A. Cover Page; Item 3: Add a requirement to provide your response to paragraph E.3 as well as E.7 and E.10.

B. Page 2; B.1(b) CLIN 2.Ab: Change to read Lease of one sensor from “Date of Delivery” through December 31, 2017 (payments for the first month will be prorated based on available days and total days in the month).

C. Page 11; B.3(a)(1)(a) and (c): Add “and sensor mount” to the end of the sentence to clarify the requirement.

D. Page 11; B.3(a)(1)(Note): Add the following sentence to the paragraph as the second sentence:

E. Page 11; B.3(a)(4): Reword section to clarify the FAA approval requirements for the aircraft integration and to annotate that STC’ed solutions will receive a more favorable evaluation as follows:

(4) Aircraft Integration of the sensor, weather sensor, data link with WiFi and other ancillary equipment may be approved by one of the following methods. STC’ed installations will result in a more favorable evaluation.

(a) An aircraft OEM installation

(b) FAA STC

(c) Approved for installation by an FAA From 8110-3 with all DER supporting engineering substantiation documentation attached or,

(b) Field Approved for installation with supporting FAA Form 8110-3 and all DER supporting engineering substantiation documentation attached.

B.9 SENSOR/AIRCRAFT INSTALLATION AND INTEGRATION

(a) One sensor system meeting the requirements of this contract installed by one of the following methods:

(1) Avcon STC SA1648CE camera door (currently installed on the aircraft) or other STC’ed camera door and sensor mount.

(2) STC’ed nose mounted retractable sensor mount.

(3) STC’ed belly pod and sensor mount.

Note: The US Forest Service is unsure as to which method(s) would be possible due to not knowing the multiple sensors that could be offered or compatibility with the currently installed camera door. The currently installed camera door does not have to remain but if it does the modification from this solicitation has to be compatible with the existing door, has to replace it or take it back to OEM structure. Offerors are encouraged to propose alternate integration methods.

(b) One weather sensor meeting the requirements of Section B.7 of this contract.

(c) Datalink with WiFi equipment meeting the requirements of Sections B.8 of this contract.

(d) Aircraft Integration of the sensor, weather sensor, data link with WiFi and other ancillary equipment may be approved by one of the following methods. STC’ed installations will result in a more favorable evaluation.

(1) An aircraft OEM installation

(2) FAA STC

(3) Approved for installation by an FAA From 8110-3 with all DER supporting engineering substantiation documentation attached or,

(4) Field Approved for installation with supporting FAA Form 8110-3 and all DER supporting engineering substantiation documentation attached.

(e) The Imager shall be mounted to the provided airframe in a manner which maximizes imagery capabilities while minimizing performance impacts to the aircraft. The aircraft shall be capable of maneuvering in both right and left-hand orbits without degrading data acquisition quality/or availability.

(f) The sensor integration method shall not restrict the aircraft from performing in the multi mission role. The installation can be configured for removal and reinstallation by certificated maintenance personnel to allow the aircraft to perform other agency missions. The FAA installation approval must include a provision to allow reconfiguration via a logbook entry as an approved configuration change.

(g) Sensor configuration must comply with one of the following:

(1) A primary imager in a multi-axis stabilized 360-degree gimbal. Imager shall have an unobstructed continuous pan view from 10 degrees below the lowest horizontal plane of the aircraft (in-flight), and throughout downward pointing angle(s) to the earth's surface directly (perpendicular/nadir) below the aircraft at level (0) pitch, roll, and yaw. [Imager shall have free, 360-degree rotation throughout the horizontal plane parallel to the ground in straight and level flight. In the plane perpendicular to this, imager shall have free rotation from the vertical down position upward to within ten degrees of parallel to the horizontal axis, in either planar direction from vertical. This equates to a total of 160 degrees of freedom in this axis.]

(2) A primary imager in a multi-axis stabilized 360-degree gimbal. Imager shall have an unobstructed continuous pan view from 10 degrees below the lowest horizontal plane of the aircraft (in-flight), and throughout downward pointing angle(s) to the earth's surface directly (perpendicular/nadir) below the aircraft at level (0) pitch, roll, and yaw. Additionally, the integration method shall accommodate an additional Forest Service imager. Example systems include USFS Phoenix, USFS Firemapper, LiDAR, TMAP, AMS, and WAI.

(3) A primary imager in a Look-Down-Gimbal (LDG). LDG Imager shall have an unobstructed view throughout the LDG’s range of motion.

(4) A primary imager in a Look-Down-Gimbal (LDG) with a secondary FMV imager in retractable or non-retractable multi-axis stabilized 360-degree gimbal. LDG Imager shall have an unobstructed view throughout the LDG’s range of motion. FMV Imager shall have an unobstructed continuous pan view from 10 degrees below the lowest horizontal plane of the aircraft (in-flight), and throughout downward pointing angle(s) to the earth's surface directly (perpendicular/nadir) below the aircraft at level (0) pitch, roll, and yaw.

G. Page 24; B.13(b) and (c): Delete paragraph 13(b) in its entirety and replace with the following and change existing paragraph (c) to paragraph (d):

(b) Detailed documentation for system operation, applicable field maintenance, and troubleshooting shall be provided upon delivery and updated upon any modification performed.

(c) On-the-job sensor system operation training for Agency SO staff (total 5 people) as well as required field maintenance and troubleshooting, shall be provided.

(1) On-the-job training shall be conducted by a provider SME over no more than the first 60 day period after acceptance of the completed system.

a. Training shall consist of approximately 80 hours of ground instruction and 10 in-flight instruction hours per Agency SO. This training is a part of the sensor system price and will not be paid separately under the contract.

b. The trainer shall only function within the scope of a proficient SO providing instruction to Agency employees in order to achieve the same level of SO proficiency.

c. The trainer shall update all system operation documentations, applicable field maintenance manuals, and troubleshooting guides in order to reflect the AFUE mission ConOps and fully reflect the mission training required for all current and future agency SOs.

d. Each trainer shall complete resident Agency Aircrew Resource Management Training and Interagency Aviation Training (IAT, https://www.iat.gov) web-based “Aircrew Member with Hazmat requirement” training prior to providing inflight instruction to Agency SO staff. Certificate of Completion shall be provided to the CO or designated representative.

i. Aircrew Member with Hazmat requirement:

A-100 Basic Aviation Safety (5hr)

A-110 Aviation Transportation of Hazardous Material (2hr)

A-116 General Awareness Security (0.5hr)

A-200 Mishap Review (2hr)

S. Page 78; E.4(b)(4): Add (i) under the evaluation to document that we will be evaluating the installation methods for the sensor system. Change existing paragraph (i) to (ii) and existing (ii) to (iii):

(i) Installation approval methods and compatibility with the aircraft in its multi mission role. Installations that allow the aircraft to maintain more efficient use by a more proven installation method (STC), less time to convert to the passenger configuration and has a lower equipped weight when the mission equipment is removed will result in a more favorable evaluation.

(ii) Total Weight of the Sensor System. The Government will evaluate the total weight of the sensor system based on the maximum installation weight of the total sensor system offered. The lower total estimated weight, the more favorable evaluation your offer will receive.

(iii) Delivery Date of the fully installed Sensor System. The Government will evaluate the maximum delivery time offered for the installation of the complete sensor system into the aircraft. Delivery dates that provide for less time from delivery of the aircraft to the Contractor’s facility to the time the aircraft is redelivered back to the Government with an FAA approved Sensor System will receive a more favorable evaluation.
