About this file

This is a Questions and Answers document for the Department of the Air Force Enhanced Use Lease (EUL) solicitation for an Alaska AI Data Center. The Q&A, posted on 11 June 2026, addresses inquiries from potential lessees regarding three Air Force locations in Alaska: Joint Base Elmendorf-Richardson (JBER AFB), Eielson AFB, and Clear Space Force Station (SFS).

For general inquiries, the Government directs respondents to refer to parcel-specific information in the RFLP appendices and previously posted questions regarding power, water, wastewater, telecommunications infrastructure availability, and environmental baseline data including wetlands, PFAS, UXO, and landfills. For Eielson AFB Site 1, construction permits are processed through North Pole Township and North Star Borough, with KML files available for mapping the offered sites. For Clear SFS Site 1, the Government clarifies that a new access road north of Clear Road west of the Alaska railroad cannot avoid the railroad easement due to a 200-foot easement centered on the track and a future front gate project. Alternate access is available via Anderson Road after the railroad crossing through the North Gate, though this would require an active North Gate and impact Security Forces operations. JBER AFB has no remaining questions listed at this time.

Eielson AFB - Questions and Answers

Sites 1 – Who is responsible for processing construction permits?

North Pole Township and North Star Borrough.

Are there available KMZ/KML files associated with the offered sites?

Please refer to the posted KML files for Eielson locations.

Clear SFS – Questions and Answers

Site 1: Is it possible to construct a new access road off the north side of Clear Rd., to the west of the Alaska railroad (RR), in order to avoid building a new railroad crossing?

The RR has a 200’ easement centered on the track. Clear has a future front gate project that encroaches the West railroad easement. Alternate access could be after the RR crossing on Anderson Road after the RR crossing through the North Gate.

This would require an active North gate to the base impacting the Security Forces.
