Forest Road and Trail Maintenance and Construction on the Chugach National Forest Service

Preproposal Meeting, 21 July 2016 and 10am

The purpose of the meeting is talk about amendment 004 and the changes that were made. The changes to the schedule of items and the sample tasks is significant. That is the reason for extending the response date.

Forest Service explained that this type of contract has been done in the past. The original solicitation, for this current requirement, tried a new approach that did not work. Did not receive enough proposals to make multiple awards for each area.

Amendment 004 brings the schedule of items back to what has been done in the past. It represents the most common line items that will be in task announcements; however, it is not all inclusive. The new schedule is for traditional pricing no longer just a fully burdened labor rate.

Include all labor and materials required to complete each line item—do not include mobilization.

Forest Service discussed that the base period is two years and the pricing for each line item will be the maximum that may be submitted on task announcements. Pricing for out years has changed with this amendment. Instead of entering unit prices, contractors will submit a percentage to adjust the entire schedule of items.

Floor opened to questions regarding base schedule of items. No questions were asked regarding the base schedule of items.

The specifications for the work to be performed under this IDIQ did not change. The base schedule of items and the sample tasks were changed with amendment 004.

There are two base schedules of items—one for each project area. Contractors only need to submit pricing for the area they are interested in performing work.

Schedule B.2 is for Seward and Glacier Ranger Districts Schedule B.3 is for Cordova Ranger District.

The technical evaluation will be based on the sample tasks. There is one (1) sample task for each area. The sample task is for a typical road blading project and includes the specifications sand area maps. The submission should include a narrative of how the work will be performed and complete the sample task schedule of items. Contractors only need to submit a response for the sample task that is in the area you want to work in. If you want to work in both areas; submit both sample tasks.

Question: There is no sample task for road way vegetation removal.

FS Response: No there is not. Even though a contractor would not do road blading; must propose for the road blading sample task for evaluation purposes.

Question: Page two of the sample tasks says that the work is not subject to the Davis-Bacon Act.

FS Response: Road blading is considered a service. The work is subject to the Service Contract Act. Notice that the base schedule of items: lines 1 – 5 are subject to the Service Contract Act (SCA) and lines 6 – 14 are subject to the Construction Wage Rates (formerly known as Davis Bacon Act).

Talked about magnitude of typical construction projects that may be awarded under this IDIQ and where that information is found in amendment 004.

Response date extended to 10 am on 26 July 2016. Responses may be submitted by email; mail, hand carried to faxed (907-743-9492) so long as they reach this office before 10am.

The meeting ended at about 10:23 am.
