Motorized wheel borrow possible, depends on size. Could bridge over the bridge. Area is wet all year; do not plan on going around bridge.
II) Review and discussion of Solicitation (Continued)
H-3 Submittals
Shop drawings required for floating platform and bridges and need to be approved.
M-1 Evaluation of Offers
Offers based on price and technical proposal. Make sure you address the technical proposal. This is a best value solicitation; the offers will be rated on both price and technical proposal.
Review L-12, this gives a list of all documents required for submittal.
III) Review and discussion of plans and specifications
QUESTIONS
1) Will a silt fence and/or other sediment control be required?
A: No
2) Are the benches to be removed set in concrete?
A: No they are not set in concrete. Benches will need to be removed and delivered to the Forest
Service Warehouse in Prineville.
3) Where do you find the size specifications for the class 2 and 4 rip rap?
A: You will find the specifications for rip rap in the Standard Specifications for Construction of
Roads and Bridges on Federal Highway Projects, FP-03. This is available on line.
Approximate cubic dimensions of Class 2 rip rap is 10" - 3", class 4 is 20" - 6".
Material will come from Jungle Material Source, sorting will be required to acquire appropriate size.
Crushed aggregate from Walton M.S. and base rock/pit run from Winter M.S. are in existing
Stockpiles.
4) What are the bridge numbers shown on the plans?
A: They are Forest Service structure inventory numbers.
5) Will the Forest Service be doing the concrete testing?
A: No, the contractor is responsible for quality control and proves product meets specifications.
6) What are the clearing limits for trail construction?
A: As shown on sheets 11 & 12 clearing is 2' from edge of trail both sides.
7) Is staking required?
A: Staking is not required; the Forest Service will set bench marks and set reference stakes in realignment segments.
8) How will coordination with Campground contractor work?
A: The campground contractor will be working on camp sites and the boat ramp/parking area on the southwest part of the lake. Unfortunately a large share of the work for the trail contract
(picnic area, floating platform and paving) would best be served with access to the parking/boat ramp as a staging area which is under construction. We are hoping the contractor will finish construction of the boat ramp/parking area this spring. We will not know for sure until the contractor starts up this spring what to expect. At this time I would anticipate some restrictions to work area access from the boat ramp/parking area.
9) Are there curb logs the entire length of the trail?
A: Yes.
10) How is the picnic area to be drained with the continuous curb on the perimeter?
AMMENDMENT TO PLANS
A: Error in drawing, should have the same breaks as shown in the ADA turnout typical.
11) What are some sources for the Oregon State Marine Board boarding floats?
A: Know of two vendors.
PRO-BUILD/LUMBERMEN'S Building Center
Coos Bay, Oregon - 541-269-5988
EMPIRE WOOD PRODUCTS
Coos Bay, Oregon - 541-269-1904
12) Can the contractor construct the boarding floats?
A: Yes, as per plans and specifications.
AMMENDMENT TO PLANS
Sheet 38, Anchor Detail - Shows chain to concrete anchors at 180 degrees from platform, straight down. Anchor chains will criss cross from opposite side of platform.
13) Where are the items removed (bridges, fishing platform) to be disposed of?
A: Recycle or dispose of material legally off Government land.
14) Can the excavation from creating a key for rip rap be incorporated in trail construction?
A: Yes, if it is suitable. Unsuitable and excess is to be hauled to Walton M.S.
15) What is the source for rock stairway material? Do the individual rocks have to be the size of the stairway, i.e. 22" D x 9" H x 30" W?
A: Jungle M.S. Individual rocks do not have to be the dimension of the stairway, just the sum total of the rocks used.
16) Is the existing trail asphalt overlayed or is it to be removed?
A: The existing asphalt is overlayed.
17) What is the elevation at Walton Lake?
A: Approximately 5,200 feet.
18) What would the liquidated damages be if the work is not completed by November 1?
A: No liquidated damages, there would be probably be a consideration if campground was delayed in opening. Would need to discuss with C.O.
