About this file
This is Addendum 2 to a solicitation issued by the State of Nebraska Department of Health and Human Services for the Medicaid Drug Rebate System (MDR) under RFP #124528. The addendum, effective June 24, 2026, modifies the project scope requirements related to planning and submission timelines. The revised opening date for proposals is August 6, 2026 at 2:00 PM. The primary change eliminates subsection j from the initial planning requirements, reducing the scope to subsections a through i for all plans to be developed and submitted to DHHS for review and acceptance within three weeks after the project kickoff. The overall contract encompasses design, development, testing, implementation, and five-year operational support of a comprehensive system to manage Medicaid drug rebates with integration across eighteen defined data interfaces. The initial contract term is five years with one optional three-year renewal period, with contract finalization targeted for September and October 2026 and an anticipated January 2027 award and start date.
The system must comply with Section 1927 of the Social Security Act, applicable Code of Federal Regulations provisions, HIPAA regulations, and NIST standards while meeting stringent operational requirements including rebate calculations within 60 days of quarter end, automatic delinquent letters within 10 business days, and dispute resolution support within 5 business days of request. The contractor bears all costs for breach investigation, mitigation, and notification and must designate Privacy and Information Security Officials with implementation of comprehensive administrative, physical, and technical safeguards. Performance guarantees include daily monetary penalties ranging from $500 to $5,000 per incident for non-compliance across six requirement categories. Pricing must remain fixed for the first five years, and the vendor must provide trained operational staff 30 calendar days prior to Go Live with key personnel replacement capabilities within 30 calendar days.
