About this file

This document is an appendix to an Informal Request for Proposal (IRFP #726DVR7525) issued by the Alaska Department of Labor, Division of Vocational Rehabilitation (DVR), Business Enterprise Program (BEP), outlining the surety deposit policy for vending machine service contractors in the Juneau area. The BEP seeks contractors to provide vending machine services in buildings owned, leased, or occupied by state or federal government entities or other designated properties. Proposals are due by 2:00 p.m. Alaska Standard Time on April 27, 2026.

The surety deposit policy establishes a tiered calculation methodology based on anticipated quarterly commissions, with amounts rounded to the nearest $100 and subject to a maximum limit of $10,000. For quarterly anticipated commissions of $0 to $5,000, the deposit equals the commissions rounded to the nearest $100. For commissions between $5,001 and $10,000, a flat rate of $5,000 applies, while commissions exceeding $10,000 require a flat rate of $10,000. Contractors holding multiple BEP contracts pay the surety deposit based on their largest-volume contract plus an additional $500 for each supplementary city or location. Surety deposits are re-evaluated annually upon contract renewal, and waivers may be granted on a case-by-case basis at the discretion of the program.
