About this file

Addendum No. 2 for ITB 25-009-PW is issued by the Eugene Water & Electric Board (EWEB) for the Transmission Water Main Replacements project, which involves modifications to the original bidding documents for two water main replacement segments. The addendum addresses multiple technical questions and clarifications related to the project, including details about butterfly valves, pipe connections, bypass assemblies, and material specifications. The addendum provides specific answers to bidder inquiries about plan sheet details, valve configurations, pipe materials, and installation requirements, and updates certain technical specifications that were previously unclear or incorrect.

The addendum also revises the Measurement and Payment section, specifically modifying Item 11 to clarify the scope of work for the bypass assembly and tie-in to the existing 36-inch steel transmission main. The changes include specifying that the item covers all materials and work required for connecting the new 42-inch line to the existing 36-inch pipe, with details on trenching, shoring, pipe cutting, draining, welding, backfilling, and utility crossings. The bid remains scheduled for opening on April 17, 2025, at 2:00 PM PT, with no changes to the closing date and time. Bidders are required to acknowledge receipt of this addendum either by signature or by circling the addendum number on the bid form.

ADDENDUM #2

Transmission Water Main Replacements – 23rd Ave 42-inch & Hayden Bridge 45-inch

ITB 25-009-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Questions and Answers:

Q. The Measurement and Payment section, page 01200-5 item 11 calls out a 42” butterfly valve. We can only find an existing 36” butterfly valve. Is there a 42” butterfly valve in this bid item and if so, can you point to the location.

A. There should not be a 42” butterfly valve in bid item 11. The 42” valve was not deleted from the Measurement and Payment Section after it was removed from plans with additional redlines.

Q. On bid item 11 plan sheet C110. Is the 16” pipe shown on the bypass paid for under bid item #18 and if not where does item 18 payment start and stop?

A. 16” Pipe will be paid for by lineal foot under bid item 18 even piping shown on details. However, all other work shown on this detail shall be covered by this bid item.

Q. Plan sheet C110 shows a 16” butterfly on the left side of the page. It is dashed in instead of solid lines. Is this 16” butterfly valve to be furnished by the contractor or is it existing?

A. The 16” butterfly valve is existing and the contractor will not need to furnish this valve.

Q. Are all the insulating flange locations called out on the plans? If not, can you provide a list of what dissimilar connections will require one (ie steel to cast iron etc)?

A. Bidder shall verify all pipe material transitions and provide appropriate insulating flanges. Most are called out for bidders’ convenience.

Q. Plan sheet C112 has a keynote 14 at the existing 16” butterfly valve but there is no Note 14 under the list of keynotes. What does note #14 stand for?

A. This has been corrected on the revised plans. Bidder shall verify any flange to plain end connections and provide

Flange By MJ adapters as necessary.

Q. Plan sheet C112 shows a 16 x 8” PE reducer on the left side of the page. Both Romac and EBAA say their MJ restraints are not to be used with plain end mechanical joint fittings. Does this location need restrained MJ connections? If so, a reducer that has MJ bell end connections should be used.

A. Provide a 16” x 8” all MJ reducer and plain end spools as necessary in lieu of PE reducer

Q. The detail on plan sheet C131 calls out key note #9 as a steel grooved end 90. The profile view has notes that it is a 4” DI flange 90. Is this fitting steel or ductile iron? Do you want grooved ends or flanges on this elbow?

A. This was corrected on the revised plans issued by Addendum No.1.

Q. Plan sheet C131 again. Keynote 11 points to the pipe in the profile view but is called out as an 8” flanged gate valve. Do you want a buried gate valve also or is this supposed to point to the valve in the manhole?

A. This was corrected on the revised plans issued by Addendum No.1.

Q. Plan sheet C131 again. Notes on the plan view call out 4” DI Flg x PE Spool and 4” EBAA Megaflange. These connect to an 8” DI Spool. Do you want these to be 4” with reducers(increasers) or are they supposed to be an 8” spool and Megaflange?

A. This was corrected on the revised plans issued by addendum No.1

Q. Plan Sheet C3 shows the pipe access way but not the location of the air vac out of the roadway. Where is the above grade CARV to be located?

A. A CARV will not be installed at the pipe access way on C3.

Q. Sheet C12 has 2 symbols for an access vault but only one is shown on the profile view. Are both of these to be installed? If so, that would make 4 each access vaults and 4 each 8” CARVs which are only called out as 3 each on the bid schedule

A. This was corrected on the revised plans issued by addendum No.1.

Q. Page 26 of addendum 1 mentions a minimum of 2' of CDF backfill not shown in the plans. Page 29 says the backfill material is class B with 12" of native fill at the top. The plans show class B in the roadways with class A in the easement. Can you verify which backfill material will be used for the 45" line?

A. The City of Springfield Encroachment Permit requirements provided in Addendum No.1 supersede what was shown on the plans. Contractors should provide the CDF required per the Encroachment Permit.

Q. Sheet B-39355-EC4 of the erosion control plans show a limit of an 8'x15' trench. Can you verify that this is the maximum size trench allowed for installation of the 45" line?

A. The Contractor can request a different trench size but will need to prepare a revised erosion control plan to submit to the City for approval. Contractor shall submit an erosion plan per Section 01560, 1.05.

Q. Bid Item 15 shows three air vac assemblies; however the plans show two. Please verify the quantity.

A. The ARV on C3 was deleted, only 2 ARV’s are required for the E 23rd St project. The bid table has been updated to reflect the correct quantities of ARV’s needed.

2. Item 11 in the Measurement and Payment -Section 01200 is revised as follows:
