About this file

Addendum No. Seven to Request for Bid (RFB) No. 22-0042 issued by Columbus Consolidated Government's Finance Department Purchasing Division in Columbus, Georgia, modifies the procurement for side loader 31-yard refuse truck bodies designed to fit Peterbilt 520 Dual Steer cab and chassis. The original solicitation sought a minimum of thirty to a maximum of forty truck bodies. This seventh addendum addresses vendor clarifications regarding equipment specifications and establishes additional federal compliance requirements for the bid submission process. Vendors must acknowledge receipt of this addendum with their sealed bids or risk having their proposals deemed incomplete.

The addendum introduces American Rescue Plan (ARP) federal funding reporting requirements that vendors must satisfy through completion of an attached questionnaire. Vendors must certify compliance with the Davis-Bacon Act prevailing wage requirements for all laborers and mechanics, or provide detailed information about employee classifications and wage rates if unable to certify compliance. Additionally, vendors must address whether a project labor agreement exists or, if not, must submit a detailed project continuity plan addressing labor supply, dispute mitigation, workplace safety, and wage competitiveness. The addendum also clarifies that while the Public Works Department originally required chain lift systems based on experience with existing ASL trucks, vendors offering body-mounted alternatives may submit equipment demonstrations, with the lowest responsible, responsive bidder achieving the highest demonstration score to be recommended for award. Vendors are also queried regarding utilization of local hires for the project.

Addendum No. Seven

Side Loader 31-Yard Refuse Truck Bodies

RFB No. 22-0042

Acknowledgment of receipt of Addenda must be included with sealed Bid.

Initials: Company:

Vendors are informed that the above subject Request for Bid (RFB) is hereby modified, corrected, or supplemented as specified, described and set forth in this Addendum:

A. ARP Federal Reporting

Please complete the attached questionnaire for “Federal Funding for ARP Funded Purchases Reporting

Requirements” (Appendix B) and return with your sealed bid.

B. City’s response to submitted request for clarification

1. Question: “I’ve been receiving the addendums to the refuse truck bodies bid. I keep hoping to see an addendum to accept arm mounted to the body. Is there any chance that could be an exception or modification addressing this? I would very much like to provide a bid. I know it’s a big ask and a long shot. But thought I would throw it out there any way. We’ve had success at multiple sites in Georgia and would love the opportunity to re-submit.”

Response: We refer you to Addendum No. Five, Item A, which states, ‘The Public Works Department requirement for a chain lift was derived from the department’s experience with ASL trucks currently owned and operated by the City. Non-body mounted trucks are the preference of the department; however, if body-mounted trucks show a better operating system/truck during the equipment demonstration they will be seriously considered. The lowest, responsible, responsive bidder with the highest demonstration score will be recommended for award.’

Vendors should provide a demo if they are confident in their product.

C. Addendum Acknowledgement

Indicate that your company has received this Addendum in the appropriate areas and include with sealed Bid. Failure to acknowledge receipt of this addendum may render your Proposal

“Incomplete”.
