B.1 SCHEDULE OF ITEMS – SENSOR SYSTEM

(a) The US Forest Service has a need to purchase or lease with the option to purchase, and install one Infrared (IR) Sensor System into a Government owned King Air 200 aircraft per the requirements of this solicitation.

(b) Contract Line Item Numbers (CLINs) are described as follows:

CLIN 1: The purchase and installation of one Contractor provided sensor system into N182Z, a Government owned 1978 King Air 200 Aircraft (SN BB-402).

OPTION A – Purchase and installation of one Sensor.

CLIN 1.AA: Purchase of one Sensor

CLIN 1.AB: The FAA OEM approved or STC’ed installation of the sensor into the Government King Air 200.

CLIN 1.(B-F)D: Sensor System Maintenance Support. This is the hourly rate for sensor system maintenance support to work on the sensor system if the system in not operational and not covered under warranty when ordered by the Government.

CLIN 1.(B-F)E: Sensor System Technical Support. This is the hourly rate for support technical support resulting from calls or on site trouble shooting of the sensor system when ordered by the Government.

CLIN 1.(B-F)F: Photometric Product Development. This is the hourly rate for product development ordered by the Government.

OPTION B – Lease with Option to Purchase of one Sensor

Base Year

CLIN 2.AA: The FAA OEM approved or STC’ed installation of the sensor into the Government King Air 200 for the Lease Option.

CLIN 2.AB: Lease of one sensor from Date of Delivery through December 31, 2017 (payments for the first month will be prorated based on available days and total days in the month).

CLIN 2.AC: Price to purchase at the end of the first lease period.

CLIN 2.AD: Removal of the sensor at the end of the first least period if not purchased or if not renewed for an additional year.*

CLIN 2.AE: Sensor System Maintenance Support. This is the hourly rate for sensor system maintenance support to work on the sensor system if the system in not operational and not covered under warranty when ordered by the Government.

CLIN 2.EE: Sensor System Maintenance Support. This is the hourly rate for sensor system maintenance support to work on the sensor system if the system in not operational and not covered under warranty when ordered by the Government.

CLIN 2.EF: Sensor System Technical Support. This is the hourly rate for support technical support resulting from calls or on site trouble shooting of the sensor system when ordered by the Government.

CLIN 2.EG: Photometric Product Development. This is the hourly rate for product development ordered by the Government.

* Government reserves the right to remove the Sensor System and return to the contractor. If the Government removes the Sensor System, the Contractor will not be paid for this CLIN.

(a) WO-FAM has initiated the Aerial Firefighting Use and Effectiveness (AFUE) program.

Objectives of the program include developing and implementing performance metrics to analyze the use of aerial assets that have the ability to deliver water or wildland fire chemicals to meet incident objectives. The Aviation component of the study captures aerial firefighting aircraft (airtanker, helicopter, and water scooper) drops from above (as well as other characteristics such as fire locations and intensity, natural and manmade firebreaks, and ground asset locations) using an infrared (IR) sensor(s). Data collection consists of the recording of incident radio communications, documenting and calculating overall fire behavior, targeted repeated observations of aerial drop footprints, drop coverage, and fire behavior before, during, and after interactions with drops.

(b) The primary platform, a government-owned and operated Beechcraft King Air 200 (N182Z SN BB-402, 1978) fixed-wing aircraft, is to be modified and equipped with a sensor system meeting the described requirement to support the AFUE Mission.

(c) Modifications to the aircraft shall facilitate AFUE mission components such the imager and workstation to be removed by maintenance personnel allowing the platform to perform other agency missions, such as personnel transport and Air Tactical Group Supervisor (ATGS).

(d) Within this statement of work the term “System” consists of the following elements:

(e) All system requirements must be met simultaneously under the described operational condition. For example, a system achieving the Field of View (FOV) requirement by operating at a higher altitude, or increased slant angle which results in a below requirement Ground Sample Distance (GSD) under such conditions are considered unacceptable.

(f) Background.

(1) The AFUE program has previously contracted and evaluated several sensor systems in support of AFUE’s mission requirements to quantitatively measure changes in fire behavior related to aerial firefighting efforts. Through evaluation and operational experience, AFUE’s internal and external Technical Specialist and Subject Matter Experts have developed detailed requirements to allow the commercial market to design and offer systems to support AFUE.

