LAFB ABATEMENT & DEMOLITION 7/12/10

AG-9702-S-10-0461 Amendment 2

FS RESPONSE TO QUESTIONS:

1) It was mentioned during the site visit that an updated environmental survey is underway. When will the updated survey be available?

The survey is still underway and some data is expected to be available before the closing of the solicitation, but it is not certain when this will be. We encourage contractors to not wait for this updated data to produce their technical proposals or cost estimates. As soon as the data becomes available, it will be provided to bidders.

2) If lead is present in paints after stabilization of loose and flaky paint, does the government want waste characterization sampling on the demolition debris piles before disposal?

Yes, sampling will need to be conducted to determine final disposition of the demolition debris. See Title 22 for hazardous waste requirements.

3) During the site visit we noted paint chips in various locations around the site. Does the government want the grounds, slabs and soils cleaned of these paint chips?

Yes. Contractors should anticipate removal of all paint chips that have fallen off buildings.

4) There is deteriorated pipe insulation in the soils around exterior piping. How wide and deep should we go with soils removal, if any, around these exterior soils areas surrounding the deteriorated pipes and insulation?

It is expected that all insulation would be reasonably removed to a depth of 65 inches, which is the depth of removal for utilities under the Demolition specification. If the insulation is an asbestos containing material, it must be handled and disposed as a hazardous waste.

5) How deep should we demolish foundations? The entire building and foundations are to be removed from the site in accordance with Specification Section 02050, Demolition, Part 3.04, G.1..

6) Does the government want retaining walls, curbs, stone walls, tank stands, steel barricades, and other miscellaneous items removed? Yes, with the exception of a few retaining walls that are critical for slope stabilization and vegetation management and will be designated on a site plan. The removal of these items should be included in the Schedule Of Items under the description “Non-Building Structures/Debris”.

7) In previously demolished building site areas we observed what appears to be transite asbestos chunks in the soil and scattered around on the surface. Is part of this scope to clean up those previous sites? If yes, how wide, deep do we clean up the soil? All visible debris and pieces of transite asbestos chunks in the soil must be removed. This includes debris that has been previously pushed over the escarpment (toward the east) that can be viewed from the site.

8) Many buildings have deteriorated over time. Asbestos tiles are mixed in with fallen dry wall, plaster and roof debris. Should we cleanup and dispose of all debris properly if contaminated? Yes, you will need to review hazardous waste and asbestos regulations for the State of California, determine the appropriate test method and dispose of the materials in accordance with all Federal, State and laws and regulations.

9) Paragraph C.1-1 Scope of Work, along with the Q&A from amendment #1, provide work scope and scope clarifications for the project. However, it is unclear what, if anything, needs to be done at Mount Laguna Landfill. Could you clarify the work scope at the landfill?

There is no work anticipated at the landfill at this time. Depending on the outcome of the site characterization study, the Forest may elect to perform a clean closure or other site remedial activities of the landfill.

10) Is there a special format that you would like for the Technical Proposal submittal? Yes. See contract Section M Evaluation Criteria.

11) Concerning elevated lead level monitoring of soils, who will be responsible for monitoring the soils Gov't, Contr, or Other? It is the contractor’s responsibility to ensure that project related hazardous wastes are removed from the site, including those existing on the ground surrounding the buildings and those introduced to the ground during abatement work. See C.2.2. This will be considered part of their internal quality control (Quality Assurance and Quality Control Plan implementation). The government may elect to perform their own monitoring of lead levels on surface soils prior to and following abatement activities.

12) Are contractors allowed to make use of on-site landfill? No. The present Mt. Laguna landfill is closed and not active anymore.

13) Is it possible to get an extension on the deadline for the submission of this project? At this point, no. We are eagerly awaiting data from the current environmental study in order to share that information with interested bidders and will post that information when it is available.

14) Is it possible to re-visit site? Yes, although you will have to park below the gate and walk onto the site. Since there is building sampling work being conducted, if there are warning devices outside a building, please avoid that area so you are not interfering with sampling work or risk personal contamination. If you choose to enter any buildings, please ensure you are wearing appropriate ppe.

15) The surveys provided are incomplete – are we bidding only those quantities that are provided? Yes. Please prepare your estimates based upon the data in the contract. Updated information will be shared with contractors as soon as it becomes available.

