About this file
This document is a Questions and Answers (Q&A) response file for a federal leasing solicitation. It addresses inquiries submitted during the Alaska AI Data Center Virtual Industry Day held on April 23, 2026, for Proposal No. AFCEC-26-R-0006, issued by the Air Force Civil Engineer Center (AFCEC) for potential AI data center development at Clear Space Force Station, Joint Base Elmendorf-Richardson, and Eielson AFB, Alaska.
The Q&A clarifies key proposal submission and selection criteria: offerors may submit separate proposals for individual projects or multiple integrated projects across different parcels and installations, with each project requiring its own submission and financial model. The Government may select multiple offerors for different parcels at an installation but will not award multiple offerors for the same parcel. Offerors may propose leasing only a portion of available parcel acreage and are responsible for estimating demolition costs and reserves. Financial models must integrate capital costs, operating expenses, and revenue for both power generation and AI data center activities on a combined basis. Lease commencement timing is to be determined; once a lessee is selected, negotiations will commence within approximately 30 days, with National Environmental Policy Act (NEPA) compliance requiring several months before lease execution. Fire department and emergency services costs will be assessed on a per-call basis, determined during lease negotiations. The Government will grant easements to utility companies for water and gas service access crossing installation land outside leased parcels. Currently, the Government does not intend to use the AI data centers for its own workloads.

ARTIFICIAL INTELLIGENCE (AI) DATA CENTER REQUEST FOR LEASE
PROPOSAL NO. AFCEC-26-R-0006 AT CLEAR SPACE FORCE STATION, JOINT
BASE ELEMENDORF-RICHARDSON, AND EIELSON AFB, AK
RESPONSES TO QUESTIONS SUBMITTED DURING THE ALASKA AI DATA
CENTER VIRTUAL INDUSTRY DAY HELD ON 23 APRIL 2026
Responses to Questions Submitted During the Alaska Artificial Intelligence Page 1 Data Center Industry Day, 23 April 2026 (AFCEC RFLP No. AFCEC-26-R-0006)
No. Question Answer 1 What is the expected lease commencement date?
Expected lease commencement is to be determined. Once a Potential Lessee is selected, the Government will commence lease negotiations within approximately 30 days. Multiple activities must be completed prior to lease signing with some items (such as compliance with the National Environmental Policy Act [NEPA]). NEPA will take several months to complete.
2 Will we be able to submit and build a project across multiple plots on one base?
Yes, if the installation approves parcel development.
3 Do we need to submit a separate model and write-up for each site?
For each Project that wishes to submit a proposal, submit a separate submission and model.
There is no requirement to include all sites in a proposal. A Project may include one parcel on an installation, or it may include multiple parcels that comprise one integrated Project. Similarly, an Offeror may submit multiple proposals for multiple Projects on installation if the Projects are unique and independent of the other Projects on the installation.
4 Does DOW intend or reserve the right to select different Lessees for each individual project site at the different bases listed in the RFLP? i.e. Will each proposed project for each base/site location be evaluated individually on its own merits in accordance with the RFLP evaluation criteria? Or will DOW only consider the entire proposal of each Lease for all sites proposed for AI datacenters?
The Government may select up to one Offeror for each parcel. The Government may select multiple Offerors for Projects on installation but will not select multiple Offerors for the same parcel.

Number Question Answer 5 Joint base Elmendorf Richardson - Sites 2 and 5: RFLP indicates both sites could be potentially used in future by 11th ABN Div for training land area. At what point in the proposal process will DOW determine if this precludes the use of these two sites for a proposed project?
Based on the merits of the proposal, the Government will decide on whether to proceed with the proposed project or maintain the land for military training.
6 Site fire department and emergency services costs: For those sites that are located within the boundary fence perimeter of the bases - Has the DOW defined an annual or monthly cost for providing these services or are these services provided on a "per call" basis with no mandatory base service cost?
These costs will be on a “per call” basis the cost of which will be determined during the negotiations process and documented in a lease.
7 Do we need to submit a separate Financial Model for the onsite power generation or only include it as a line item in the Datacenter Model?
Yes, submit an integrated model that captures the capital costs, operating expenses (OPEX), revenue, etc., of both power generation and AI data center activities. The required pro forma entries may be presented on different tabs if desired.
8 Do you have any specific requirements or cost estimates for the demolition reserve?
It is the responsibility of the Offeror to estimate demolition costs and the corresponding demolition reserve.
9 What are going to be the rights of way for enclosed sites to have access to water and gas services?
The Government would grant an easement to a utility company to reach the project if the line must cross installation land outside of the leased parcel.

Number Question Answer 10 Site lease usage - Does the proposal need to consider leasing the entire land area of each site or rather can the lease propose to only lease a sub-section of the site area? Considering there are some wetlands and future military expansion plans that may prohibit the use of the entire site for an AI datacenter. Example Eielson Site #2 is 393 acres - Can the lease propose to only lease 200 acres of this site?
Offerors can submit a proposal using only the portion of a parcel they desire to develop on.
11 How many total acres are included in this project?
Please see the RFLP.
Acreage for each parcel is provided.
12 Will there be multiple awards at the site level? For example, will Joint Base have 5 awardees — a “best athlete” approach?
The Government can make multiple awards at the installation level but will make a single award for a specific parcel.
13 Does the Government intend to use the AI datacenters for their workloads?
At this time, the Government does not intend to use the AI data centers for its own workloads.