(2) While many systems exist that can meet a requirement independently of another requirement, few exist which can meet requirements simultaneously as a system. For example, a traditional Full Motion Video (FMV) camera is capable of achieving the required coverage area by operating at a higher altitude AGL or viewing the area of interest (AOI) at an oblique angle. However, in doing so, the resolution and GSD required no longer meet the specified requirements.

(3) A mid-wave infrared (IR) Wide Area Motion Imagery (WAMI) system is required to meet these business needs. WAMI is also referred to as Wide Area Airborne Surveillance (WAAS), Wide Area Persistent Surveillance (WAPS), Persistent Wide Area Surveillance (PWAS), Wide Area Surveillance (WAS), and Large Volume Streaming Data (LVSD).

B.3 SCOPE

(a) The scope of the solicitation and resulting contract is for the purchase and installation of the following equipment onto one USFS King Air 200 (N182Z SN BB-402, 1978), as well as provision of the following services:

(1) One sensor system meeting the requirements of this contract installed by one of the following methods:

(a) Avcon STC SA1648CE camera door (currently installed on the aircraft) or other STC’ed camera door and sensor mount.

(b) STC’ed nose mounted retractable sensor mount.

(c) STC’ed belly pod and sensor mount.

Note: The US Forest Service is unsure as to which method(s) would be possible due to not knowing the multiple sensors that could be offered or compatibility with the currently installed camera door. The currently installed camera door does not have to remain but if it does the modification from this solicitation has to be compatible with the existing door, has to replace it or take it back to OEM structure. Offerors are encouraged to propose alternate integration methods.

(2) One weather sensor meeting the requirements of Section B.7 of this contract.

(3) Datalink with WiFi equipment meeting the requirements of Sections B.8 of this contract.

(4) Aircraft Integration of the sensor, weather sensor, data link with WiFi and other ancillary equipment may be approved by one of the following methods. STC’ed installations will result in a more favorable evaluation.

(a) An aircraft OEM installation

(b) FAA STC

(c) Approved for installation by an FAA From 8110-3 with all DER supporting engineering substantiation documentation attached or,

(b) Field Approved for installation with supporting FAA Form 8110-3 and all DER supporting engineering substantiation documentation attached.

(5) Maintenance, Technical Support, and Training for the installed mission components meeting the requirements of this contract.

(6) Photometric product development in support of the AFUE and Fire and Aviation program needs.

B.4 SENSOR REQUIREMENTS

(a) The sensor system shall possess the following imagery capabilities:

(1) Mid-Wave Infrared (MWIR) Wide Area Motion Imager which is capable of providing persistent motion imagery (temporal and spatial data) over wildland fire incidents.

Imagers shall have multi-axis stabilization. Collect 16-bit images (i.e. dynamic range of pixels shall be 12-bit or higher delivered in 16-bit format) and be suited to identify and characterize: active fire spread, drop footprints, and drop/fire interaction during daytime environmental conditions associated with wildfire activities.

(i) In addition to the required MWIR, Short-wave infrared (SWIR) is desired, E/O is also desired but less tha additional infrared. All additional bands shall meet the minimum requirement of the MWIR imager.

(2) When the system is operating at an altitude of 12,500 feet Above Ground Level (AGL) imager shall:

(i) Possess an oblique coverage area greater than one mi2 (2.58 km2, 640 ac.).

Note: Imagers which possess the maximum persistent coverage area available greatly enhance AFUE’s capabilities. As such, systems which produce larger coverage area while meeting all other requirements will be assessed more favorably than those meeting the minimum.

(ii) Provide oblique Ground Spatial Distance (GSD) of 2 meters or less (GSD ≤ 2 meters) at all locations across the persistent area.

Note: The actual GSD of each pixel is not uniform throughout the raw image and varies significantly with terrain height and other factors. Within this document, GSD is assumed to be the value computed using the calibrated camera focal length and camera height above average horizontal terrain. Imagers which possess a smaller GSD over the equal coverage areas will be assessed more favorably.

(3) Infrared detector cooling (if applicable) shall be a closed-loop, self-contained system.

(4) Detect 1-meter diameter spot fire at a temperature of 600 degrees Celsius. See Figure 3 for temperature and nominal wavelength relationship.

(5) Imager shall have a collection rate of 1-5 Hertz. Collection rates greater than 1-5 Hertz are permitted only when the increased collection rate supports onboard Multiple-frame Super Resolution* (SR) compression resulting in 1-5 hertz mission imagery (i.e.

raw collection of 30 hertz is processed using SR methods to produce an enhanced 1-5 hertz product). SR is a desired feature.

