Fenn Ranger Station Water and Wastewater Systems Replacement

RFP AG-02RC-S-13-0042

Consolidated Questions and Answers #2: 5/24/13

Government Officials: Karen Ruklic, Contracting Officer and Susan Graves, Civil Engineer and Contracting Officer’s Representative Design Point of Contact: Terry Forest, DJ & A, P.C.

Q&A received by CO in writing:

1) Question: The Meyers control panel called out in the specifications will only control 4 floats, the drawing E6.0 shows 5 floats in each lift station. How do you want to handle this issue? Answer: Myers pumps and control panels were specified. The panel manufacturer indicated that an additional $300 cost would be charged to add the additional float circuit. This type of change is a normal occurrence to the manufacturer. The panels cost about $5,000 so a $300 additional charge is minimal. The contractor could submit “as equal” pump and panel package if the contractor chooses but the Government suggests the contractor bid the items as specified so that they operate as specified (5 float system and pump operates as specified).

2) Question: We usually only stake fixtures on the ground. How tight do the tolerance have to be on the survey and staking ¼”? Do you want to have survey stakes along the line within tolerances every 25 feet? Answer: Some of the site will have to be ground fit. Staking the fixtures, bends, changes in grade, and a few intermediate points on long spans will likely be sufficient, Tolerances need to be adequate to meet the drainage and pump requirements of the systems.

3) Question: One of the asphalt quantities show LF (page 8 of 71 in the water improvements 321216.1); should it be SY all the other quantities are? Answer: Yes, this quantity should SY.

4) Question: What is the deal with Exploratory digging? Like if the line is not there anything is counted as Exploratory? Answer: We expect the contractor to make reasonable effort to locate the utility as shown on the drawing, if it appears as if the utility was not shown correctly the exportation for the utility line would then be considered exploratory.

5) Question: Can we use suitable if it is available from the trench or do we have to use crushed rock? Answer: Crushed aggregate is to be used for the bedding material, however on site exceptions may be made by the CO’s written permission.

6) Question: How will it be inspected? Answer: Tanks and Drain Field will be inspected by IPH and DEQ, the lines will be inspected by onsite FS inspector.

7) Question: Can we stock pile asphalt then haul it away at the end? Answer: Yes the asphalt can be stock piled in a designated location, and will need to be hauled away and disposed of legally by the end of the contract.

8) Question: Would you accept a septic tank from a different manufacturer? Answer: Yes as long as it is an approved equal tank. It is unlikely that we would consider a different material as an equal.

1) Question: How do you think the digging will be? Do you expect ground water? Answer: there is some information in the contract (Section H-3, Far 52.236-4 Physical Data). From the test pits dug, I do not expect any challenging digging. I do not have a good feel for the ground water elevation in the area, it is always possible.

2) Question: Do you think you will get adequate bids to make award? Answer: Yes, I believe there has been sufficient interest to expect enough bids to make award.
