AG-0120-S-16-0003 Forest Road and Trail Maintenance and Construction 1

Seward/Glacier Ranger Districts Sample Task. This Sample Task requires compliance with the most current Service Contract Act Wage Determination. The task is for road maintenance on 20.8 miles of approximately 14-foot wide, single-lane gravel road on the Glacier and Seward Ranger Districts in Southcentral Alaska. See the Work Schedule by Road below. See also the attached Glacier and Seward Ranger Districts Road Location Maps. Work involves regrading of the gravel surface and Spot Surfacing. Spot Surfacing of 100 cubic yards total will be installed as directed by the COR. See Schedule C below for additional Specifications and Description. Section C applies to both Sample Tasks.

Narrative Description of Work Methodology: Each offeror shall submit with Sample Task pricing a narrative description of how they would complete the work defined in the Sample Task in accordance with the requirements of Section L.11(b).

THE FOLLOWING APPLY TO BOTH SAMPLE TASKS

Section C – Description and Specifications

C.1 – SERVICE REQUIRED:

Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Clean and shape ditches where needed.

This work is not subject to the Davis-Bacon Act.

C.2 – PERFORMANCE STANDARD:

A road surface is maintained to standard when the surface is compact, crowned, or sloped to drain, without segregation of the surfacing materials. The road surface has no ruts or rills, suitable materials have been recovered and incorporated. Unsuitable materials have been removed.

Ditches and road surface drainage structures function efficiently. Refer to Acceptable Quality Level Table.

C.3 – GENERAL WORK REQUIREMENTS:

General:

1. Contractor shall provide all equipment, materials and labor necessary to complete the work.

2. Warning signs shall be provided by the Contractor and shall be placed in accordance with

Manual of Uniform Traffic Control Devises (MUTCD), current edition, standards while work is in progress. This shall include “Slow Moving Equipment” signs attached to all road surface equipment.

3. Contractor shall notify the COR three working days prior to the day of beginning work on a road in order to coordinate inspection activities during Forest Service business hours, unless otherwise approved in writing by the Contracting Officer’s Representative.

4. Waste material from ditch cleaning and/or oversized material generated by maintenance work shall be discarded and scattered on the down slope side of the road or across the ditches on each side of the road on level ground in the direction of travel. Take care not to damage trees when scattering waste materials.

Watering:

1. The Contractor shall apply water to the road surface only to the full extent necessary to prevent segregation of the surfacing material and to maximize the compaction potential of the surfacing material as required elsewhere herein. The water must be clean, free of oils, hazardous chemicals, or any known pollutant agents.

2. Contractor may elect to obtain water from government and non-government sources other than those designated (if any) in the Work Listing. Government water sources are subject to approval by the Government. Non-government sources would not require approval by the Government for use as a source.

3. Contractor is responsible to obtain the right to use the water from all sources.

4. Draft hoses used to extract water shall be tightly fitted with screens having openings no larger than 3/32 inch.

5. Water shall be extracted from streams in such a manner that a flow, adequate for fish survival, is maintained at and below the point of extraction. Water extraction means and equipment shall not change or remove stream bed or habitat materials at or adjacent to any point of water extraction.

Equipment Cleaning:

Equipment shall be clean of all soil, seeds and other foreign material prior to mobilization onto National Forest lands and prior to moving from one work location to another.

Spot Surfacing:

1. The contractor shall furnish and place crushed aggregate at locations where grading is not effective due to the absence of sufficient aggregate surfacing material. The contractor shall coordinate with the COR and Inspector on these locations.

2. The contractor shall notify the COR as to the location(s) and quantity of the material placed not to exceed the awarded amount in the contract.

3. The Spot Surfacing material shall be mixed in with the existing surface materials and watered accordingly in order to maximize the compaction potential of the surfacing material.

C.4 - MEASUREMENT:

1. Unit of Measure is linear mile and completion of the Task Order Items listed. Work must be completed across the full width of the road segment measured for completion of each linear mile.

2. Unit of Measure for initial contract mobilization will be Lump Sum. Additional mobilization to multiple project locations for completion of the contract work items is considered incidental.

3. Linear measurement will be determined to the nearest one-tenth (1/10) mile along road centerline as measured with a Forest Service vehicle odometer, up to the Task Order Quantity Order. Mobilization, Scarification, Compaction, Equipment Cleaning, and Watering will not be measured separately for payment.

4. Blading of intersections, turnouts, private drive entrances, pull offs, watering and movement of equipment for repairs, other uses, and/or site to site is considered incidental.

5. Measure crushed aggregate by the cubic yard in the hauling vehicle. The contractor shall provide a record of each delivery and document it in an acceptable manner. (Refer to FP03 and Forest Service Supplemental Specification Requirements)

C.5 - QUALITY ASSURANCE:

1. The Government intends to inspect the work to the standards found in the Table of Acceptable Quality Levels.

2. Payment will be based upon 100% acceptable completion. Deductions for unacceptable performance are established in the form of re-work at contractor expense.

C.6 - PROJECT LOCATION:

Project locations are shown on the attached map(s).

C.7 - PRICE RANGE:

The estimated price range is less than $50,000 for Seward and Glacier Ranger Districts and less than $25,000 for Cordova Ranger District.

C.8 - SPECIFIC WORK REQUIREMENT:

The Contractor shall provide all materials, equipment, and labor to complete work in accordance with the requirements for sample task order defined herin along with accompanying FP03 Specifications and Forest Service Supplemental Specifications of the contract.

C.9 - COMMENCEMENT PROSECUTION, AND COMPLETION OF WORK (FAR

52.211-10) (APR 1984)

The Contractor shall be required to (a) commence work under this contract according the terms of the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use no later than September 15, 2016. The time stated for completion shall include final cleanup of the premises. Work is estimated to begin on or before August 15, 2015.

Past Performance, Price, and Availability will be considered for the “Best Value” evaluation. The order of importance corresponds with each criteria’s preceding order of appearance.