*Multiple-frame Super Resolution is a technique which uses the sub-pixel shifts between multiple lower resolution images of the same scene to create an improved resolution image by fusing information from all lower resolution images to create higher resolution images of the scene

B.5 WORKSTATION REQUIREMENTS

(a) The AFUE mission workstation(s) configuration shall support 2 Sensor Operators (SO) in the aft of the aircraft and one Flight Manager (FM) in the right front seat of the aircraft. Workstation configuration and capabilities for the AFUE mission are vital to mission success and shall aim to enhance CRM principles: situational awareness, self-awareness, leadership, assertiveness, decision making, flexibility, adaptability, event and mission analysis, and communication.

(b) Each SO position must have independent transmit and receive capabilities across all existing radios (2 VHF-AM, 3 VHF-FM, ICS)

Figure 4 is for reference only. Workstation, equipment, cargo, fuel, personnel, etc. must be accounted for to ensure proper weight and balance and aircraft performance.

(c) Workstation Configuration

(1) Sensor Operator Position

(i) Overall design of SO positions shall minimize impact to aircraft weight, non-mission critical redundant components, and scale of alteration preformed to the aircraft, resulting in the light (weight), purposeful, and efficient design.

(ii) SO positions shall have full control of all system’s operation components, including power, applicable fuses, and user interfaces.

(iii) SO positions shall support the operation of the entire system from either workstation, i.e. the system shall be fully functional with one SO position vacant, regardless of which is vacant, or two SOs are collaboratively operating the system through task segregation.

(A) Each SO position must have a minimum of 1 dedicated monitor (touch screen desired), mouse, and keyboard. The monitor shall be no less than 22 inches diagonally. Monitors which support Multi-Stream Transport to allow “Daisy Chaining” of additional monitor(s) are desired.

(B) SO position(s) may share core components such as power management units, RAD storage, and server(s) provided components can be accessed from both SO positions while seated in a an AFUE mission configuration and not negatively impact system performance.

(C) SO positions shall be adjacent to one another while in the AFUE Mission configuration. SO Positions may be forward, aft, or inward facing.

(2) Flight Manager (FM) Position

(i) FM position shall not interfere with flight controls or indicator visibility to pilot or the flight manager.

(ii) FM workstation shall be touch screen tablet, 10-12.5 inch class, which connects to the system’s control interfaces wirelessly (installation of in aircraft Wi-Fi required, B.13(b))

(iii) FM shall have full control and access to sensor pointing, moving map, data attribution, and imagery recording.

(iv) FM workstation mount is desired. FM position will not be filled by a qualified pilot. As such, offered mounting solution shall be approved for a non-pilot operation while not obstructing pilot’s instrument visibility and may not be affixed to flight controls.

(3) Dismounted workstation.

(i) A minimum of two (2) laptop style portable workstations are required. If both aircraft SO positions are operated through docking units, a total of 3 units are required. i.e., two associated with SO positions and one for data analysis when not staffing the aircraft.

(ii) Dismount workstation(s) shall possess the functionality of aircraft’s SO workstations except sensor pointing controls unless the portable system is "dockable" within the aircraft at SO position.

(d) Workstation Installation.

(1) Workstation shall not impede emergency exits or routes to exits.

(2) Workstation shall be connected through bulkhead mounted connectors with the exception of the audio connector. Bulkhead connectors shall have attached dust covers for protection when not in AFUE configuration.

(3) Workstation shall be designed to support removal and reinstallation by maintenance personnel to allow the aircraft to perform other agency missions. The installation approval must include a provision to allow this reconfiguration via a logbook entry.

(4) Workstations shall support modular component additions and upgrades.

B.6 AUDIO SYSTEM MODIFICATION

The Aircraft is currently equipped with a Becker DVCS audio control system with three ACU6101 audio control panels, one each at the pilot, copilot and forward right cabin positions.

This modification requires the installation of a forth audio controller at the forward left cabin position and provisions for the two cabin audio controllers to be moved to the SO positions when in the workstation(s) are installed. The following requirements must be met.

(a) A fourth ACU6101 audio control panel shall be installed at the forward left side of the cabin directly across from the third audio panel on the right. This audio panel and installation must be configured identically to the third audio panel.

(b) Provisions for fifth and sixth ACU6101 audio control panels shall be installed at the right and left SO positions, mounted in the workstation(s) and function identically to the forward cabin positions. The SOs must have full use of their respective audio panels while the workstations are installed.

