Amendment #2

During the pre-bid meeting an attempt was made to highlight areas on the drawings to help define the scope of work and highlight items that may be unique to the projects. The noted items is not inclusive of all contract requirements and the contractor is responsible to thoroughly review all contract documents including drawings and specifications.

Schedule of Items (Amendment 1):

Bid Option A needs “Accessible” removed from 000050-3 Bid Item number 022210 Demolition of Building, AQ, EA, 3 needs to be added to the base.

Challis Bunkhouse Drawings Emphasis Notes

Sheets 2 and 3:

Base includes two buildings (1 accessible and 1 non-accessible), all water and sewer, most of the electrical, all site grading (including for optional items), all parking and road work, and some limited site work (fencing, curb stops, walkways, dumpster pad, signs).

Option A includes non-accessible bunkhouse and electrical feeder spur.

Option B includes accessible bunkhouse, sign, and electrical feeder spur.

Option C includes site work (not including road and parking work which is part of base).

Option D includes landscaping and irrigation.

Sheet 4:

Some conversion of existing parking to lawn.

Some barrier, fencing, and tree removal.

Sheet 5:

Work includes landscaping, dumpster pad, relocating buck and post barriers, gravel exercise pad, horseshoe pits, and hydro-seeding.

Possible that additional option items could be awarded up to 120 days past initial award.

Note11: Drawings appear to generally show sleeves for irrigation, water, and sewer underneath concrete work.

Sheet 23:

Waterline indicated to be new from city system to the point on the east side of the site where it connects to the existing water system.

Sewer is new from indicated city manhole throughout the site as shown on the plans.

Note 9: Indicates how to cap lines if option item bunkhouses are not awarded.

Sheet 24:

Note insulation required over waterline in different locations, and pipe sleeves are required in places.

Potable/non-potable crossings or water/sewer and irrigation crossings require special crossing provisions.

Thoroughly flush systems prior to connecting to buildings or hydrants.

Sheet 25:

Note that insulation required over sewer line in different locations, and pipe sleeves required in places.

Sheet 26:

Concrete waterway shown on south side of site in the driveway entrance.

6-inch aggregate surfacing for parking and road. This is an in-place quantity.

Substantial amount of waste rock noted.

Staging area and unsuitable excavation area will be just east of the project site in the storage area. Sheet includes estimated material quantities. Quantities are all in place quantities.

Challis Bunkhouse Specifications:

ADD AND/OR DELETE THE FOLLOWING FROM SECTION 000050 – MODULAR UNITS:

Under Part 2, under paragraph 2.4 A.3.a delete “Flat Roof Snow Load, PF:22 psf” as this number will need to be recalculated if there is a change in the roof pitch.

Challis Drawings

Challis Demolition:

Sheet 2 of 3, delete from 1.1 A. 1. A.1), “Remove and dispose of existing trees, fencing, exercise equipment, timber edging and aggregate paths on the Challis site as shown in the drawing.” This work is included as part of new bunkhouse plans.

Sheet 2 of 3, delete from Schedule of Items Item Number 011900. Change Item Number 022210 method of measurement to AQ.

Sheet 3 of 3, add to note #3.

REMOVAL OF THE TRAILERS SHALL OCCUR FROM THE SITE ONLY AFTER THE HOUSING

AND URBAN DEVELOPMENT APPROVES DEMOLITION OF THE TRAILERS. IF HUD

APPROVAL IS NOT GRANTED THEN THE STRUCTURES SHALL BE STORED ON SITE AT THE

POSSIBLE STAGING AREA UNTIL SUCH APPROVAL OCCURS. BID SHOULD BE PREPARED

AS IF DURING THE COURSE OF THE CONTRACT THE BUILDINGS WILL BE REMOVED FROM

THE SITE.

Challis Bunkhouse:

Sheet 3 of 42, delete from Bid Option “A” – (Modular Bunkhouse #3) item number 000050-3, the word

“Accessible”.

Sheet 4 of 42, delete the wording for the three buildings that are to indicated to the removed by others prior to construction and replace with the following:

REMOVE AND DISPOSE OF EXISTING TRAILERS.

Sheet 7 of 42, delete note #5 as the building likely will not be removed prior to the hydro-seeding needing to be accomplished.

