Section 000114
MEASUREMENT AND PAYMENT
SECTION 000114
PART 1: GENERAL
1.1 DESCRIPTION
Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and included in the payment of the pay items in the Schedule of Items.
When more than one class, size, or thickness is specified in the Schedule of Items for any pay item, alphabetic suffixes will be added to the item number to differentiate between the items to be bid.
1.2 METHOD OF MEASUREMENT
The following methods of measurement are used to determine contract quantities for payment:
For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, sprigging, and sodding will be along slope lines.
The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (C.O.) the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.
Structures will be measured according to neat lines shown on the drawings or as altered by the C.O. in writing to fit field conditions.
For items that are measured by the linear foot, such as pipe culverts, guard-rails, underdrains, etc., measurements will be made parallel to the base or foundation upon which the structures are placed, unless otherwise shown on the drawings.
For aggregates weighed for payment, the tonnage will be adjusted to dry weight. If moisture determination is necessary, the daily average moisture content will be determined from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighed.
For bituminous material, volumes will be measured at 60°F or will be corrected to the volume at 60°F by using ASTM D1250 for asphalts or ASTM D633 for tars. Emulsified asphalt will be measured at 60°F, or measured by converting the gallonage at another temperature to gallonage at 60°F by means of the following formula:
Gallons at 60°F = Gallons at A°F 1 + 0.00025 A°F - 60°F
In which A°F is the temperature of the material at the time the gallonage is measured.
For vehicular shipments, net certified scale weights or weights based on certified volumes will be used as a basis of measurement. Measurements will be adjusted when bituminous material has been lost from the vehicle or the distributor, has been wasted, or has otherwise not been incorporated into this work. Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at least once a day at the time the C.O. directs. Each vehicle shall bear a plainly legible identification mark. When bituminous materials are shipped, net certified weights, or volume corrected for loss of foaming, can be used for computing quantities.
For standard manufactured items, such as fence, wire, plates, rolled shapes, pipe conduits, etc., identified by gage, weight, section dimensions, etc., such identification shall be considered the nominal weights or dimensions. Unless by tolerances in cited specifications, manufacturer’s tolerances will be accepted.
1.3 UNITS OF MEASUREMENT
Payment will be by units defined and determined according to US Standard Measure and by the following:
A. Cubic Yard: A measurement computed by one of the following methods:
1. Excavation or Embankment - The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
2. Material in Place or Stockpile - The measurement computed with dimensions of the in-place material. Computations may be made by the average end area method or prismoidal formula for stockpiled material.
3. Material in the Delivery Vehicle - The measurement computed using measurements of material in the hauling vehicles at the point of delivery.
Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
B. Cubic Yard Mile - A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one mile.
C. Each - One complete unit which may consist of one or more parts.
D. M. Gals - One thousand gallons.
E. Station - One hundred linear feet.
F. Station Yard - A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.
G. Ton - Short ton consisting of 2,000 pounds.
H. Unit - A single quantity regarded as a whole in calculation; for example, 1000 square feet.
1.4 PAYMENT
One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
A. Designed Quantities (DQ). These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data includes the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:
1. As a result of changes authorized by the C.O. in the originally contemplated work. Minor changes to adjust balance points, etc. will not be considered changes in quantities.
2. As a result of the C.O. determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 15 percent or more.
3. As a result of the Contractor submitting to the C.O. a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
Final payment will be made for the designed quantities at the unit price shown in the Schedule of Items, subject to the Variation in Quantities Provisions.
B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.
C. Actual Quantities (AQ) - These quantities are determined for measurements of completed work.
D. Design Quantities (DQ) - These quantities are specified on the plans.
E. Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

B. Verification of Substrates: Verify that concrete surfaces are sound and clean, and that form release agents and materials used to cure the concrete are compatible with waterproofing treatment.
C. Examination for Defects: Examine surfaces to be waterproofed for form tie holes and structural defects such as honeycombing, rock pockets, faulty construction joints and cracks. Such defects to be repaired in accordance to manufacturer's product data and 3.2 below.
3.2 PREPARATION
A. Concrete Finish: Concrete surfaces to receive waterproofing treatment shall have an open capillary system to provide tooth and suction, and shall be free from scale, excess form oil, laitance, curing compounds and foreign matter.
Horizontal surfaces shall have a rough wood float or broom finish. Where a smooth trowel finish is required on horizontal surface, crystalline waterproofing material shall be applied by dry shake method at time of concrete finishing in accordance with manufacturer's product data.
B. Surface Preparation: Smooth surfaces (e.g. where steel forms are used) or surfaces covered with excess form oil or other contaminants shall be washed, lightly sand-blasted, water-blasted, or acid etched with muriatic acid as necessary to provide a clean absorbent surface. Surfaces to be acid-etched shall be saturated with water prior to application of acid.
C. Repair of Defects: Surface defects shall be repaired in accordance with manufacturer's instructions as follows:
1. Form Tie Holes, Construction Joints, Cracks: Chip out defective areas in a “U” shaped slot one inch wide and a minimum of one inch deep. Clean slot of debris and dust. Soak area with water and remove excess surface water. Apply a slurry coat at the rate of 1.5 1b./sq. yd. to the slot. Allow slurry to reach an initial set, then fill cavity with Dry-Pac. Compress tightly into cavity using pneumatic packer or block and hammer
2. Rock Pockets, Honeycombing or Other Detective Concrete: Rout out detective areas to sound concrete. Remove loose materials and saturate with water. Remove excess surface water and apply a slurry coat to area.
