Evaluation Criteria

AWARD DETERMINATION: This solicitation will result in a firm, fixed price contract. The

Government will offer a contract to the Offeror whose proposal results in the best value as determined by the Forest Service.

EVALUATION FACTORS:

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Cost to the Government is not expected to be the controlling factor in the selection of a contractor for this solicitation. The degree of importance of price as a factor could become greater depending upon the quality of the offers for the other factors evaluated. The following factors, listed in descending order of importance, will be used for evaluation of the proposal:

Past Performance

Technical Qualifications

Management Approach

Price

Non-price factors, when combined, are more important than price.

1. Past Performance

The Offeror must demonstrate and will be evaluated on their record of competence in contracting with Government agencies on trail maintenance and construction projects. The Offeror must furnish evidence of past successfully executed trail projects of similar nature and complexity. The Offeror must submit information on projects of a similar scope, size, geography, and complexity initiated and/or completed within the last five (5) years; information shall include signed evaluations from at least two previous projects. The Offeror will be evaluated on quality of service, customer satisfaction, business relations, timeliness of performance, and responsiveness.

2. Technical Qualifications:

The Offeror will be evaluated on the technical qualifications and certifications of their company and personnel. The Offeror shall submit information describing the firm and the individuals on the proposed project team. Such information shall include all qualifications, certifications, and completion of specialized training associated with trail construction and maintenance. The Offeror shall list membership in all professional organizations to which they belong.

3. Project Management Approach:

The Offeror will be evaluated on their management and technical approach to the project. The Offeror must provide and will be evaluated on project management and implementation plans for each trail; including information on the project team/organization, roles and responsibilities, subcontractor management, type of equipment to be used, unique solutions for implementation, and quality control. Additionally, the Offeror will be evaluated on technical solutions and/or proposals which differ from or offer improvement over those identified in trail logs. The Offeror must indicate that the project site has been visited during the bid period by either the Offeror or a representative.

4. Price

The Offeror’s price will be evaluated to determine if it is fair and reasonable. The Offeror’s total price, including options, will be used for evaluation purposes.

THE AWARD IS BEING CONSIDERED USING A BEST VALUE APPROACH. Failure to provide all required information may result in your offer not being considered for award.
