Statement of Work – Trails Package #12A

Project Names:

Glen Falls Trail & Observation Platforms

Locations:

Glen Falls trailhead is located off of NC106 west of Highlands. Site location and trail map is included in this package.

Work to be Performed:

Base Bid

• Glen Falls Trail – Northern Section: Maintain and/or reconstruct 0.7 miles of Glen Falls Trail (upper trail) and side trails to observation platforms #1 and #2. The upper trail section of Glen Falls Trail extends from the Highlands Trailhead on NC106 (Station 0+00) to the observation platform #4 (Station 34+24). This is a Trail Class 4 hiking trail and should be maintained and/or reconstructed to meet USFS standards and design parameters for hiking trails. Work includes, but may not be limited to, restoring & resurfacing trail tread; installing or maintaining grade dips & other drainage structures; replacing or installing steps, handrails & cribbing walls;

brushing-out, logging-out & felling of hazard trees. Specific maintenance, construction, and reconstruction needs are identified in attached Trail Log.

• Glen Falls Trail Observation Platforms: Demolish & remove metal railings and timber walls at existing observation platforms, and construct four new observation platforms with timber retaining walls and railings per attached drawings and specifications.

Optional Item

• Glen Falls Trail – Southern Section: Maintain and/or reconstruct 0.7 miles of Glen Falls Trail (lower trail) and the side trail to a swimming hole. The lower trail section of Glen Falls Trail extends from platform #4 to the end of the trail at a parking area (Station 66+79). This is a Trail Class 3 hiking trail and should be maintained and/or reconstructed to meet USFS standards and design parameters for hiking trails. Work includes, but may not be limited to, restoring & resurfacing trail tread; installing or maintaining grade dips & other drainage structures; replacing or installing steps, cribbing walls; brushing-out, logging-out & felling of hazard trees. Specific maintenance, construction, and reconstruction needs are identified in attached Trail Log.

Specifications:

All trail maintenance, restoration, construction and reconstruction required under this contract must be done in accordance with agency standards found in these publications: “Standard Specifications for Construction and Maintenance of Trails” (EM-7720-103) and “Standard Drawings for Construction and Maintenance of Trails” (EM-7720-104). These Standard Specifications and Drawings are available via the internet at http://www.fs.fed.us/.ftproot/pub/acad/dev/trails/trails.htm .

Visit this website for more information.

A Trail Log identifying trail-specific maintenance needs is attached; as is a map identifying trail and viewing platform locations where work is to be performed. Trail Design Parameters for hiking trails of each trail class are also included. All work must conform to these Trail Design Parameters and Standard Specifications unless otherwise specified in the Trail Logs, or attached specifications and http://www.fs.fed.us/.ftproot/pub/acad/dev/trails/trails.htm drawings. Refer to attached or referenced Trail Design Parameters, drawings, and Standard Specifications.

The trail log illustrates items of work to be accomplished. The intent of the logs is to give a description of the work, at a minimum; however they do not describe the full scope of the work nor identify every work item. Access may be an issue for certain types of equipment. It is the Bidders responsibility to view the project trail to assess the full range of maintenance needs, analyze access points, constraints and the logistics of transporting imported materials.

Some segments may require a combination of machine work and hand work. It will be the Contractor’s responsibility to set equipment width such that it is within the tread width parameter for the specific type/class of trail. Use of motorized trail equipment may be appropriate for trail work on some segments, dependent upon existing physical access constraints and the existing trail width.

Attached drawings and specifications, specifications included in the Statement of Work, and items identified in the Trail Logs are supplemental to the Standard Specifications and Drawings. In the case of a conflict, the Statement of Work, Trail Log, and attached drawings and specifications amend and/or supersede the Standard Specifications and Drawings referenced above. The Contractor shall have a copy of the Standard Specifications and Drawings, Trail Log, and supplemental specifications and drawings on the job site.

In addition to bringing trails to standard per the Standard Specifications and Drawings, trail specific needs identified in the Trail Log, and those in attached supplemental drawings and specifications, work to be performed includes (but is not limited to):

• Trail Work: Restrict ground disturbing work activities to the current trail-way, approximately 8 feet wide. Soil can be moved and utilized within this corridor, but not outside.

• Observation Platforms: Restrict ground disturbing work activities to areas identified on the ground by inspectors and/or those indicated on attached site plans. Soil can be moved and utilized within the identified area, but not outside.

• Where “timber” constructed features are called for in trail log or attached drawings and specifications, use rough-sawn 8”x8” pressure treated southern yellow pine (P.T. S.Y.P.)

treated with 0.6 ACA or CCA for all timber steps, retaining walls, crib walls or any timbers in ground contact; all railings and posts should be S.Y.P. treated with 0.14 µCA-C Dispersed Copper Azole; these specs apply to all repairs, replacements, and new installations. All cut faces shall be coated with copper naphthenate.

• Verify required materials prior to bidding. All imported material is at contractor’s cost and should be included in bid. Material brought in must be approved by the COR or Inspector prior to installation.

• Clearing vegetation shall be per the maximum clearing height and maximum clearing width as given in the Design Parameters for each class of trail. The clearing height shall be 10 ft.

and the clearing width shall be 6 ft. for the upper Class 4 portion of Glen Falls Trail. The clearing height shall be 8 ft. and the clearing width shall be 5 ft. for the lower Class 3, optional item, portion of Glen Falls Trail.

• Dead or hazardous trees within 10 ft. on each side of the centerline of the trail shall also be felled. Contractor must get COR or inspector approval prior to felling any living or dead tree.

• Restoration or maintenance of trail tread to provide positive drainage with use of grade dips and other drainage features per attached or referenced drawings and specifications. This work should establish a minimum of 50 grade reversals per mile (more in wet sections of trail) to ensure proper drainage of the entire length of identified trails or trail sections.

Existing dips can be utilized if they produce adequate positive drainage off of the trail.

• Prior to grading activities, remove and stockpile duff. After grading activities are complete, naturalize the trail corridor by scattering the saved duff on and alongside the newly restored trail (on any disturbed or scattered soils). The intent is for the duff to naturalize the newly restored trailway and to provide erosion prevention. Do not create a berm with the duff.

Do not place materials in stream channels, drainage-ways, ditches, culvert inlets, or other locations where they would prevent the free flow of water away from the trailbed.

Additionally, contractors shall:

• Review the project site on the ground prior to submitting a bid.

• Lay out and flag dip locations, structures, and hazard trees, except for those already laid out by the Forest Service. The Forest Service COR or Inspector shall approve lay out and hazard tree felling prior to ground disturbing work or tree felling.

• Post temporary trail closure signs when work includes use of heavy equipment, felling trees, or poses a safety risk to users.

• Post signs indicating that ongoing work is part of the American Recovery and Reinvestment Act. Signs will be provided by the USDA Forest Service.

• If notified, stop work on all or certain sections of the project due to weather conditions, evidence of archeological sites or sensitive species.