Sheet 23 of 42, add clarification that the tree shall be removed just south of the existing city manhole where the sewer connection occurs to the city manhole..

Challis Questions and Answers

Challis:

Q: What is to happen with the three buildings that are to be removed?

A: Removal of the buildings from the site is included in the scope of work of this contract. If Housing and Urban Development approval is not yet obtained the buildings shall be stored on site until the approval is granted. It is estimated that the approval will likely occur in the next 3 months.

Q: What about protecting trees and their roots underneath the dripline?

A: Specification section 000001, paragraph 1.3 A. 5 states, “Where shown in the drawings, all existing trees shall be protected during construction. For each tree within 15 feet of new construction, install temporary construction fencing (plastic orange mesh fence or equivalent) centered around the trunk of each tree. Fencing to be a minimum of 30 feet in diameter or the diameter of the drip line, whichever is greater. The trunk or root system of any tree shall not be disturbed without prior written approval from the Contracting Officer.”

The intent is to have save as many of the existing trees onsite but the Government will be reasonable in determining the best course of action. In cases such as sewer the line will need to be installed as shown on the plans and if that happens to go through a tree or through the dripline that is where it will need to go. In the case of the waterline we may have some ability to adjust the location to avoid trees if determined that a better location exists.

Q: If the building option items are not awarded how close to the buildings do the new water and sewer lines need to be installed?

A: If the buildings are not installed we will want the sewer cleanouts installed with a plugged side towards the buildings that can be removed to extend the line to the building when it is brought in at a future date. The sewer cleanouts appear to be designated about 7 feet from the building. It is likely that the water service box location will be a similar distance from the new building. If the building is not installed we want a cap placed on the bunkhouse side HDPE/GSP transition fitting for connection to a future building.

Q: If the trailer is still in place where the new shower house will be located where do we end the water and sewer lines?

A: The sewer cleanout as shown on the plans will be the installation of the final sewer location. The water service main will need to be moved approximately 10 feet to the north. Plug cleanout and cap HDPE/GSP transition fittings as indicated for non-awarded option bunkhouses as indicated in previous Q and A.

Q: Where is the staging area, unsuitable and excess excavation location, and place to put trailers, if needed to be stored?

A: The area just east of the new bunkhouse location as shown on the demolition plans sheet #3 showing the staging, unsuitable and excess excavation location, and trailer storage location.

Q: Who is responsible to pay any sales or use tax?

A: Contractor is responsible for payment for any taxes due to the State or a local jurisdiction.

Q: What is likely the window where snow may significantly decrease the ability for excavation or landscape work on site?

A: For Challis it appears that snow is on the ground typically from November 1st to March 1st. This does not mean that it will not snow outside of this window it just means that it is unlikely for the snow to stick for significant amounts of time outside of this window.

Q: How large is the disturbance and is a stormwater pollution prevention (SWPP plan) needed?

A: The disturbance is over an acre and the contractor shall be responsible to apply for and pay for the NPDES permit. Reference specification 023701, paragraph 1.3 A.

Q: In accordance with both projects what are considered design documents and which drawings need to be bid as part of the design?

A: Specification section 000050, paragraph 2.1 C. includes the design that needs to be included in the bid.

In general, this includes structural, architectural, mechanical, and electrical. The existing civil and landscaping solicitation drawings are considered design documents. The finish grading plan is already included as part of the solicitation drawing. This question and answer also applies to the Stanley site.

Q: Will there be access to the site from the south gate that is closed?

A: Yes, this will be made accessible to the contractor by the use of a key or combination lock so the contractor can have more ready access to the construction site.

Q: What are the design quantities in the contract and how are they measured?

A: Design quantities are in place quantities and are measured during the design. It is very, very likely that the haul quantities will be more as material is fluffed during excavation, placed in a vehicle, and compacted during installation.

Stanley Bunkhouse Drawings Sheet 2 of 17, delete from note A.1.a.3) the words “curb stops”.

Sheet 2 of 17, delete from note A.2 the words “Bid Option “A” and capitalize “Work.”

Stanley Bunkhouse Specifications:

ADD AND/OR DELETE THE FOLLOWING FROM SECTION 000050 – MODULAR UNITS:

Under Part 2, under paragraph 2.4 A.3.a delete “Flat Roof Snow Load, PF:22 psf” as this number appears to be in error and should be calculated during the design phase.

