Pre-Proposal Conference Call
Forest Roads and Trail Maintenance and Construction 02 June 2016 @ 10:30 am
This solicitation is a request for proposal (RFP) and it is a small business set aside under North American Industry Classification System (NAICS) code 237310 (Highway Street and Bridge Construction) — size standard for small business is $36.5 million.
Proposals are due by 10 am Alaska time on 09 June 2016. Proposals may be emailed, hand-carried or mailed. (Reference the posting on Federal Business Opportunities (FBO) for fax, email and address information.)
Offerors shall acknowledge all amendments when they submit their quotes. Amendment 01 corrected the proposal due date (posted on 10 May 2016). The notes from this pre-proposal conference call will be posted as an amendment.
Review section L, Instructions to Offerors. This section explains what needs to be submitted with the offer.
Review section M. Proposals will be evaluated in accordance with the evaluation factors in section M.
Review Sample tasks A & B.
Review Section B, Schedule of Items—not similar to previous solicitations. Pricing for fully loaded labor to perform each line item task.
In order to be eligible for award, contractors shall be registered in the System for Award Management and the certifications and representations must be filled out. The registration must be active.
The successful contractor will be required to submit their invoices electronically through the Invoice Processing Platform (IPP). More information can be found at www.ipp.gov.

Denise reviewed all the agenda items listed above except form section B, schedule of items.
Jason reviewed section B, schedule of items. The line items are general and not all inclusive. It is possible for some task announcements to include items not in the schedule of items. Schedule B will set the maximum rate-for labor only—for those tasks.
Contractors are not required to bid on all line items. Only bid on the items you are interested in performing. Jason explained that the bid schedule is set up for two (2) separate areas: B.2 is Seward/Glacier area is and B.3 is Cordova area. Schedules are the same for both areas. Reviewed the option year and explain reason for labor only rates. Contractors do not have to submit prices for both areas.
Goode Construction submitted the following questions, in writing, during the meeting. The questions were discussed during the meeting:
1. Regarding Item SG_3 & 4; Unit pricing = CYD, in order to bid to this unit, distance from materials source is required along with approx area (sqy) of repair. Please provide
2. Item SG_11, Resurfacing Bridge Surface, Please provide specifics
3. Items SG_12, please provide site details (e.g. depth of overburden, vegetations, mining plan, etc.
4. Item SG_13, Please provide gradation report & site location
5. Item SG_14, Site details required (tree/vegs/etc…)
6. Item SG_15, Please provide design, location of work, & material site location details
7. Item SG_16 & 17 & 18, Please provide material source location/distance from work site
8. SG_19, please clarify work (Sidecast Slide & Slough Material).
9. Item SG_20, Please define anticipated areas that would require this service, related to the road or trail systems
10. Item SG_21 & 22, Plans & locations required to bid, please provide
11. Item SG_23, Please provide plan detail of specific type of water bar required
12. Items SG_24 ~ 33, please define average length of crossing (typical roadway and/or trail width) and if on a trail, the distance work site is from road access
Discussion:
Question 8: SG-19-What is the assumption on the process? Forest Service responded—place on out-slope of road; outside of prism.

Discussed the fact that each contractor will make their own assumptions. The Forest Service will need to provide more information for the items above in order to receive realistic prices for each line item.
Forest Service anticipates issuing a replacement schedule of items in an amendment.
Goode Construction – appreciate the way the schedule is crafted.
Western Construction and Equipment asked about SG-14 in schedule B. The unit of issue is mile in solicitation and it is usually by the acre. SG-09 is by the mile. Removal of roadway vegetation is not the same as clearing and grubbing.
Jason reviewed each of the project description for each sample task.
Task B – intent of 5710 is pre-engineered steel bridge.
Actual task announcements will be more specific and include specifications and drawings. The purpose of the sample tasks is to evaluate understanding of work the Forest Service does.
Discussed the intent of this indefinite delivery indefinite quantity contract is to create a list of qualified contractors to perform road work. Explained the process for fair opportunity for all successful contractors to compete on task announcements. Intent is to compete among all successful contractors.
Discussed the exceptions to fair opportunity that are listed in the contract. Reference G.6.
Discussed minimum and maximum value of the contracts—reference Section I, AGAR clause 452.216-13 Minimum and Maximum Contract Amounts.
Discussed two task orders that may be issued in conjunction with award of the parent contracts— Russian River Campground Road Repairs, Roadside Brushing in Cordova, AK.
Discussed BioPreferred clauses that are in the contract and attachment 4, the listing of BioPreferred Product Categories. Most commonly used BioPreferred product that may be used would be geotextile.
