About this file

This document is an Invitation for Bid (IFB-25-044) issued by the City of St. Petersburg Water Department for a comprehensive coating project for aerator tanks and flumes. The project involves clean and recoating of the interior and exterior surfaces of two aerator tanks and associated structures, including metal railings, roofs, floors, walls, columns, concrete trays, louvers, and other components. The solicitation was released on March 5, 2025, with a pre-proposal meeting scheduled for April 4, 2025, and responses due by April 24, 2025, at 3:00 pm. The project is a one-time contract requiring an experienced coatings contractor to apply a new epoxy coating system while ensuring compliance with various regulatory standards, including NSF/ANSI/CAN 61 for drinking water system components.

The cost proposal includes line items for mobilization, interior and exterior work for two aerator tanks (GST #1 and #2), work on the bridge between tanks, and destructive investigation. The project requires detailed surface preparation, including high-pressure water cleaning, specific coating application techniques, and rigorous inspection processes. Vendors must provide comprehensive documentation, including product data, three previous large-scale coating project references, and a project superintendent's experience profile. Minimum qualifications include being in the coating business for at least three years, ability to meet insurance and bonding requirements, and completing projects compliant with specified standards. The solicitation emphasizes environmental preferable purchasing and health considerations, with a 10-year manufacturer warranty on the primary coating system (Sherplate 600).

10,000 psi.

B. The NACE/SSPC Joint Surface Preparation Standards for concrete surface preparation are incorporated in and made part of this specification. All references to NACE No. 6/SSPC-SP 13, Class: W-WJ designate the definitions and other requirements in these documents. The

International Concrete Repair Institute (ICRI) Technical Guideline No. 03732, Guide to Surface

Preparation of Concrete to Receive Sealers, Coatings and Polymer Overlays shall be used to visually evaluate the concrete surface profile. Refer to Sherwin-Williams Guideline Instructions for Surface Preparation of Concrete.

C. Following surface preparation, concrete surfaces shall be tested for moisture vapor emissions in accordance with ASTM D4263, Standard Method for Indicating Moisture in Concrete by Plastic

Sheet Method. Report results to owner’s representative and Sherwin-Williams’ Industrial &

Marine Representative

D. Inspect concrete surface for soundness, flatness, levelness and overall condition. Report any discrepancies to the owner’s representative

F. Concrete Surface Repair and resurfacing: Bug holes, honeycombs and voids and spalled areas requiring full resurfacing

A. Provide a clean surface saturated dry (SSD) concrete surface with no free standing or moving water for the application of all repair mortars, with a minimum surface profile as defined above.

B. For full resurfacing or spot repairs in the tank shall be treated as follows;

Bugholes, honeycombs and voids less than 1/2” deep shall be repaired using AW

Cook Thin Patch Mortar. This product may be feather edged back to original plane.

C. Spalled concrete areas with exposed aggregate shall be resurfaced back to original plane using A.W Cook Cemtec MSM Microsilica Mortar repair mortars hand trowelled or spray applied by mortar pump and back trowelled to a thickness up to 4” thick in successive applications. All areas where the full resurfacing butts up to an area that does not require full resurfacing a ¼” x ¼” termination key shall be cut into the concrete and chiseled back as per the concrete termination detail drawing.

D. All mortar repairs shall be finished with a masonry brush to provide a brushed/broomed finish to promote adhesion of the lining system

Iron and steel

A. The NACE / SSPC Joint Surface Preparation Standards for abrasive blasting approved in October

1994 are incorporated in and made a part of this specification. All references to SSPC-SP7 /
