Submittal Review Final Meeting Minutes
Meeting Information 2:00 PM on May 14, 2025 Facilities Conference Room, 1105 S.W. 7th Road, Ocala, FL 34471
Meeting Agenda I. Opening Remarks & Roll Call
The meeting was called to order at approximately 2:10 PM by Nick Hill, Procurement
Lead with JBPro for the Marion County Public Schools (MCPS) Facilities Department. A roll call was conducted, confirming that all Selection Committee members were present except for Christopher Luetgert, who was absent.
II. Scoring Instructions
At approximately 2:12 PM, Mr. Hill each scoring criterion aloud and asked if any member of the Selection Committee had any questions or comments regarding any of the criteria. The discussion which followed is shown below:
One member asked whether Criteria A.1 included K–20 projects, as VendorLink only referenced K–12. Mr. Hill clarified that VendorLink was incorrect and that K–20 projects are acceptable under this criterion.
Another member asked if firms without Florida SREF (State Requirements for
Educational Facilities) experience could receive credit for school projects completed in other states. Mr. Hill responded that it is acceptable to evaluate the firm’s school-related experience generally, as most states possess similar standards for public school projects. However, he emphasized that any flexibility shown must be applied consistently to all firms.
The Director of Facilities also noted that some Marion County projects listed under
Architecture Studio Inc. were completed by individual team members before joining the firm. Mr. Hill referenced the 2025 Design Services RFQ Selection Process Manual, which states: “Respondents will be evaluated and scored on the information presented in their RFQ Response and other quantifiable relevant information on file with the
District.” He reminded the Committee that this information is provided for context only, and members may adjust their scores at their own discretion.
After this discussion concluded, Mr. Hill also noted that Criteria C (Office Location) and
Criteria D (Minority-, Woman-Owned, or Small Business Status) had been pre-scored by the MCPS Facilities Team, as these criteria are objective and do not require independent evaluation.
Committee members were then asked to review their draft scores in VendorLink and make any final adjustments before submission.

III. Scoring
At approximately 3:00 PM, each Selection Committee member read aloud their final scores by criterion for each firm. Once completed, Ian Daniels from JBPro announced the total scores for each firm in descending order:

At approximately 3:05 PM, Mr. Hill facilitated a discussion regarding the number of firms to shortlist for interviews. The Selection Committee agreed to shortlist the top nine firms, citing a clear scoring gap between the ninth (DLR Group at 80.43) and tenth
(Superlative Architecture + Development, LLC at 73.29) ranked firms.
Mr. Hill stated that the MCPS Facilities Procurement Team would notify all vendors of the results.

Mr. Hill adjourned the meeting at 3:30 PM.