(c) Cover plates shall be provided with attached dummy plugs to allow operation with either the two forward cabin audio panels removed or the two workstations removed. These must be designed to replace the audio controllers using the existing DZUS mounting and connectors.

The aircraft audio connections to the workstations must use the same plug as the audio controller and allow the cover plates to be mechanically and electrically interchangeable between the forward cabin positions and the SO Position when either set is not in use.

(d) The original EM6100 External Memory Module must be permanently labeled “STD” and configured with the cabin audio panels in the forward positions with the workstations removed. A second EM6100 shall be provided by the contractor, permanently labeled “IR” and configured with the cabin audio panels in the installed workstations. Cabin headset positions must follow the on-side audio controllers in both configurations.

(e) An audio recording system shall be installed and meet the following requirements.

(1) Recording of cabin ICS and all communications radios is required.

(2) Output recording is to be timestamped in UTC in synchronicity with collected motion imagery.

(3) Output recording shall be playable codec supported by standard Commercial-Off- The-Shelf (COTS) software of which at least one codec is supported by MS Media Player.

(4) Removable media, or ports to download data, must be accessible from the cabin or cockpit without the use of tools. Downloads will be performed after flight.

(5) A multitrack recorder and mixing deck with independent tracks for cabin ICS and each of the five AM and FM radios is desired. The recorders must present a 600 Ohm load to the cabin ICS Ring Line and each of the transceiver audio outputs to ensure audio quality is not degraded. In previous deployments, 2-channel audio recordings have resulted in tracks where multiple radios have had simultaneous traffic resulting in an inaudible collection of key information.

(6) Audio Playback within the system raster and vector user interface are desired. (i.e., portable workstation)

B.7 WEATHER SENSOR REQUIREMENTS

(a) The Contractor shall procure and install an AIMMS-30 or equivalent aerial weather sensor.

Aerially collected weather data is utilized in conjunction with vector and raster data to describe the condition in which documented events occurred. Link to recommended sensor:

(c) Data must be formatted in a mission/flight file which can be modeled in the Weather Research Forecast (WRF) model and Microsoft Excel file format.

(d) The Weather Sensor shall be installed so that data is available to support all missions including those when the sensor is not in use.

(e) Weather Sensor data does not need to be transmitted outside the aircraft in real or near-real-time.

B.8 DATA LINK REQUIREMENTS

(a) LAN Network – Wave Relay (Persistent Systems) Mesh Network Node(s) shall be provided and installed on the aircraft.

Utilization of existing government wave relay equipment for coordinating aerial and terrestrial data collection within AFUE does not imply this configuration to be a “standard” beyond the scope of the AFUE program.

(1) Avwatch Air Kit AIR300.2 (Kit) or equivalent hardware configuration.

(i) Persistent Systems Wave Relay MPU 5 S-Band radios integrated with 4G and VPN capabilities.

(ii) Installation shall include four (4) Persistent Systems 2.3-2.5GHz blade antennas (3 on the bottom of the aircraft and 1 on top of the aircraft) and one (1) 4G antenna on the bottom of the aircraft. Persistent Systems Antennas shall be connected to the Kit via low loss high-quality aviation grade cabling equivalent to LMR 400 cables using custom length cable terminated with RP TNC on one end and SMA on the other end. Cable length shall be minimized to the greatest extent possible and shall not exceed 12' in length.

(iii) Installation shall allow the operator to easily select between using the top blade antenna or a bottom blade antenna based on mission requirements.

(iv) Data Link Installation. Must be installed so that it is available to support all missions at all altitudes including those when the sensor is not in use.

(v) The Contractor shall provide an in cabin Wi-Fi system to support FM workstation and connection to the LAN Network.

B.9 SENSOR/AIRCRAFT INSTALLATION AND INTEGRATION

(a) One sensor system meeting the requirements of this contract installed by one of the following methods:

(1) Avcon STC SA1648CE camera door (currently installed on the aircraft) or other STC’ed camera door and sensor mount.

(2) STC’ed nose mounted retractable sensor mount.

(3) STC’ed belly pod and sensor mount.

(e) The Imager shall be mounted to the provided airframe in a manner which maximizes imagery capabilities while minimizing performance impacts to the aircraft. The aircraft shall be capable of maneuvering in both right and left-hand orbits without degrading data acquisition quality/or availability.

