Statement of Work:

Fall Dams Trail, Rocky Mountain Loop, Morgan Trail, River Trail;

Segments of Todd/Tony, Morgan, and Falls Dam Trails are included as bid optional items.

Location: These trails are located on the Uwharrie Ranger District, NE of Albemarle, NC, and NW of Troy, NC.

Work to be performed: Maintenance is to be performed on 7.5 miles of existing equestrian and Off-Highway Vehicle (OHV) trails to bring them up to current Forest Service trail standards. Work will include, but may not be limited to, restoration of the trail tread, installing causeway or turnpike, armoring stream crossings, filling and/or rip-rap armoring entrenched areas, replacing culverts, creating and restoring drainage dips, brushing vegetation, and felling hazard trees.

Bid Optional items:

1) Todd Trail, maintain and bring up to USFS standard, 1.9 mi. of existing equestrian trail.

2) Tony Trail, new construction to USFS standard, 0.2 mi. equestrian trail re-route.

3) Morgan Trail, restoration/stabilization of 245 linear feet of existing equestrian trail.

4) Falls Dam Trail, restoration/stabilization of 160 linear feet of existing OHV trail.

Schedule of items and Specifications: Assessment logs identifying trail-specific maintenance needs are attached for each trail. Trail maps are also included in this package. Design parameters are specified by trail designed use and class. Maintenance work must conform to these parameters and standard specifications unless otherwise specified in the trail assessment logs. Refer to attached or referenced design parameters, drawings, and specifications.

The trail logs illustrate items of work to be accomplished. The intent of the logs is to give a description of the work, at a minimum; however it does not describe the full scope of the work nor identify every work item. Bidders must view the trails to assess the full range of maintenance needs, access, and logistics of transporting imported materials. The Contractor shall maintain / improve the trail such that it conforms to current Forest Service standards. The primary goal of trail restoration is to establish positive drainage. Addition and restoration of grade dips are identified in the logs at specific locations; however, it is expected that installation of many more grade dips will be required, over and above what is called for. A minimum of 100 grade dips per mile is required on OHV trails and a minimum of 50 grade dips per mile is required on non-OHV trails.

There are a variety of techniques available to accomplish the goal of establishing positive drainage. It is expected that the appropriate combinations of these techniques will be used to optimize trail maintenance for the long-term. Suggestions of how positive drainage may be accomplished are given in the trail logs. It will be necessary to fill some areas with suitable, compacted material. Suitable material must be imported if adequate quantities are not made available within the existing, disturbed trail way (previously disturbed areas along the existing trail). All imported materials and materials harvested on-site are to be pre-approved by COR or inspector.

· Falls Dam Trail (TR96) Work is to be performed on a 1.8 mile segment of this class 3 OHV trail. Work begins at Flatwoods parking area and ends at the intersection with FS553. Maintenance needs identified in attached trail log includes cleaning, restoring, and installing grade dips; de-berming, out-sloping, and restoring trail tread; installing or replacing culverts; filling incised tread and/or installing rock armoring with geogrid; and armoring stream crossings. A portion of this trail is included as a bid optional item; see below.

· Rocky Mountain Loop Trail (TR92) is a 2.8 mile class 3 OHV trail. Work on this loop trail begins and ends at the trailhead parking on Dutch John Road (FS553). Maintenance needs identified in attached trail log includes cleaning, restoring, and installing grade dips; de-berming, out-sloping, and restoring trail tread; installing or replacing culverts; filling incised tread and/or installing rock armoring with geogrid; and armoring stream crossings.

· Morgan Trail (TR718) is a 1.6 mile class 3 equestrian trail. Work on this trail begins at the intersection with Burl Tree Way Trail (TR717), and ends at the intersection with Berner/Glider Trails (TR721/719). Maintenance needs identified in attached trail log include brushing, logging-out, and hazard tree removal; cleaning, restoring, and installing grade dips; de-berming, out-sloping, and restoring trail tread; obliteration of user-created trails; armoring stream crossings; and installing turnpike. A portion of this trail is included as a bid optional item; see below.

