About this file

This Addendum No. One modifies the Request for Bid (RFB) No. 22-0042 issued by the Columbus Consolidated Government's Finance Department Purchasing Division in Columbus, Georgia for the procurement of side loader 31-yard refuse truck bodies. The RFB seeks bids from qualified vendors to provide a minimum of thirty (30) but not to exceed forty (40) side loader refuse truck bodies manufactured to fit Peterbilt 520 Dual Steer cab and chassis. The addendum, dated June 24, 2022, clarifies specifications and responds to vendor questions regarding the procurement requirements. Key specification changes include revised lighting requirements specifying LED FMVSS #108 clearance lights, strobe lights, and reflectors in accordance with federal and State ICC Motor Vehicle Safety Standards, and modification of warranty requirements to a 3-year or 36,000-mile manufacturer's warranty with all warranty work to be provided on-site or towed to a service center within a 150-mile radius.

The addendum addresses eight clarifications submitted by vendors, establishing that chain lift mechanisms are required rather than cylinder lifting mechanisms, strobe lights are mandatory, front mount vane pump systems are acceptable though hot shot systems are preferred, and lifting and gripping mechanisms must be mounted directly to the chassis frame rails rather than to the body frame rails. The addendum confirms that Peterbilt chassis delivery is estimated at 120 days and that either full-eject or dump body configurations are acceptable. Vendors must acknowledge receipt of this addendum with their sealed bid submission, and failure to do so may result in the proposal being deemed incomplete. The vendor must maintain a minimum of $100,000 in parts inventory at the designated service center location to support warranty work requirements.

B. City’s response to submitted request for clarification:

1. Question: “Page 16, Item #9 – Is a cylinder lifting mechanism acceptable in lieu of chain lift?”

Response: No, the user department wants a chain lift.

2. Question: “Page 16, Item #15 – Previous bid mentioned strobe lights in this section. Are rear strobe lights not required?”

Response: Strobe Lights are required.

3. Question: “Page 17, Item #24 – Is front mount vane pump system acceptable? (Was approved for previous bid per Addendum No. 1, question 38, dated 2/24/22).”

Response: It is acceptable, but a hot shot is preferred if possible due to the placement of the tow hook for the front bumper.

4. Question: “Page 19, Item #33 – Is it acceptable for CES representatives to drive vehicles to repair site in lieu of towing?”

Response: Yes.

5. Question: “Page 19, Item #34 – Does the city want a three-year body warranty as mentioned in #33 or a 5-year body warranty? Also, what is meant by preventative maintenance warranty?”

Response: The City wants a 3-year body warranty and disregard the preventative maintenance warranty.

6. Question: “What is the current estimated time of delivery of the Peterbilt chassis to the body plant?”

Response: Peterbilt initially responded with 360 days but since has revised that to 120 days.

7. Question: “Does the City want a full-eject body or a dump body?”

Response: Either body is acceptable.

8. Question: “Line Item #8 Lifting and Gripping Mechanism states ‘The arm base shall be mounted directly to the chassis frame rails.’ Amrep’s lifting and gripping mechanism mounts directly to the body frame rails. 1. This mounting position provides less ‘shaking/rocking’ when dumping cans, reduces driver fatigue and chassis wear and tear. 2. This mounting position is preferred for full eject push out to dump trucks. Full Eject Truck Bodies are safer in landfills eliminating the possibility of truck roll overs. Will arms that are mounted to the body on top of the frame be acceptable?”

Response: No ASL arms mounted to the body will be accepted. The City has specified that the lifting and gripping mechanism must be mounted to the chassis frame.
