LAFB ABATEMENT & DEMOLITION 7/12/10
AG-9702-S-10-0461 Amendment 3
FS RESPONSE TO QUESTIONS:
1) Please confirm that this project is not set-aside small-business. I am trying to find some language in the contract documents that show this – can you please help point out where this is mentioned.
The LAFB Abatement and Demolition project is being conducted under the guidance of FAR 19.10 Small Business Competitiveness Demonstration program. Under this program, both small and large businesses compete for the award.
2) Specification 01010-1.01.A.1 details the process for demolition and the required submittals. If the Forest Service is currently conducting a site analysis that will be made available to the contractor, is it necessary for the contractor to repeat this step as required in the referenced specification section and as required in the statement of work? Would the survey currently being conducted by the forest service not be considered sufficient for development of the hazardous material abatement plan by the contractor? If so, would the sampling and analysis plan required in the specifications then be limited to profiling of waste materials prior to disposal?
A demolition plan will be produced by a site characterization study being performed, however it is still necessary for the contractor to produce a site specific Health & Safety Plan, a Sampling and Analysis Plan and a Project Work Plan for the work that is to be performed under this contract by the contractor’s employees or subcontractors. An inventory of hazardous materials will be provided for the remaining infrastructure, however the contractor will be expected to provide a site specific plan describing their approach to the abatement activities and other items described within contract Section C.2-17. The sampling and analysis plan would include, but not be limited to the following: waste profiling sampling, air monitoring during abatement activities, sampling of areas that may have been missed during the site characterization, and areas that were latent and revealed during demolition work.
3) Specification 02930-1.01.A indicates seed may be applied via either dry or wet method. We assume this means either dry casting the seed or hydroseeding. Specification 02930-3.02.A requires seeds to be spread by hand and raked into the prepared soil. Please clarify which method is required.
Per contract section C.4-2, either hydromulching or hand seeding are the preferred application methods, depending on the type of seed.
4) In the RFP, under FAR 52.211-10, the contractor is given 598 days from NTP to complete the project (we assume the 598 days is calendar days). Per RFP C.1-5, the project is expected to begin September 20, 2010. Using the 598 day requirement from NTP, the required contract completion date is May 11, 2012. Per RFP C.4-6, #2, the seeding work is expected to occur in Fall of 2012, which appears accurate. Therefore, the seeding work cannot be completed within the time allowed.
The Contract Time provided is calendar days (weekends are included). Extra time was added to the estimated contract period to allow for seeding. Depending on the weather during the completion of the project, seeding may be appropriate at that time. While it is preferred that seeding be performed before the rainy season, it may also be performed before the rains have ended in the Spring. As the project approaches completion this work will be evaluated for appropriate weather conditions and contract time will be evaluated at that time.
5) Please advise if the seeding work is subject to the requirements of FAR 52.211-10. If so, we suggest increasing the number of days in FAR 52.211-10 to accommodate seeding in Fall 2012.
The actual weather conditions at the time of contract completion will be evaluated for the appropriateness of seeding activities and contract time will be evaluated at that time.
6) Regarding the excavation / disposal / backfill of soils at LAFB, I have the following question… Will the selected contractor be required to import soil from an outside source to fill voids created by demolition and hazardous remediation or is there a location somewhere in USFS property (on / near the mountain) that is approved for such fill?
It is not anticipated that there will be a need to import soil for this project It is expected that on-site soil will be available where foundation/basement walls are removed, former roadways and parking areas, etc. Final grading work will need to provide for backfilling and leveling operations into excavations created from foundation removal activities.
7) Upon review of the specification section covering the area seeding and related requirements I came across some questions. What is the per pound requirement for straw mulch to be distributed in seeding areas? The specs tell you both 2,000pnds per acre as well as a contradictory 2,500pnds per acre. Please clarify. Will the selected contractor be required to hand acquire the necessary seeds (by means of collecting them, by hand, from the forest floor), or will a mix of the required species seeds be acceptable if we can find them at a wholesaler? Please advise as to what will be acceptable in this regard.
Per the contract requirement, the rate of application for straw shall be applied dry to provide ½ inch to ¾ inch of depth protection. The coverage over the seeding is more important then the estimated weight per acre, particularly for this site. The 2,000 pounds per acre is an estimate and shall be considered the minimum application rate. Hand collection of seeds from viable plants (not from the forest floor) within the vicinity of the project or the purchase of seeds from a seed wholesaler are both options for obtaining seeds provided the seeds are stored in a cool, dry location until seed application work.
8) Can crushed concrete be used to fill in the underground bunker? What can be used to fill in the void remaining following removal of the foundation of building 201?
No. Suitable materials to be used to fill in the “underground bunker” (B-203) would be concrete slurry or other hardening fillers, sand or fine gravel. It is desired that there be no underground voids or pockets to avoid future caving conditions.
9) Are you requiring reinforced concrete to be crushed on site and rebar separated for salvage?
Concrete can be crushed on site or off site. Reinforcing steel and concrete are recyclable materials and it is expected that they not be disposed into a landfill. If concrete materias are crushed on site, fugitive dust control measures must be taken and strict adherence to the San Diego Air Pollution Control District be followed. Any watering for dust control must be addressed in the Storm Water Pollution Prevention Plan (SWPPP) in regards to discharge control. All concrete must be removed from the site.
10) What is the crushing size requirement for the aggregate that is to be crushed and stockpiled on the northern end of the site?
Asphalt materials should be pulverized to the following gradation:
| Standard Sieve Size | Percent Passing | |||
| 1.5” | 100 | |||
| #4 (0.187”/4.75mm) | 50-60 |
11) Bid Bonds The bid bond required in this solicitation should be delivered in hard copy per the instructions in Section L of the solicitation prior to the date set for receipt of proposals.