· River Trail (TR713) is a 3.6 mile Class 3 equestrian trail. Maintenance is to be performed on two trail segments totaling 1.3 miles; beginning at the intersection with Burl Tree Way Trail (TR717), and ending at the intersection with Helen’s Loop Trail (TR712). At Moccasin Creek crossing near TR713/FS544 intersection, a 1,327 ft. segment of the trail will receive no work (segment identified on attached map). Maintenance needs identified in attached trail log include brushing, logging-out, and hazard tree removal; cleaning, restoring, and installing grade dips; de-berming, out-sloping, and restoring trail tread; armoring stream crossings; and installing turnpike and/or filling eroded areas.

· Optional Items:

1) Todd Trail (TR707) is a 1.9 mile class 3 equestrian trail. Work begins at the intersection of Leslie Trail (TR704) and ends the intersection with Tony Trail (TR706) re-route. Maintenance needs identified in attached trail log includes cleaning, restoring, and installing grade dips; de-berming, out-sloping, and restoring trail tread; armoring stream crossings; installing terraced steps; installing culverts; and installing turnpike and/or filling eroded areas.

2) Tony Trail (TR706) Re-route. Work begins at intersection with Todd Trail and follows a flag line paralleling and then crossing FS576 to tie-in with existing Tony Trail (relocation is also identified on attached map). Work will consist of installing new tread and drainage features along the 0.2 mile re-route.

3) Morgan Trail (TR718), restoration/stabilization of 245 linear feet of existing equestrian trail from station 86+70 to 89+15.

4) Falls Dam Trail (TR96), restoration/stabilization of 160 linear feet of existing OHV trail from station 81+93 to 83+51.

In addition to trail specific needs identified in the trail logs, work to be performed includes (but is not limited to):

· Restoration or maintenance of trail tread, grade dips, and other drainage features per attached drawings and specifications.

· Establishing an average of 50 grade reversals per mile on equestrian trails and 100 per mile on OHV trails to ensure proper drainage of the entire length of identified trails. Existing dips can be utilized if they produce adequate positive drainage off of the trail.

· Clearing vegetation overhead and on each side of trail; including brush, logs, etc. Required clearing height and width vary by designed use and trail class as specified in attached trail design parameters. Standing dead or hazardous trees within this clearing area shall be felled; also those over 16 inches in diameter within 10 ft. of the edge of the trail shall also be felled.

· Restricting ground disturbing work activities to the current trail-way. Rock and soil can be moved and utilized within this corridor, but not outside.

· Apply Winter Rye seed and straw mulch to cut/fill areas on new trail construction, i.e. re-routes.

· Where timber crib or terraced box stairs are specified in the trail log, timbers shall be pressure treated southern yellow pine (P.T. S.Y.P.), treated with 0.6 ACA or CCA. Timber cuts shall be treated with copper naphthenate.

· Install culverts at locations identified in trail logs to meet the specifications and detailed drawings. Use Corrugated Steel Pipe, 14 Gage, Aluminized Type 2. Minimum cover = 12 inches. Crushed stone, gravel or compacted soil backfill material should be used as the bedding and envelope material around the culvert. Corrugated pipe should be laid on grade, on a layer of bedding material. If native soil is used as the bedding and backfill material, it should be well compacted in six inch layers under the haunches, around the sides and above the pipe to the recommended minimum height of cover.

· Verifying required materials prior to bidding. All imported material is at contractor’s cost and should be included in bid. Material brought in must be approved by the COR or inspector prior to installation.

· Armored water crossings on horse trails: Install geocell filled with #4 RR ballast to a depth of 6”; surface with 1” washed gravel to a depth of 3”; compact each course. See attached drawing. Materials, size and location of armoring shall be approved by the Inspector or COR prior to placement.

· Armoring OHV trails: Size and location of areas to be armored shall be coordinated with Inspectors/COR. Armoring for OHV trails shall consist of placement of geo-grid on existing grade, and covering with a riprap or #4 RR ballast stone, as required. On wet soils an additional layer of geo-textile fabric shall be placed below geo-grid.

All trail maintenance and construction required under this contract must be done in accordance with agency standards found in these publications: “Standard Specifications for Construction and Maintenance of Trails” (EM-7720-103) and “Standard Drawings for Construction and Maintenance of Trails” (EM-7720-104). These Specifications and Drawings are available in hardcopy booklet form from the Government Printing Office. They are also available via the internet at http://www.fs.fed.us/.ftproot/pub/acad/dev/trails/trails.htm . Visit this website for more information.
