RFI Question #1

A contractor’s interpretation, of the plans and note #3 is that silt fence with hay bales is to be installed at all limit-of-work lines per the detail on sheet 11. This is in excess of 6,000 LF. Can a small rubber tire backhoe travel in and out of the wetlands to deliver and install the 2,000+ hay bales and silt fence? Is my interpretation of these E.C. requirements correct?

Answer: “Silt fence and hay bales are required for all the limits of work lines as shown in the plans. This was a response to concerns from the community about limiting the disturbed area. During the installation process, all rubber tired and track equipment accessing areas within flagged wetlands are required to be on timber mats or an equivalent matting.” Timber mats are not required for the excavation of oxbow connections, but the intention of the timber mats is to leave the portions of flagged wetland areas not being disturbed directly for construction, to remain undisturbed.

RFI Question #2

Revised specification 21 in amendment 6 requires all surplus excavated material to be disposed at a Rhode Island Licensed Landfill. Is this material contaminated and if so, what is the level of contamination?

Answer: It is a standard requirement by Rhode Island DEM to require all soil to be tested before it goes to the appropriate landfill, and the landfills also require the testing before they accept it.

Attached is the results of the exceedances from the soil samples taken. Also, attached is a figure showing the locations of the samples for reference.
