About this file
This addendum to Solicitation Number 124528 ON contains questions and answers regarding Nebraska's Department of Health and Human Services Medicaid Drug Rebate System (MDR) procurement. The addendum clarifies key requirements across functional and technical specifications, project deliverables, and implementation expectations. Bidders may format responses outside of table cells for clarity, modify PDF documents to accommodate graphics and tables, and define Recovery Point Objectives (RPO) in either minutes or hours. The opening date for proposals has been extended from July 23, 2026 to August 6, 2026 at 2:00 PM to allow adequate time for bidders to incorporate responses to written questions. The system must process approximately 4.6 million invoices annually with an estimated annual rebate amount of $616,311,000. Key implementation deliverables include functional requirements responses, technical requirements documentation, reporting samples, project management deliverables, and certification crosswalks. The contract term is five years with 48 months of maintenance and operations (M&O); if design, development, and implementation (DDI) exceeds 12-18 months, the M&O period will be reduced proportionally to maintain the five-year total contract duration rather than extending the overall term.
Clarifications address vendor responsibilities regarding CMS compliance, including proper utilization of the SMC Intake Form, CMS Testing Guidance Framework, and the SMC Operational Report Workbook (ORW) as distinct deliverables. The vendor is responsible for developing test plans that align with both state-approved procedures and CMS testing expectations and must collaborate with DHHS and CMS to define applicable Conditions for Enhanced Funding outcomes. The state will reduce the M&O period to maintain the five-year contract duration if DDI implementation extends beyond the anticipated timeline, and cost sheet pricing should not be manipulated to reflect this adjustment. A Word version of the cost sheet has been provided for bidder use. No work in scope is covered under collective bargaining agreements, and the successful bidder will work collaboratively with DHHS to define State-Specific Outcomes metrics during the implementation phase.

CMS utilizes the SMC Operational Report Workbook (ORW). Does DHHS agree to use the SMC Intake Form to meet the SMC ORW expectation?