(f) The sensor integration method shall not restrict the aircraft from performing in the multi mission role. The installation can be configured for removal and reinstallation by certificated maintenance personnel to allow the aircraft to perform other agency missions. The FAA

X installation approval must include a provision to allow reconfiguration via a logbook entry as an approved configuration change.

(g) Sensor configuration must comply with one of the following:

(1) A primary imager in a multi-axis stabilized 360-degree gimbal. Imager shall have an unobstructed continuous pan view from 10 degrees below the lowest horizontal plane of the aircraft (in-flight), and throughout downward pointing angle(s) to the earth's surface directly (perpendicular/nadir) below the aircraft at level (0) pitch, roll, and yaw. [Imager shall have free, 360-degree rotation throughout the horizontal plane parallel to the ground in straight and level flight. In the plane perpendicular to this, imager shall have free rotation from the vertical down position upward to within ten degrees of parallel to the horizontal axis, in either planar direction from vertical. This equates to a total of 160 degrees of freedom in this axis.]

(2) A primary imager in a multi-axis stabilized 360-degree gimbal. Imager shall have an unobstructed continuous pan view from 10 degrees below the lowest horizontal plane of the aircraft (in-flight), and throughout downward pointing angle(s) to the earth's surface directly (perpendicular/nadir) below the aircraft at level (0) pitch, roll, and yaw. Additionally, the integration method shall accommodate an additional Forest Service imager. Example systems include USFS Phoenix, USFS Firemapper, LiDAR, TMAP, AMS, and WAI.

(3) A primary imager in a Look-Down-Gimbal (LDG). LDG Imager shall have an unobstructed view throughout the LDG’s range of motion.

(4) A primary imager in a Look-Down-Gimbal (LDG) with a secondary FMV imager in retractable or non-retractable multi-axis stabilized 360-degree gimbal. LDG Imager shall have an unobstructed view throughout the LDG’s range of motion. FMV Imager shall have an unobstructed continuous pan view from 10 degrees below the lowest horizontal plane of the aircraft (in-flight), and throughout downward pointing angle(s) to the earth's surface directly (perpendicular/nadir) below the aircraft at level (0) pitch, roll, and yaw.

B.10 GENERAL INSTALLATION AND MAINTENANCE REQUIREMENTS

(a) Installation Requirements.

(1)Unless otherwise specified all components installed, and modifications made to the aircraft, shall be FAA approved by one of the following method(s):

(i) Aircraft Original Equipment Manufacturer (OEM) installation

(ii) Under a Supplemental Type Certificate (STC)

(iii) Approved for installation by an FAA From 8110-3 with all DER supporting engineering substantiation documentation attached or

(iv) Field Approved for installation with supporting FAA Form 8110-3 and all DER supporting engineering substantiation documentation attached

(2) Installation and operation shall keep the aircraft in standard category but may move the aircraft to Restricted Category when performing Sensor System missions.

(3) Total increase in weight added to the aircraft will ideally be no more than 600 pounds but shall not exceed 800 pounds.

(b) Technical Installation and Maintenance Requirements

(1) All wiring must be new and meet manufacturer specifications. Shielded wiring shall be used for all audio wires and wherever specified by the system manufacturer. Audio low connections must use a dedicated conductor and not the wire shield. Analog audio wires must have shields grounded at one end only. All shield terminations, splices, and terminal blocks must use environmentally sealed terminations. All coax cables must be RG-142 or RG-400 unless specific cables are required by the system manufacturer.

(2) All wiring shall be installed with adequate service loops to allow equipment to be easily removed and provide connector access for troubleshooting. Equipment installed in the instrument panels must have connectors that extend at least three inches past the instrument panel without the need to access wire bundles or the area behind the panel.

Specific locations may be exempted from this requirement in the instrument panel if wires may interfere with flight controls, but prior government approval is required.

(3) All wiring must be marked at least every six inches along the entire length of the wire with the numbers corresponding to the wiring diagrams. Laser wire marking is preferred.

Coax cables must be marked at each connector identifying the system and, when applicable, the specific connection (e.g., COM 1, NAV ANT and TAS J1). All junction blocks must be accurately labeled and correspond to the system wiring diagrams.

(4) Sensor and workstation systems must not disrupt or interfere with the normal operation of existing aircraft systems including simultaneous use of transceivers at all locations.

(5) After installation, the contractor shall provide testing documentation showing no disruption or interference.

