About this file
This is an Informal Request for Proposal from the State of Alaska, Department of Labor and Workforce Development, Division of Vocational Rehabilitation (DVR), Business Enterprise Program (BEP), seeking a full-service vending machine operator for the Juneau area. The contractor will be responsible for placing, stocking, maintaining, and managing food and beverage vending machines across approximately 26 state and federal government facilities, including snack, cold drink, hot drink, frozen food, cold food, fresh food, and automated teller machine (ATM) services. All vending machines must accept dollar bills and coins, be DEX-compatible with non-resettable meters, and include credit card readers on at least one machine per location type. Proposals are due by 2:00 p.m. Alaska Standard Time on April 27, 2026, with a Notice of Award anticipated on April 30, 2026. The contract will commence July 1, 2026, for an initial 12-month term through June 30, 2027, with four optional one-year renewal periods exercisable at the state's discretion. Prospective offerors must demonstrate a minimum of three years of vending machine service experience within the previous five calendar years to be considered responsive.
The contract structure is entirely commission-based, with the contractor remitting a percentage of gross sales to the BEP according to minimum thresholds: snack and cold drink machines at 20% minimum commission, hot drink machines at 35% minimum commission, frozen food, cold food, and fresh food machines at 15% minimum commission each, and ATM services at $1.00 per transaction, with commission payments due within 15 calendar days after month-end. A surety deposit ranging from the commission amount to a maximum of $10,000 must be established based on anticipated quarterly commissions, with annual re-evaluation upon contract renewal. The procurement supports the Randolph-Sheppard Act and the Chance Act objectives, potentially creating set-aside restrictions for organizations serving individuals who are blind and severely disabled. Evaluation criteria allocate 25% to management plan quality, 25% to experience and qualifications, and 40% to contract cost, with a 10% Alaska Offeror Preference available to qualifying Alaska-based bidders. Mandatory insurance requirements include workers' compensation, commercial general liability insurance with a minimum of $300,000 combined single limit per claim, and commercial automobile liability insurance with equivalent minimum limits. No incumbent vendor has been identified, indicating this may be a new contracting opportunity or contract transition.