Under Part 2, under paragraph 2.6 C delete the paragraph and replace with the following:

Heating shall be a central forced air LPG furnace designed for conditions appropriate for Stanley, Idaho.

Stanley Bunkhouse Questions and Answers

Q: The electrical service panel shown on sheet 4 of the drawings is not visible in the field. What is the status on the service panel?

A: It has not been installed but should be installed during the fall of 2016 which should be prior to the building being installed.

Q: Where do the responsibilities split as far as installation of the feeder from the service panel to the building load center?

A: This contract is responsible to provide the load center at the location indicated on the building. Work by others in a separate contract shall be responsible to install the feeder to the load center. Reference drawing sheet 16 general electrical note #1. Further information included in another Q and A below.

Q: Who is the propane company service provider for Stanley Administrative Site?

A: It is the Salmon River Propane Company at 208-879-2201.

Q: Can an aggregate path meet accessibility standards?

A: Yes, if the gradation and compaction are correct.

Q: Does timber stair detail shows an angled turn as part of the detail. Is this relevant to this project.

A: No, it is not relevant as the stairs are a straight shot. The angled depiction is just part of the standard drawing detail.

Q: What needs to occur with the electrical stub-out for the electrician to connect to under a future contract?

A: The electrical service work goes to 5 feet from the building footprint per specification 260500, paragraph 1.5 A.1. The conduit shall be PVC coated or wrapped GRC or IMC per specification 260533, paragraph 3.1 A.3. The conduit shall then be capped for future connection by the electrician.

Q: What is likely the window where snow may significantly decrease the ability for excavation or landscape work on site?

A: For Stanley it appears that snow is on the ground typically from November 1st to May 1st. This does not mean that it will not snow outside of this window it just means that it is unlikely for the snow to stick on the ground for significant amounts of time outside of this window.

Q: Is a geotechnical report available for Stanley?

A: A geotechnical report was not prepared for Stanley but we did indicate a 2,000 psf foundation design soil pressure. It is very likely that native material will be unsuitable for bedding and pipe zone backfill for utilities. A separate pay item is included for bedding and pipe zone backfill on the schedule.

Q: What is the flooring in the bunkhouse?

A: Areas indicated to contain laminate are vinyl flooring (specification section 096520) and those indicated for tile are porcelain tile (specification section 093000).

Q: Drawings sheet 2 indicates locations to dispose of materials and to obtain materials, where are these location?

A: A map is included in this amendment depicting these locations and will describe in a little more detail the different locations.

Stanley Lake Pit - Is a pit we are closing and over time we are bringing in material to make the pit smaller. Mostly pavement out to the site with about a ¼ mile of dirt road. Place for unsuitable excavation.

Stanley Administrative Site - Water is available by connecting to a hose bibb and running over to the construction site. Hose bibbs are nearby bunkhouse and trailers. The barrier rock, if encountered, is to be placed in the Stanley Boneyard behind the warehouse at a location agreed upon with the Contracting Officer. Clearing and grubbing materials shall be stockpiled in the Stanley Boneyard at an agreed upon location. If trees are removed that have a diameter greater than 4-inchs they should be cut in 16-18 inch lengths and stacked at an agreed upon location at the construction site.

Nip and Tuck Pit – Is native decomposed granite that requires no screening. Loader likely not available at the pit. Material for bedding, and pipe zone material for utilities. Approximately 4 miles on native surface road upon leaving the highway.

Champion Creek Pit - ¾-inch crushed material that is for base material underneath concrete as indicated in the specifications and for surfacing material for the path. Loader not likely available in put.

Travel mainly on pavement with about a ¼ mile of gravel road.

Q: What are the design quantities in the contract and how are they measured?

A: Design quantities are in place quantities and are measured during the design. It is very, very likely that the haul quantities will be more as material is fluffed during excavation, placed in a vehicle, and compacted during installation, if applicable.

There are some items that the Forest Service is discussing that will be included in a future amendment that will be posted next week. The items being discussed deal with the following items:

Challis Site

Where the waterline connection to the main needs to occur and how. There are two valve boxes. One being the city water meter box and second being a Forest Service distribution box. Further information will be provided.