(6) The Contractor’s maintenance facility must be a permanent hanger that is environmentally controlled, secure from unauthorized persons, and capable of completely housing the type aircraft appropriate to the maintenance to be performed.

(7) All maintenance shall be performed in accordance with OEM requirements for the specific aircraft being modified and with the applicable Federal Aviation Regulations.

(8) The Contractor shall have current manuals, technical data, calibrated special tools, and appropriately trained personnel required to perform the services ordered.

(9) The contractor shall be responsible for the proper execution and disposition of all FAA and USFS required maintenance records. Aircraft records shall be maintained in accordance with AC43-9C or later revision. The electronic tracking of the fleet aircraft status requires sharing of these records and close cooperation with the Aviation

Maintenance Inspector in the region each aircraft is assigned (Timmy Rikard of Region 8 at (770) 402-4507 or tbrikard@fs.fed.us.

(10) The contractor shall submit a detailed invoice, maintenance status record and/or document copies to the COR and Regional Aviation Maintenance Inspector in a timely manner following maintenance. This information shall be properly documented, signed and is to include; copies of any new weight and balance revisions, FAA form 337 and other supporting documentation as required.

(11) The Contractor shall allow Government personnel access to the facility and/or aircraft during working hours for the purpose of monitoring maintenance.

(c) Parts and Material

(1) Parts required to support orders for service will be furnished by the Contractor and included in the installation price in the Schedule of Items.

(2) Parts, components, and materials utilized shall be approved by the Federal Aviation Administration, and/or the Manufacturer. All parts and components shall be accompanied with proper documentation such as FAA Form 8130-3, manufacturer’s tag, work order or acceptable maintenance release. Documentation shall identify total time in service if a life-limited part and time since overhaul if applicable.

(3) Parts, components, and materials removed from the aircraft and replaced shall remain the property of the Government until the Contracting Officer authorizes their disposition in writing as an exchange item or scrap in accordance with 52.245-1 Government Property. Items not authorized for disposition will be released to the Government. The Contractor shall identify to the Contracting Officer’s Representative, those items that the Contractor believes to be the cause of a failure or malfunction.

(d) Reports and Records

(1) The Government shall provide current historical records to the Contractor at the time that maintenance is performed and upon delivery to the Contractor(s) of the Government furnished property (aircraft parts and accessories) to be managed.

(2) The Contractor shall enter in the historical records all Airworthiness Directives, Manufacturers Service Bulletins or other modifications, and all significant maintenance actions accomplished.

(3) The Contractor shall further record whether such modifications were performed under company specifications, FAA specifications or engineering order, or by replacement of parts due to normal attrition.

(4) The Contractor shall record as “previously complied with” all Modification and Service Bulletins that have been found to be previously accomplished but not recorded and the specific method or action that shows compliance.

(5) All maintenance performed shall be recorded in accordance with Federal Aviation Regulations Part 43 and Federal Aviation Regulations Part 91, including aircraft time-in-service and hour- meter readings.

(6) All repairable parts or components removed for replacement shall be identified and documentation attached, as to the aircraft removed from, date and aircraft time when removed, the part condition or reason removed and part total time and cycles, time since last overhaul as applicable if a life-limited part.

B.11 CERTIFICATIONS FOR INSTALLATION/REMOVAL AND MAINTENANCE PERFORMED

(a) All installations and removals shall be performed by an FAA Certified Repair Station with either an appropriate class or limited rating for the individual make and model of aircraft, engine, propeller, rotor, appliance, or component part to be maintained.

(b) The contractor or subcontractor must possess and maintain FAA privileges for the return to service of the aircraft or related parts or appliance in accordance with 14 CFR 145.201 and/or

14 CFR 65.95.

(c) The Contractor shall maintain a Drug and Alcohol Program which complies with the procedures set forth in 49 CFR part 40.

(d) All maintenance must be performed and recorded in accordance with 14 CFR Ch 1 Parts 39, 43, 91 and 145.

(e) Component manufacturers, USDA Forest Service supplements to those instructions and manuals, applicable FAA Airworthiness Directives, and service instructions considered mandatory by the aircraft or component manufacturer shall also be adhered to unless otherwise ordered by the Contracting Officer.

(f) The Contractor(s) may have agreements with other appropriately rated facilities (subcontractors) for the performance of maintenance on those items that the Contractor is not rated. The Government shall approve any subcontracted service prior to the Contractor's obtaining that service.
