SECTION C--DESCRIPTION/SPECIFICATIONS
Description of Project Area
The Mount Laguna Air Force Base (AFB) on Mt. Laguna, California within the Cleveland National Forest consists of the structural remains of a Cold War era missile detection and aviation control facility including extensive technical equipment complexes, offices, bomb shelters, living quarters, infrastructure and support facilities that originally included 36 buildings (and expanded to be 54 buildings and 29 utility structures at one time) distributed over a 140 acre compound on the Cleveland National Forest.
The facility was abandoned by the Air Force in 1981, and has deteriorated significantly as a result of weathering and vandalism over the past 29 years.
Only twenty four (24) of the original buildings remain, and are essentially gutted shells that have little structural integrity. This count does not include utility boxes, concrete raceways, wood poles for electricity and transformer platforms, lighting and steam distribution lines. The total existing building footprint that remains is approximately 100,000 square feet. Table 1 summarizes information about the buildings remaining on site that will be evaluated for hazardous materials and hazardous building components as part of this contract.
All of the buildings have concrete foundations. The buildings with the aluminum siding exteriors likely have asbestos siding beneath the aluminum siding.
Electrical service was on-site generation, overhead transmission and transforming from high voltage to low voltage.
The heating system for most of the buildings, other than family dwellings, was a central boiler plant steam heating system with overhead supply and return lines which have had considerable damage over the past thirty (30) years.
The Sewage Treatment Facility consisted of an activated sludge plant with post chlorination capabilities. A pump station was used to discharge the effluent (estimated at 0.04 MGD) near the easterly slope of the site of the Colorado River basin for irrigation needs.
A site plan showing the present inventory of buildings currently on the site is shown in Figure 1.
A portion of the southern area of the former base is currently occupied via Forest Service lease by the Federal Aviation Administration (FAA). The FAA radar station leased area has restricted access and is not included in the work described in this contract.
C.1-1 Scope of Work The project consists of: (1) abatement of hazardous materials (includes, but is not limited to, lead based paint, asbestos, polychlorinated biphenyls, hazardous materials building components, contaminated soil) at the abandoned Laguna Air Force Base. (2) Demolition of structures at the abandoned Laguna Air Force Base (AFB) shown in Table 1. Demolition work shall meet CSI specification included in Section C.4. (3) Restoration of site through reseeding.
The work consist of furnishing all labor, materials, equipment, supervision, sampling, and transportation necessary to (1) perform abatement and cleanup of hazardous materials, (2) demolish remaining structures and improvements in accordance with federal, state and local laws, regulations and ordinances and (3) site restoration.
C.1-2 Site Characterization The Forest Service is currently conducting a site characterization study of the Abandoned Laguna AFB under a separate contract. The study includes identification and inventory of hazardous materials, hazardous building components and contaminated soil. The results of the identification and inventory portion of the site characterization study will be documented in an abatement and demolition plan which will be incorporated by amendment as part of this solicitation when available. The abatement and demolition plan will be used as a starting point to develop the work plan for completing the activities identified in this Statement of Work.
C.1-3 Location The Laguna AFB is located adjacent to the Mt. Laguna Recreation area on the Descanso Ranger District of the Cleveland National Forest. It is within the Mount Laguna and the Monument Peak Quadrangles of the USGS topographic maps, in Sections 12 & 13 of Township 15 South and Range 5 East.
The project site can be accessed from the Sunrise Highway (S1) on Mt. Laguna, California. From San Diego, travel east on Interstate 8 for approximately 40 miles to Sunrise Highway. Then turn left and travel north for approximately 10.3 miles on Sunrise Highway to the Laguna Air Base North road. Then turn right and travel through the gate to the northern (Cantonment/housing) portion of the base. To access the southern (Administrative) portion of the base, return to Sunrise Highway, turn left and travel back approximately 0.5 mile to the Laguna Air Base South road. Turn left and travel up this road for approximately 0.2 mile to the gated access roads. Access to the upper site is only gained through locked gates leading around the eastern end of the active FAA radar station.
The abandoned Laguna AFB has several remote locations that may require abatement and demolition work. A description of the remote locations can be found in the following paragraphs.
MT. LAGUNA GROUND TO AIR TRANSMISSION AND RECEIVING (G.A.T.R.) SITE
The Laguna Air Force Base operated the remote GATR site which consisted of a 14.76 acre site on the northwest area of the mountain (N32°28’20”, W32°53’24”) located approximately 2.5 air miles from the main base. The site was part of the Air Force activities and operated under a Special Use Permit to the Department of the Air Force from 1956 through 1980. The majority of the construction was done in 1960 (with additions in 1961, 1966, 1967 and 1976.) See Table 2 for work completed on this site.
MOUNT LAGUNA LANDFILL
There is an abandoned landfill located approximately 4000 feet northwest of the base and 450 feet northeast of Sunrise Highway. It is located within Section 12 of Township 15S, Range 5E, San Bernardino Base meridian with coordinates 32d 53m 7.34s North latitude and 116d 25m 44.11s West longitude. See Figure 3. The landfill was operated from the late 1940s until 1970 when a wildland fire burned through the area. It is believed to have been primarily established for the AFB use, but was also used by the Forest Service and local residents. The dumping was not regulated.
WELL SITES
Over the years the AFB drilled several vertical water wells on the mountain to provide water for base use. The locations of these sites are shown on the attached map (Table 4). Summary information for these wells is shown on Table 4. In 1995, several of the wells were capped for groundwater protection and are still in this abandoned state. Most of the wells have pump house enclosures of some type and most of the control panels and enclosures have been breached and vandalized. There may be hazardous materials associated with these improvements (the enclosure structures, the electrical control panels, the transformers that were used with the generators, etc.).
C.1-4 Contract Administration Before beginning work, the Contracting Officer or his designated representative will meet with the Contractor. The meeting will be held at a time and place mutually agreeable to the Contractor and the Forest Service. The contract documents, the scope of the contract and the proposed work schedule will be thoroughly discussed to promote a better understanding between the Contractor and the Forest Service. The Contractor shall name and assign a responsible person as Project Manager and describe the extent of their authorities on the contract. He/ She shall maintain a project file to contain all correspondences and criteria pertinent to this project. During the process of the work, the Contractor shall confer with COR, as required, to assure approval of the work completed.
C.1-5 Time of Performance Project is expected to begin by September 20, 2010 and with a Contract Period of 598 days.