After slurry has set, but while still “green”, fill cavity to surface level with non-shrink grout.
D. Wetting Concrete: Prior to application of waterproofing treatment, thoroughly saturate concrete surfaces with clean water as required to ensure migration of crystalline chemicals into voids and capillary tracts of the concrete. Remove free surface water before application.
3.3 APPLICATION
A. Construction Joints: Apply water proofing in slurry form at a rate of 2.0 lb./sq. yd.
to joint surfaces between concrete pours. Moisten surfaces prior to slurry application. Where joint surfaces are not accessible prior to pouring new concrete, consult manufacturer for application procedure.
B. Surface Application: After repairs, surface preparation, treatment of construction joints and sealing strip placement have been completed in accordance with manufacturer's product data and as specified herein, waterproofing uniformly to concrete surfaces with semi-stiff bristle brush or broom, or suitable spray equipment. Application rates and locations shall be as indicated in the drawings and in accordance with manufacturer's product data.
When brushing, work slurry well into surface of the concrete, filling surface pores and hairline cracks. When spraying, hold nozzle close enough to ensure that slurry is forced into pores and hairline cracks.
1. First Coat (of two coat application): Apply slurry coat to locations indicated on drawings in accordance with manufacturer's product data.
2. Second Coat: Where indicated on drawings or as required by manufacturer's product data, slurry coat while first coat of waterproofing is still “green" but after it has reached an initial set. Use light prewatering between coats when rapid drying conditions exist.
3.4 CURING
A. General Begin curing as soon as coating has hardened sufficiently so as not to be damaged by a fine spray. Cure with a mist fog spray of clean water three times a day for 2 to 3 days, or cover treated surfaces with damp burlap for the prescribed period. In warm climates, more than three sprayings per day may be necessary to prevent excessive drying of coating.
B. Air Circulation: Do not lay plastic sheeting directly on the waterproofing coating as air contact is required for proper curing. If poor circulation exists in treated areas, it may be necessary to provide fans or blown air to aid in curing of waterproofing treatment.
C. Holding Structures: For concrete reservoirs, cure for three days and then allow treatment to set (air cure) for 12 days before filling structure with liquid.
D. Protection: During the curing period, protect treated surfaces from damage by wind, sun, rain and temperatures below 36°F. If plastic sheeting is used for protection, it must be raised off of waterproofing coating to allow sufficient air circulation.
E. Curing Agent: If moist curing is not possible, use a chemical curing agent that is specifically designed for or compatible with the approved crystalline waterproofing treatment. Curing agent shall have at least two years of successful field use and shall be approved by waterproofing manufacturer in writing.
3.5 FIELD QUALITY CONTROL
A. Observation: Do not conceal installed waterproofing system before it has been observed by C.O.
3.6 CLEANING AND PROTECTION
A. Cleaning: Clean spillage and soiling from adjacent surfaces using appropriate cleaning agents and procedures approved by the manufacturer.
B. Protection: Take measures to protect completed Waterproofing coat from damage after application. Do not permit traffic on unprotected coating areas.
3.7 DISINFECTION OF THE RESERVOIR (AWWA C652-92)
A. Disinfecting – It is recommended that Method 2 per AWWA C652-92. This method is recommended because it does not require disposal or neutralization of large amounts heavily chlorinated water which can be hazardous to the environment.
B. Chlorination, AWWA Method 2:
A Solution of 200 mg/L available chlorine shall be applied directly to the surfaces of all parts of the storage facility which would be in contact with water when the storage facility is full to the overflow elevation.
Method of application: The Chlorine solution may be applied with suitable brushes or spray equipment. The solution shall thoroughly coat all surfaces to be treated, including the inlet and outlet piping, and shall be applied to any separate drain piping such that it will have available chlorine of not less than 10 mg/L when filled with water. Overflow piping need not be disinfected.
Retention: The surfaces disinfected shall remain in contact with the strong chlorine solution for at least 30 minutes after which potable water shall be admitted, the drain piping shall be purged of the 10 mg/L chlorinated water, and the storage facility shall be filled to its overflow level. Then, subject to satisfactory bacteriological testing, acceptable aesthetic quality, such water may be served to the distribution system.
C. Disposal of chlorinated water – Use a “reducing” agent as defined in AWWA
C652-92.
3.8 LEAK TESTING THE RESERVOIR
A. Testing (Reservoir) – Testing of the reservoir consists of filling the reservoir to check for water tightness. This “leak” test can be completed during the initial filling after the reservoir is disinfected. The testing of the water can be done from this initial filling and if there are no obvious problems with the reservoir, it can be put on line without emptying and refilling.
To test the reservoir, fill to 100% full, close all valves and let set for 24 hours.
Note the height of the water. Check the water height after 3 consecutive 24 hour periods. Allowing for evaporation, the water level shouldn’t drop more than 1 tenth of one percent in any 24 hour period.
B. Testing (Water) – This testing consists of taking samples of the water to certified lab for bacteria testing prior to placing the reservoir in service. Special attention must be given to ensure that the water source has been tested and is clear of bacteria and contaminants.
