PART I – THE SCHEDULE

SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS

SCHEDULE OF ITEMS

This is a Fixed Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for maintenance and construction of roads and trails on the Chugach National Forest. This is a multiple award contract with the total number of awards being dependent upon responses received.

The following schedules represent two (2) separate work areas identified in this solicitation: one area being Seward & Glacier Ranger Districts, the other being Cordova Ranger District. Offerors are not required to submit prices for both areas, or for all items within each area.

Any given individual task order for work may not necessarily have all pay items of the contract included.

Additional pay items not in the base and option bid schedules may be included in individual task orders.

Unit prices submitted by an offeror will be the maximum unit prices the Government will accept for each line item for Base Period. The Annual Price Adjustment for Option Periods will be applied to all items for which a price was given for the Base Period to establish the maximum offered prices for Option Periods. Discounted line item prices will be accepted for proposals and work on individual task orders.

The Government intends to award multiple indefinite delivery indefinite quantity (IDIQ) contracts for each work area’s schedule of items. The actual number of awards will be dependent upon the offers received and the best value analysis process. The intent is to have a sufficient number of awardees to provide a pool for competition of task orders within each work area.

The Government reserves the right to not make awards for all of the work areas should competition or prices be deemed inadequate, unreasonable or unbalanced. The Government is not obligated to use resulting IDIQ contracts exclusively for this type of work in the work areas.

Each contractor selected as a multiple award contractor under this IDIQ is guaranteed a minimum award of $2,000.00 of work under awarded task order(s) prior to the end of the contract term, including the exercise of option years. See Provision H.3 for procedures for awarding individual task orders.

UNIT PRICES: Each price entered in Schedule B for an individual line item constitutes the offeror’s proposed maximum total price, including labor, supervision, equipment, materials and other incidentals for completion of one unit of measure for the Base Period of performance. Schedule B prices shall not include mobilization. Mobilization will be priced at the time of submission of responses to individual task announcements. As an example, the unit price for the base period for item SG_1 “81101A, Blading Roads with Compaction A” would include the maximum price that the contractor could charge the government to complete one mile of Road Blading meeting the specification in the line item description on the Seward or Glacier Ranger District.

B.4 Annual Price Adjustment

Offerors wishing to propose revised prices in successive years shall state in the spaces below the price adjustment percentages to be used by the Government to compute future year prices, to be effective for the option years. For instance, a 3% price adjustment factor is shown as 3% (rather than 103% or 1.03). Note that

The factors stated will be compounded annually, for example, the Option Year 2 factor would apply to the fully adjusted Option Year 1 price, rather than the Base Period price. If no percentage is entered, future year prices will be the same as Base Period prices. Any option year price adjustment percentage provided by an offeror under this section shall not include increases in labor that are already covered under the adjustment provided for in FAR Clause 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards – Price Adjustment (Multiple Year and Option Contracts) (May 2014).

Offer’s price adjustment percentages(s):

Option Year 1 ___________% Effective April 1, 2018 – March 31, 2019

Option Year 2 ___________% Effective April 1, 2019 – March 31, 2020

Option Year 3 ___________% Effective April 1, 2020 – March 31, 2021

B.5 Technical Proposal Requirements

Notice that Section L.11 of this solicitation requires that sample task proposals be submitted for each work area for which an offeror is submitting pricing in Schedules B.2 or B.3. Offerors need not submit a sample task proposal for areas in which they are not submitting pricing. Sample task proposals must meet all requirements of Section L.11(b), including submission of a narrative description of how an offeror would complete the work along with pricing. See Section L for all INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS.

B.6 Locations of Work

Road work performed under this contract will occur in two (2) separate areas in the Chugach National Forest. These areas fall within the boundaries of the Seward/Glacier Ranger Districts and the Cordova Ranger District. Most of the work the Seward/Glacier Ranger Districts will occur on forest roads connected to the Alaska State Highway System. The Cordova Ranger District work can be accessed via the Copper River Highway. Cordova is not connected to the main State road system, where the majority of commerce and construction occurs, but is served by commercial air carriers, commercial barge lines and the Alaska Marine Highway System. Specific locations of work will be identified in the individual task orders.

B.7 Contract Period

The Base Period of performance begins on date of award and ends 31 March 2018. Option Year Periods are defined in B.4 above.

It is anticipated that initial task announcements will be issued immediately after contract award. Subsequent task announcements are subject to need for work and availability of funds and shall be performed within the performance period specified in the task order.
