About this file
This document is a Questions and Answers (Q&A) #5 release from the Department of the Air Force for an Enhanced Use Lease (EUL) solicitation for an Alaska AI Data Center, issued on June 2, 2026. The Q&A addresses inquiries across three Air Force installations: Joint Base Elmendorf-Richardson (JBER AFB), Eielson AFB, and Clear Space Force Station (SFS), with additional general questions noted for future release.
For Eielson AFB, key responses address site-specific conditions affecting project development. Question 65 clarifies that the U.S. Army Corps of Engineers (USACE) is remediating an encroachment from a private citizen on Site 1 and tagging property lines, with the developer responsible for removing large items if that portion is needed. Question 66 indicates that a power line feeder running to the CHPP on Site 5 is unavailable for project use. Question 67 addresses PFAS (per- and polyfluoroalkyl substances) contamination across multiple sites, noting that Site 4 has confirmed contamination within the PFAS plume, Sites 2, 3, and the lower portion of Site 5 likely have PFAS contamination, and an Environmental Baseline Survey (EBS) will be required to determine specific PFAS levels; the plume is actively spreading and may expand beyond current 2024 map boundaries. Question 68 from Clear SFS requests utility maps including pre-construction work, with a reference to provided utility documentation. Remaining questions for JBER and general topics are pending release.

Eielson AFB - Questions and Answers
Site 1 - Questions regarding the encroachment: process for removal?
Responsible party?
USACE has begun the process of remediating the encroachment from the private citizen as well as tagging the property line. There are many large items located on the site from the encroachment and the developer will need to remove if that portion of the parcel is needed for the Project.
66 Site 5 – Any additional information to share regarding the power line going through the Site?
There is a feeder that runs off the line to the CHPP. Use of the line is not available to support the project.
67 All - Can you provide additional details on the PFAS levels for each Site?
Please refer to the posted Eielson PFAS Plume Map. The plume is spreading.
What shows as outside the plume as of the 2024 map may be within the bounds of a PFAS contamination plume now or in the future. An EBS will be required to determine PFAS levels.
Site 4: Contamination located within the plume.
Site 2, 3, and the small bottom portion of 5: PFAS likely.
