About this file

This document is Addendum #3 for Invitation to Bid (ITB) 25-009-PW issued by the Eugene Water & Electric Board (EWEB) for Transmission Water Main Replacements. The addendum modifies the original bidding documents for two project segments: a 42-inch transmission main extension and 16-inch main replacement on E 23rd Avenue between Alder and Emerald Streets, and a 45-inch transmission main replacement from the Hayden Bridge Water Filtration Plant to 33rd Street. The bid opening is scheduled for April 17, 2025, at 2:00 PM PT. A key modification in this addendum clarifies that for the Hayden Bridge project, a 42-inch butterfly valve and flange are required, updating previous specifications. The bid documents outline detailed requirements for pipe installation, valves, cathodic protection, erosion control, and surface restoration, with substantial completion dates set for January and April 2026, and final completion dates set for May 1, 2026.

The bid form includes comprehensive unit pricing for multiple project components, such as mobilization, construction survey, pipe installation, valves, and restoration work. Bidders must provide unit prices for various line items across different project schedules, including overall project costs, transmission main installations, distribution water mains, and restoration work. EWEB requires contractors to follow Equal Employment Opportunity and Affirmative Action practices, and encourages contracting with minority-owned, woman-owned, and emerging small businesses. The project requires a bid bond, performance bond, and payment bond, with a 10% bid security. Contractors must comply with Oregon Construction Contractors Board registration, prevailing wage requirements, and provide evidence of necessary licenses and insurance. The total project scope involves replacing approximately 2,342 linear feet of 42-inch transmission main and 1,050 linear feet of 45-inch transmission main, along with associated infrastructure improvements.