16) Some of the crawlspaces (dormitory buildings and crew quarters) have TSI in them that look deteriorated – is the dirt below to be considered contaminated and abatement? Surface soil sampling is being perfomed now. If asbestos is detected then these areas will need abatement work in accordance with the contract.

17) In reference to question #5 (actual new number 16) – if the dirt is considered contaminated with asbestos debris – will the abatement be done under procedure 5 means? Abatement must be conducted in accordance with contract requirements

18) C1.2 of the solicitation mentions a environmental report of demolition plans and further understanding of environmental concerns as well as better layout of abatement quantities – this hasn’t been provided yet. Can we please get a copy of this? Is it possible to delay the submission deadline in order to receive and review this document? The results of the hazardous materials identification and inventory work will be provided as soon as it is available. When this material is available and provided to bidders, the Contracting Officer will determine whether the submission deadline will be extended.

19) Building 204 is a tank – is there any residual material left behind that will require any cleaning? Historical documentation shows that this tank was used for potable water supply, so there is no contamination or cleaning that is anticipated in this tank prior to recycling. Recycling of the steel materials is expected under this contract.

20) is it possible to get a list of all tanks and what they used to store so that the contractor will have a better idea of how to deal with them instead of guessing. There are two storage tanks that are listed under this contract and both tanks stored potable water. “Building” 204 located on the southern portion of the base and “building” 303 located near the Agua Dulce wells within the Escondido Ravine.

21) can the contractors be provided locations for where they can fill up or obtain water for project. There will be no water available from the Forest Service sources on Mt. Laguna. We presently have a water shortage. Contractors may be able to talk to private landowners on the mountain for this. The Forest will make metered water at the Cameron Fire Station available to contractors if requested in writing. Cameron is located at 3110 Kitchen Creek Road, Pine Valley, CA. It is located off of Interstate 8 another 5 miles east of Sunrise Highway. A water source is not guaranteed to contractors.

22) Table 1 listing remaining buildings indicates the following:

· Bold Items not scheduled for removal until wells destroyed:

o 301 o 302 o 304 o 305 o 601

· In the bid schedule furnished with the RFP, under 02050 (B) Demolition of Structures, building 301 is listed for removal.

· Per question 5 of the Q&A, contractor is NOT responsible for destruction of the wells.

· If building 301 cannot be removed until destruction of the wells (per table 1) and the contractor is not to destroy wells (per Q&A), please clarify the scope requirements at Agua Dulce and into which bid items you would like those costs placed.

Buildings 301 (CMU pumphouse) and 303 (steel water tank and foundation) are structures located near the Agua Dulce wells and CAN be demolished while the wells remain. Wells are not to be damaged during demolition work. Buildings 305 and 601 are wells and are not part of this contract. Contractor is NOT responsible for well destruction.

23) Also on Table 1, building 413, Propane storage tank base, is specifically called out. However, this building is not shown on the bid schedule. Please clarify if a new bid item needs to be added or should the cost of this item be placed under bid item 02050(B25). Building 413 is considered a non-building structure that should be demolished under this contract.

24) The specs say the Forest Service will provide no utilities for contractor. Do you know who services the existing FAA facility with water service? Or, is it acceptable to use some of the existing site wells for a construction water source? The FAA presently trucks in water to their site. No water is available from Forest Service wells on Mt. Laguna for this project.

25) Is the GATR Site demolition part of the project scope? If so, will a revised bid schedule be issued showing a line item for this site? No, the GATR site demolition is not part of this project. There are no above ground improvements at the GATR site.

26) Section C.2-3 requires the contractor to be certified for Asbestos and Lead removal. If the contractor’s HAZMAT abatement subcontractor has the required licenses, is this sufficient? Yes. 7058.6(c) of the Business Professions Code states that licensed contractors not certified by the CSLB for asbestos-related work or not registered with the Cal/OSHA Asbestos Contractor Registration Unit may bid on a project involving asbestos-related work as long as a contractor with the proper CSLB certification and Cal/OSHA registration actually performs the work. This also applies to lead removal.

27) Does the Forestry Service control the water supply for the local community of Mt. Laguna and the Mt. Laguna Fire Station? If so, does the Forestry Service have a construction meter program for sourcing construction water from fire hydrants? The Forest Service provides water to the Mt. Laguna Fire Station and the Volunteer Fire Department, however there is an Improvement Association that has its own limited water supply. Not on Mt. Laguna.
