 1600 psi at 73 degrees F. Color material, when used, shall be the same except for meeting ASTM D 3350 cell classification 345464E. The material shall be listed and approved for potable water in accordance with NSF Standard 61. The Manufacturer shall certify that the materials used to manufacture pipe and fittings meet these requirements.

B. Polyethylene Pipe: Polyethylene pipe shall be manufactured in accordance with AWWA C901-96 for sizes 1-1/4 inch through 3 inch IPS diameters and to the requirements of ASTM D3035. Pipe 4-inch IPS and DIPS sizes 4-inch and above shall be manufactured to the requirements of ASTM F714 and AWWA C906-99(IPS). Contractor shall submit pipe data supplied by manufacturer.

C. Interchangeability of Pipe and Fittings: The same qualified and approved manufacturer shall produce both the pipe and fittings, as demonstrated in the submittal. Products such as fittings or flange adapters made by sub-contractors or distributors are prohibited unless the quality assurance/quality control processes and testing methods are demonstrated and documented to the satisfaction of the C.O., to be equivalent or superior to those of the approved pipe manufacturer.

2.02 GALVANIZED STEEL PIPE AND FITTINGS

Pipe shall be standard weight, Schedule 40, with 150 lb. class fittings, approved for use with potable water. Pipe sealant compound shall be a non-hardening, non-seizing, and non-toxic sealing paste containing TFE-Flouricarbon, approved for use with potable water.

Galvanized steel pipe (GSP) shall be used at the drain pipe.

2.03 VALVES and ENCLOSURES shall be as SHOWN ON THE DRAWINGS.

2.04 RIP RAP for drain outlets shall be hand placed Class I, rip rap as follows:

Neither the breath nor thickness of any piece of rip rap shall be less than one-third its length. Stones shall be free from overburden, spoil, shale, and organic material; shall meet the following gradation requirements for the class specified; and shall be used at the locations SHOWN ON THE DRAWINGS.

PART 3. EXECUTION

3.01 LAYING PIPELINE

A. GENERAL: No pipe shall be placed in the trench until the bedding is placed.

1. PIPE JOINTS: Joints shall be made in accordance with the manufacturer's instructions.

2. PIPE IDENTIFICATION: Waterline and all other utilities installed in any trench shall be identified with marking tape.

3. GLUE SYSTEM: Glue system for SWP shall be approved for potable water and appropriate solvent shall be used as recommended by the manufacturer.

4. CUTTING AND HANDLING PIPE: Cutting of pipe shall be accomplished in a neat, workmanlike manner by methods which shall not damage the pipe.

B. CONCRETE THRUST BLOCKS: Concrete thrust blocks shall be cast-in-place at all elbows, tees, yees, and at all valves and fixtures that will place pressure on the water line and where designated by the Engineer. Cast the thrust block between the line and the undisturbed vertical trench wall with a minimum bearing surface of 1 square foot against the vertical trench wall. Concrete shall be type II mixed to the proportions required.

3.02 TESTING

A. After installation and prior to backfilling, the pipeline shall be tested in the presence of the Contracting Officer's Representative. Each valved or plugged section of pipe to be tested shall be slowly filled with water and a minimum test pressure of 50 psi shall be maintained at the point of lowest elevation for a minimum of one hour.

B. Prior to beginning test time measurement, all hydrants, air valves, taps, etc., in the test section shall be operated to bleed entrapped air from the system.

C. No leakage shall be permitted.

D. In the event of test failure, the Contractor shall repair the waterline by replacing defective joints, pipe fittings, valves, etc., and retest until no leakage occurs. No paints, asphalts, tars, epoxies, or other surface coatings shall be allowed to repair pipe or eliminate leaking joints.

E. The above test shall be performed twice during the installation of new waterlines, not including any retesting due to test failure. First test shall be performed when the pipeline is partially backfilled and the joints exposed, and again when the pipeline is completely backfilled.

3.03 CLEANING AND DISINFECTION

The interior of all pipe, fittings, and other accessories shall be kept free from dirt and foreign matter.

A. PRELIMINARY FLUSHING: Before disinfection, the waterline, with outlets open, shall be flushed thoroughly with water. Flushing shall be required after the leakage test has been made. If no hydrant is installed at the end of the waterline, a tap large enough to develop a velocity in the waterline of at least 2.5 fps shall be installed.

B. VALVE DAMAGE BY FOREIGN MATERIAL: Foreign material found in the waterlines shall require all valves be thoroughly flushed and carefully inspected after flushing to see that the entire operating mechanism of each valve is in operating condition.

C. CHLORINATION: Before being placed in service, all new waterlines and repaired portions of, or extensions to, existing waterlines shall be chlorinated so that a chlorine residue of not less than 25 mg/1., free available chlorine, remains in the water after 24 hours standing in the pipe. The following methods (arranged in order of preference) shall be used:

Liquid Chlorine Gas - Water Mixture 2.

Direct Chlorine Feed 3.

Calcium or Sodium Hypochlorite and Water Mixture.

Liquid Chlorine: A chlorine gas-water mixture shall be applied by means of a solution-feed chlorinating device or the dry gas may be fed directly through proper devices for regulating the rate of flow and providing effective diffusion of the gas into the water within the pipe being tested. Chlorinating devices for feeding solutions of the chlorine gas, or the gas itself into the water, shall provide means for preventing the backflow of water into the chlorine cylinder.

Chlorine-Bearing Compounds in Water: A mixture of water and a chlorine-bearing compound of known chlorine content may be substituted for liquid chlorine. The chlorine-bearing compounds that may be used are: (1) calcium hypochlorite* or (2) sodium hypochlorite**.

*Comparable to commercial products known as "HTH," "Perchloron," and "Pittchlor."

**Known commercially as "liquid laundry bleach."

D. PREPARATION OF MIXTURE: High-test calcium hypochlorite or bleaching powder shall be prepared as a water mixture for introduction into the watermains. The powder shall first be made into a paste and then thinned to approximately a one percent chlorine solution (10,000 ppm). The preparation of a one percent chlorine solution requires the following proportions of powder to water:

E. RATE OF APPLICATION: Water shall be controlled to flow slowly into the newly laid pipeline during the application of chlorine. The rate of chlorine mixture flow shall produce at least 25 mg./1. free available chlorine after 24 hours standing.

F. RETENTION PERIOD: Treated water shall be retained in the pipe at least 24 hours.

G. CHLORINATING VALVES AND HYDRANTS: In the process of chlorinating, the pipe and all valves or other appurtenances shall be operated while the pipeline is filled with the chlorinating agent.

H. FINAL FLUSHING: Following chlorination, all treated water shall be thoroughly flushed from the pipeline.

I. REPETITION OF PROCEDURE: Should the initial treatment fail to result in the conditions specified above, chlorination shall be repeated until the specified results are obtained.
