STEWARDSHIP CONTRACT
FUELS TREATMENT, SUBSOILING, SLASH PLACEMENT, and OTHER SERVICES
Unless otherwise agreed to in writing by the Contracting Officer, the Contractor shall perform services according to the following requirements:
1. FUELS REDUCTION AND PRODUCT REMOVAL (TRACTOR) (SCHEDULE OF ITEMS B.1.1)
(a) This specification applies to the following Mandatory and Optional Units:
Mandatory Units 22, 24A, 24B, 20 Optional Units 26, 13, 39, 19, 79, 33B, 33C, 10, 80, 81, 9, 72, 3
(b) The Contractor shall perform fuels reduction and product removal services including, but not limited to felling, skidding, processing, hauling, erosion control and slash treatment services.
(c) The Contractor shall perform fuels reduction and product removal services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix B.
2. FUELS REDUCTION AND PRODUCT REMOVAL (SKYLINE) (SCHEDULE OF ITEMS B.1.2)

Special Units, Mandatory Units: 11, 5A, 5B Special Units, Optional Units: None.
(b) Special Units contain individually identified and named Research Sub-Units with the larger Special Unit boundary. In each Special Unit, the services required will differ between the Non-Research Portions of each Special Unit and the Research Portions of each Special Unit. In addition, the services required in each Research Sub-Unit will also vary.
(c) The Contractor shall perform fuels reduction and product removal services including, but not limited to felling, skidding, yarding, processing, hauling, erosion control and slash treatment services as required by this contract.

(d) The Contractor shall perform fuels reduction and product removal services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix B.
(e) A summary of the work required in Special Units and the Research Sub-Units is provided in the following table. Additional unique specifications applicable in the identified Research Sub-Units follows this table:

7. Creating Temporary Roads (Appendix B) (SCHEDULE OF ITEMS B.1.12)

(b) The Contractor shall perform creation of temporary road services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix B, G.6.3.
8. Opening Historic Road (Appendix C) (SCHEDULE OF ITEMS B.1.13)

(b) The Contractor shall perform opening historic road services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix C.

(b) The Contractor shall perform erosion control services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix B, K-G.6.0.1#.
10. Landing Clean Up (Appendix B) (SCHEDULE OF ITEMS B.1.15)

(b) The Contractor shall perform landing clean up services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix B, K-G.7.

11. FENCE REMOVAL AND DISPOSAL (SCHEDULE OF ITEMS B.1.16)
The Contractor shall remove and dispose of all barbed wire, wood post, and steel post in Units 26 & 81.
The Contractor shall legally and properly transport and dispose of all removed materials off of Forest Service lands.
12. SUBSOILING AND SLASH PLACEMENT (SCHEDULE OF ITEMS B.1.17)
(a) Landings and Skid trails (Subsoiling and Slash Placement)
Work identified here shall be performed by the Contractor with an excavator and attachment meeting the following description, unless, as a part of an alternate offer, a different solution for achieving the requirements stated below was proposed by the Contractor, and the Contracting Officer accepted that alternate offer (See L. 7(a)(2)):
Excavator size shall range from 45,000 to 50,000 lbs and have at least 140 hp. The designed subsoiling implement (See Section J, Attachments) shall be used on the excavator boom. The subsoiling implement shall be designed with a coulter blade, a curvilinear shank approximately 2 feet long, and a winged tooth with a total wingspan of at least 7 inches. The coulter blade shall be designed to slice through the soil in front of the subsoiling shank to minimize surface disturbance of organic horizons and vegetation. The curved shank in combination with the winged tooth is a critical design feature. The curved shank and winged tooth shall be able to achieve proper soil de-compaction to a depth of 2 feet while preventing detrimental soil mixing and disturbance to soil horizons. The design of the shank and wings will be such that the treated, compacted soil is slightly lifted and well-fractured rather than plowed, mixed, or displaced. Subsoiler design should also consider the ability to place slash, since subsoiling and slash placement shall be completed in one pass.
All Cutting Units, landings and skid trails used by the Contractor shall be subsoiled to a minimum depth of 20 inches, except that the Contracting Officer may agree to lesser depths. Subsurface rocks shall not be pulled to the surface and large supportive roots shall also not be severed. Available slash shall be placed on treated areas in conjunction with subsoiling. Subsoiling and slashing shall be completed in one pass to prevent compacting or displacing treated area. The distance between subsoiler shank passes shall typically not exceed 24 inches unless otherwise approved by the Contracting Officer. Treated areas shall span the total width of compaction. Subsoiling shall be kept reasonably current and shall be completed by no later than the last day of performance on each subdivision unless otherwise agreed to by the Contracting Officer.
(b) Temporary Road and Track Line Machine Trail Obliteration (Subsoiling and Slash Placement)
Notwithstanding the provisions of Appendix B, G.6.3 and G.6.5, unless otherwise agreed, temporary roads accessing Cutting Unit(s) 5A, 5B, 11, 18, 19, 26, and 79 and track line machine trails within Cutting Unit(s) 5A, 11, 13, 18, 19, 26, 27, 28, 30A, 72, 74, 78B, 80 constructed for use with this contract shall be obliterated after they have served the Contractor's purpose. Obliteration shall consist of re-contouring road prism including all cut and fill slopes to natural ground contour. Equipment shall not operate outside the clearing limits. In addition, from 10 to 15 tons per acre where available of
Appendix A, Page 8 of 10 clearing or logging slash, stumps or other woody debris shall be placed and scattered uniformly on the top of the re-contoured corridor.
Work identified here shall be performed by the Contractor with an excavator and attachment meeting the following description, unless, as a part of an alternate offer, a different solution for achieving the requirements stated below was proposed by the Contractor, and the Contracting Officer accepted that alternate offer (See L. 7(a)(2)):

(b) The Contractor shall perform closure to use by others services in accordance with all of the requirements of this contract, including, but not limited to those outlined in this Appendix A, and the requirements identified in Appendix B, K-F.4.1#.
