About this file
This document provides questions and answers related to a state and local contract opportunity for the rehabilitation of the Sinnissippi Dam in Rock Falls, Whiteside County, Illinois. The opportunity requires professional engineering services to develop construction and design plans, specifications, Programmable Logic Controller (PLC) code, and operations and maintenance manuals for the dam rehabilitation project. The existing PLC program for the dam was written using Wonderware Factory Suite 2000 software, and the new scope may involve upgrading the hardware controls while optimizing or completely overhauling the existing PLC code to add new functionality. The state agency issuing this contract is the Illinois Department of Natural Resources (IDNR), and interested firms must be prequalified with the Illinois Department of Transportation (IDOT) to submit a statement of qualifications.
The contract opportunity does not provide details on pricing terms, set asides, incumbents, funding requirements and sources, or other financial information. The document focuses on clarifying the scope of work related to PLC code development and hardware upgrades for the dam rehabilitation project.

22-422DNR-WTRRE-B-35195 Question and Answer Document
Question: If item 10 replaces the electronics controls of the system, is there a value add for the department to update the coding in step 9 when step 10 would upgrading the existing controls to a new control system?
PAGE 21 of the Solicitation Document
D.2.1.9 Updating existing code and additional code development to add functionality to the existing program.
a) Programming to allow for pressure inputs to control dam gates
b) Modification of the code to allow for different flows or pool elevation setpoints to be input and utilized
c) Including code for utilization of a backup water level transducer that will be installed during the structure rehabilitation.
d) Including monitoring and controlling of abutment heaters from the HMI
D.2.1.10 Specifications and recommendations for new dam control hardware, including PLC, HMI, sensors, relays, pressure transducers, digital pressure regulators or other equipment required to support new program functionality.
Answer: Item D.2.1.10 is a specification with the sole purpose of addressing hardware control issues at the dam. This item would include specifications for new computer systems, PLCs, interfaces, etc. It could be possible to upgrade all the hardware and interfaces for the dam controls and load the old PLC program onto new hardware.
Item D.2.1.9 is a specification to modify the existing PLC code that runs the dam to include some new functionality at the dam and ensure the dam program is compatible with new software. This specification might require a complete overhaul of the program that controls the dam, or it might be a matter of optimizing and upgrading the existing program. The existing PLC program was written using Wonderware Factory Suite 2000 software.
