About this file
This is Addendum No. Four to Request for Bid (RFB) No. 22-0042 issued by the Columbus Consolidated Government's Finance Department Purchasing Division in Columbus, Georgia on July 11, 2022. The City is seeking bids for a minimum of thirty (30) to a maximum of forty (40) side loader 31-yard refuse truck bodies manufactured to fit Peterbilt 520 Dual Steer cab and chassis. The addendum modifies the original specifications by requiring a chain lift mechanism rather than a hydraulic system, citing advantages including greater versatility, reduced maintenance costs, improved stability during dumping operations, and lower operational risks. To evaluate compliance with these specifications, the City will conduct mandatory equipment demonstrations for all bidding vendors at the sanitation yard located at 1400 Cusseta Road in Columbus, Georgia. Exact demonstration dates and times will be provided after bid receipt. The evaluation criteria focus on body shaking during cylinder lifting, arm functionality during operation, and overall vehicle response when the arm is engaged, with scores ranging from 1 (omitted essential elements) to 5 (outstanding) for each criterion.
Award will be made to the lowest, responsible, responsive bidder achieving the highest demonstration score. Vendors must acknowledge receipt of this addendum and include the acknowledgment with their sealed bid submission; failure to do so may result in the proposal being deemed incomplete.

Vendors are informed that the above subject Request for Bid (RFB) is hereby modified, corrected, or supplemented as specified, described and set forth in this Addendum:
A. Changes to the Specifications
The Public Works Department determined the requirement for a chain lift due to the following factors:
Advantages of chain drive Disadvantages of a hydraulic side loader system The chain driven system is more versatile than the hydraulic system for short and long distances. The hydraulic system is limited with the cylinders it uses.
During operation, the hydraulic arm causes instability when dumping the trash cans at a high elevation.
A number of shafts can be driven from a single chain which is needed to grab and dump the trash cans.
Hydraulic operations allow the vehicle to shift excessively both during the initial movement toward the trash can and during the upward motion to dump the trash can.
They are compact and have small overall dimensions ideal for side loader daily mission.
Hydraulic systems require intensive and periodic maintenance.
They do not present a fire hazard. Systems frequently require costly repair parts.
Temperature and environmental conditions do not affect their working.
The risk of accidents increases due to operation failures mechanically.
They do not require initial tension or a certain PSI to operate.
Repair and maintenance are drastically lower than hydraulic systems.
Due to concerns raised regarding this requirement it has been determined that an equipment demonstration will be scheduled for all vendors submitting a bid for this solicitation. The purpose of the demonstrations is to confirm the equipment meets certain criteria and equipment will be scored accordingly. The City will provide exact dates and times for the demonstrations after receipt of bids.
Demonstrations will be conducted at the City’s sanitation yard located at 1400 Cusseta Road, COLUMBUS CONSOLIDATED GOVERNMENT

3) Overall vehicle response when the arm is engaged.
Scoring will be based on the performance of the equipment with each criterion receiving a score between 1 and 5 per the following scale:
1) Omitted something essential;
2) Did not meet expectation;
3) Met expectation;
4) Above expectation;
