Amendment 8
LAFB ABATEMENT & DEMOLITION 8/10/10
FS RESPONSE TO QUESTIONS:
1) Will the Forest Service (USDA) require all asbestos containing materials, including the <1% material be removed? Or will the <1% material be allowed to be demolished in place?
Removal of regulated asbestos containing materials (ACM) will be performed in accordance with Federal Regulation 40 CFR 61.145, California Code of Regulations Title 8, Division 1, Chapter 3.2, Subchapter 2, Article 2.5 and San Diego Air Pollution Control District Rule 361.45. Prospective bidders should consult both the regulations, the rule and the appropriate landfills to determine the requirements that are to be implemented for managing and disposal of asbestos during demolition of structures listed in this solicitation.
Burned debris that contains asbestos may have additional regulations that govern its handling and disposition. Prospective bidders should consult Federal, State and local laws to determine requirements for debris that contains asbestos.
2) Due to the vast changes in scope this new survey presents, further site visitations with a full survey in hand may be necessary to properly scope and bid the job. With a bid day of 8/11/10 there does not seem time to do this. Can we get a 1 week bid extension, after receipt of a full survey and RFI answers?
The furnishing of hazardous materials data and building quantity estimations by the Government has not changed the scope of this project. The data furnished with the contract from Attachment 2, Tables 3 and 5 provided contractors with very similar, if not more thorough information for bidding on this solicitation.
3) For asbestos are we to bid the items listed in the 1995 survey, or the new table X, or JMR table of identified asbestos?
For non-hazardous building materials, Table X was provided and should be used as a general guideline in addition to your estimations from site visits. For hazardous material surveys, both the surveys provided with the solicitation package (Attachment 2, Tables 3 and 5) and the JMR table can be used together to represent ACM’s. The only exception to this is for Building 201: utilize the JMR table for the condition of materials (friability) within and around the building and utilize both the solicitation tables and the JMR table for quantities of hazardous materials and the determination of ACM presence. There are many overlaps between the two surveys.
4) If we are to use the new JMR table of asbestos to derive asbestos bid scope items, are we to use the JMR Homogeneous Materials inspection forms to get quantities to bid?
To assist in the estimation of hazardous materials quantities, we recommend that you utilize all tables described above in addition to the new JMR Homogenous Materials Inspection form.
5) Can we get a copy of the full survey?
A copy of the full survey will not be available for the solicitation phase of this project.
6) The new survey lists buildings 9, 10, 11. We cannot find these buildings. Have we overlooked drawings or descriptions of where these buildings are? Did we walk them at the site visit?
The reference to Buildings 9, 10 and 11 actually refer to buildings 301, 302 and 303, the Agua Dulce Pump house (CMU building), small wooden well enclosure and Water Tank, respectively.
7) Many new items in the JMR survey are trace asbestos or less than 1% such as roofing, drywall, ceiling tiles, floor tiles:
Is there further sampling results such as point counting results available to us?
No.
8) We have observed furred out double drywall ceilings and walls in some buildings as double floor tiles, but without a full survey we have no way to determine which layers have sampled as trace asbestos. Should we simply bid the quantities in the Homogeneous Materials Inspection forms?
Yes. It is advised that contractors place contingencies of hidden ACM since there are so many areas of layered building materials.
9) Do you expect any further lead paint info pre-bid?
Yes. That will be posted on 8/11/10.
