LAFB ABATEMENT & DEMOLITION AG-9702-S-10-0461 7/28/10
FS RESPONSE TO QUESTIONS:
1) It there a geotechnical report available for the upper portion of the scope of work, regarding the underground tunnels/facility beneath building 203?
No. There are no geotechnical reports available for the site.
2) Are there as-builts available for the underground tunnels/facility beneath building 203?
No, there are no as-builts available. The main part of the enclosure is a steel half-dome corrugated shelter approximately 16’ wide by 60’ long. There is a concrete structural section to the west of the dome with a sink, vault, sump and a stairway to grade. Contractors are encouraged to perform searches of the facility on the internet since past visitors have made videos of the base, including this bunker, on various social network sites.
3) Can native seeds be purchased rather than collected as long as they were the same?
Native seeds are to be collected locally from Mt. Laguna, which is unlikely to be available commercially since the forest does not allow commercial collection. Contractor needs to plan to have material collected from the adjacent area.
4) Are there specifications for the FAA Facility regarding demolition activity for buildings 221 & 201?
The general specification for building demolition can be found in contract specification Demolition, Section 02050 and specification 01524, Construction Debris Management.
5) What are the assumed thicknesses of the walls for the tunnels beneath building 203?
The underground shelter which is labeled as B-203 have concrete walls on the western end of the enclosure. The wall thickness is unknown, but should be assumed to be a reasonable thickness to withstand earth pressures from the surrounding backfill. Note that the area above the shelter used to be a paved parking area. Most of the “building” is constructed from a steel corrugated half-dome.
6) Are there liquidated damages for submittals?
There are no liquidated damages in the contract, but actual damages are applicable. If a contractor is not making a diligent effort in providing submittals when required or revising submittals as requested, contractor’s performance rating by the government will be greatly affected. Further, continued non-responsiveness from the contractor can result in Default.
7) Are there any protected species of bird, reptile, or insect to consider?
Within the former base, there are no known species of concern, however there are in the vicinity of the project site. Please review the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for information. http://www.fs.fed.us/r5/cleveland/projects/lagunaafb/index.shtml.
8) Are we allowed to trim/ remove trees to access respective buildings for demolition?
No. Limited tree trimming that is necessary for demolition work may be allowed with written approval from the Forest Service. Prior permission is required.
9) Are there any archeological or paleontological factors to account for considering the job site is in such close proximities to Native American Tribal land?
There are no known archaeological concerns on the former base. A Heritage Review is presently being conducted on the existing buildings for State Historic Preservation Office (SHPO) review to evaluate the historic significance of the remaining buildings. Please review the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for more information. http://www.fs.fed.us/r5/cleveland/projects/lagunaafb/index.shtml.
10) Are there any protected wildlife habitats within or around the limits of demolition? (Nesting sites, breeding grounds, etc.)
Please review the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for more information. http://www.fs.fed.us/r5/cleveland/projects/lagunaafb/index.shtml.
11) Are buildings 301 & 303 in the Escondido ravine accessible by heavy machine or high side semi-end dump?
Yes, via unpaved road during dry ground conditions.
12) Would overnight camping be allowed for the contractor within the limits of demolition?
No. There are FS developed campgrounds within the project vicinity that are available.
13) Are there independent soil surveys available for the contaminated soils to be remediated?
Currently, there is soil sampling investigative work being conducted to determine if and where there may be ground contamination. These findings will be shared as soon as the information is available.
14) Are we to include 40 hour per week third party air monitoring for asbestos and lead abatement operations?
Air monitoring must be conducted in accordance with the local (San Diego Air Pollution Control District) Air Board requirements during abatement activities.
15) Who will be conducting soil sampling during the haz-soil remediation operations? If it is the responsibility of the contractor, what is the sampling protocol?
Soil remediation work is not part of this contract. If contaminated soils are discovered, notifications will be made to the contractor, but remediation work will be handled separately.
16) Are there grading plans for the final grading, backfilling, and leveling?
No. This is required under this contract and must be developed by contractor.
17) Will there be temp power available or are we to supply?
Contractor is to provide their own power source, water and restroom facilities.
18) We were able to retrieve the PDF scaled site maps from the website, but wanted to know if we could have a copy of the AutoCAD version of the maps for editing.
No. The Forest will not release the AutoCAD version of the maps during the solicitation phase of work. The awardee will have access to this version however.
19) Are there any special considerations for demolishing building 201other then the FAA?
There are five telescopes within 2.5 miles of the building on another peak to the south of the project site.
